Reynolds is a native of Columbia, South Carolina and received his Bachelor of Science in Industrial Engineering from North Carolina State University, where he was also initiated into Alpha Phi Alpha Fraternity, Incorporated and later became a life member of the organization. After a brief stint as an Industrial Engineer at the Delco Chassis Division of the General Motors Corporation (GM), Mr. Reynolds matriculated to North Carolina Agricultural & Technical State University where he obtained a Master of Science in Industrial Engineering in December 1997. In September 2005, Mr. Reynolds completed his Master of Business Administration from the University of North Carolina at Chapel Hill, Kenan-Flagler Business School. Mr. Reynolds is employed by International Business Machines (IBM) where has worked in variety of roles with nearly 17 years of service. Currently, Mr. Reynolds holds the title of Senior Manager and is responsible for Performance Verification and Design Guidance within the Systems and Technology Group where he leads a group of twelve technical professionals. Mr. Reynolds is a member of the Phi Kappa Phi Honor Society and a certified Project Management Professional (PMP®) and Six Sigma Green Belt (CSSGB). iv Dedication To my mother Diana B. Reynolds, who has persevered through her medical issues, and while her stroke may have impacted her motor skills it has not affected her determination, resolve, or joyful spirit. Also, to my father, Robert G. Reynolds, who taught me the value of hard work and its ability to trump talent or skill every single time. My nephews, Reynolds and Carson who patiently waited until ‘Uncle Kanton’ was done with his studies so we could have fun! To my sister Jocelyn & my brother-in-law Mandrile, when I had nowhere else to go and no one else who believed in me, you were always there and supportive. To my brothers of Alpha Phi Alpha Fraternity, Incorporated, when I didn’t have anyone else to turn to you lifted me up toward the light. So many people told me I could not be successful, that I wasn’t smart enough to be an engineer (so I did it twice!) or I wasn’t good enough to be a leader at the world’s largest technology company or that an MBA from a top-25 business school was certainly out of my reach and of course, that I could not possibly ever earn a Ph.D. To all of you, this work is respectfully dedicated.     POLITICAL PARTY COALITIONS IN MALAWI 111 4 MAKING, UNMAKING AND REMAKING POLITICAL PARTY COALITIONS IN MALAWI Explaining the Prevalence of Office-Seeking Behaviour DENIS KADIMA AND SAMSON LEMBANI INTRODUCTION The contemporary history of political alliances in Malawi dates back to the early 1990s when Malawian political and social groupings joined forces and succeeded in voting out the 30-year-old one-party regime of Kamuzu Banda in 1994. While a recent unpublished study by Lars Svåsand, Nixon Khembo and Lise Rakner (2004) gives an account of the reconfiguration of Malawi’s party system after the 2004 general elections, there is no chronological and comprehensive account of the main coalitions of political parties in the country, their accomplishments and setbacks and the lessons that can be drawn from their experience. This explains the need for this study as well as the unique contribution that it makes to the field of party coalition politics. The study deals only with alliances made up of political parties. For this reason, the pre-1994 election alliance of various political pressure groups, faith-based organisations and non-governmental organisations, which worked towards the effective introduction of a democratic multiparty system, is not given significant attention. The study devotes equal attention to the history of both governing and opposition coalitions in Malawi. Specifically, it examines the short-lived coalition between the Malawi Congress Party (MCP) and the Alliance for Democracy (AFORD) after the 1994 general elections; the 1995 alliance between the United Democratic Front (UDF) and AFORD; the alliance forged between the MCP and AFORD prior to the 1999 general elections; the UDF- AFORD-NCD Coalition preceding the 2004 general elections and the 111 112 THE POLITICS OF PARTY COALITIONS IN AFRICA Mgwirizano coalition of 2004.

    1 CONCEPTUAL AND CONTEXTUAL BACKGROUND Augustine Titani Magolowondo INTRODUCTION This book is about Government and politics in Malawi. The diversity of issues that are discussed in the subsequent chapters bears testimony to the complexity of this subject matter. The aim of this first chapter is twofold. First, as you may have probably experienced in our daily discourse, the terms Government and politics are often confused with other key terms such as state and nation. As a starting point, this chapter clarifies these related concepts, which are inherently connected but yet conceptually distinct. Second, the discussion in this chapter aims at providing the context within which politics and Government in Malawi operate. In this regard, I look at both the political history and key socio-economic characteristics of Malawi. Finally, I discuss challenges facing Malawi’s politics and Government today. WHAT IS POLITICS? The concept of politics is as old as Government itself. Aristotle, the Greek philosopher (384–322 BC) argued that ‘man is by nature a political animal’. What was meant is that politics is not only inevitable but also essential to human activity. In other words, wherever there are human beings, politics is unavoidable. However, much as Aristotle’s maxim has become almost indisputable among the students of politics, there is no consensus on what exactly is to be understood by politics. To appreciate the conceptual complexity of politics, let us consider for instance the 2000 constitutional amendment to Section 65 of the Malawi Constitution (popularly called the ‘crossing of the floor’ provision). Stephen Brown Associate Professor School of Political Studies University of Ottawa [email protected] In the early 1990s, numerous African dictatorships relatively rapidly and rather unexpectedly liberalized politically. The degrees to which they democratized—and speed at which they did so—varied greatly. The new forms of governance also differed significantly from country to country, as do their prospects. To a certain extent, the variations can be ascribed to decisions of key players at specific moments in time, often in bargaining with other actors. Analyses of transitions based primarily on such voluntaristic factors, such as O’Donnell and Schmitter (1986), tend to minimize the effects of the past. Others, such as Bratton and van de Walle (1994), see clear patterns in how certain types of neopatrimonial regimes in Africa democratize, placing greater emphasis on institutional history. This chapter examines the democratization process in Malawi, using Bratton and van de Walle’s finding as a framework to analyze Malawi’s post- authoritarian governance and prospects for further democratization. Since South Africa's political transition, Malawi appears to have dropped off Pretoria's political map. Under Kamuzu Hastings Banda it was white South Africa's closest African political ally, establishing full diplomatic relations with SA in 1967, which by the advent of the 1990s remained the first and only such formal link with a black state. Malawi was a popular destination for SA tourists denied the opportunity to explore much of the continent. Earlier this year, on 15 June, the country staged its second democratic general election, re-instating the incumbent, President Bakili Muluzi, for another five-year term. During the election there were many allegations about corruption and public unhappiness at the slow rate of economic growth. What are Malawi's prospects? The case of Malawi Diana Cammack and Tim Kelsall with David Booth* Economic governance in Malawi has never been without problems. Yet, for significant periods, the country’s development performance has been better than might be expected given its geographical location and natural resource endowments and the global context of the time. This paper argues that underlying the episodes of better performance are institutional configurations which include: centralized, long-horizon rent utilization, a disciplined economic technocracy, and an inclusive form of ethno-regional politics. In particular, the 1964-79 phase of the presidency of Kamuzu Banda conforms closely to the concept of ‘developmental patrimonialism’, defined in this way. It tends also to support the proposition that regimes of this type are associated with relatively good development outcomes.

The Chewa refer themselves as belonging to a Kingdom (formerly the Maravi Kingdom) which currently cuts across the three modern African states of Malawi, Mozambique and Zambia and its paramount, King Gawa Undi, is based in Zambia. The secretariat of the kingdom is Chewa Heritage Foundation (CHEFO), which is headquartered in Malawi. The fundamental quest of this study is to investigate how the Chewa understand, experience, manage and interpret the overlap between formal states (as defined by the Westphalian model) and informal trans-border ethnic identity without raising cross-border conflicts in the process. Indeed, it is this paradoxical co-existence of contradictory features of Westphalian political boundaries and trans-border ethnic identity that initially inspired this study. The main research aim is to interrogate whether the Chewa Kingdom (of Malawi, Mozambique and Zambia) is challenging or confirming state boundaries, and to reflect on what this means for the contemporary Westphalian model.

Even whilst accommodating parliamentary officers, the Hansard printing press and support staff, Parliament is still dwarfed by the opulence of the late life president's home. Acres of walled parklands, as well as the strategically positioned houses of military officers, surround the former palace. The parliamentary compound is located miles from other government buildings, and further still from the rank-and-file populace of Lilongwe. This white elephant speaks volumes about Malawi and the country's recent efforts to free itself from the shadow of Kamuzu Banda. When asked how much the palace cost to build, a senior government figure replied wryly, 'Nobody really knows, but its contribution to development and redistribution in Malawi was that bricks stolen from the building site helped construct many other official homes in Lilongwe!'1 For Malawians there is no escaping the shadow cast by the former life president, who finally lost office in 1994 in the wash of the democratic wave that swept through Southern Africa in the last decade of the millennium.2 Banda was 98 when voted out of office, having ruled the country as leader of a one-party state for 30 years after independence was granted in 1964.
