Chingaipe Ng’oma PhD UNIVERSITY OF YORK DEPARTMENT OF POLITICS OCTOBER, 2010 Abstract This dissertation analyses the institutional and organisational evolution of state-business relations in Malawi, from the colonial period (1891-1963) to the first decade of multiparty democracy (1994-2004), through the period of one-party authoritarianism (1964-1993). It contributes to three areas of political science. Firstly, it adds to empirical knowledge on the politics of state formation and state-building by illuminating how institutions governing state-business relations have been central to the evolution, form and character of the Malawian state. It provides some insights for building the capacity of states, especially in southern Africa, to deliver coherent and credible economic policies. Secondly, it demonstrates how the distribution and exercise of power between state and business elites, and the relative financial and political importance of the private business sector to the state, shape the institutional and organisational forms of state-business relations. It shows that these relations are profoundly political rather than technocratic products and reformers need to be more aware of this. Thirdly, it contributes to historical institutionalism by suggesting that the concept of critical junctures should be defined based on people‟s expectations for, rather than effects of, institutional change; that history should be emphasised not just for explaining institutional continuities as is done by most historical institutionalists but also institutional discontinuities; and that in explaining existing patterns of institutions researchers need to be concerned more with the most recent predecessor institutions rather than going too far in the past. The analysis is organised in seven chapters, grouped into three parts. The first part presents the research problem, reviews the literature and outlines the methodological approach. The second part provides empirical narratives of state-business relations in each of the three periods.     The Effect of Diaspora Remittances on Economic Growth in Malawi* Renata Chivundu / Malawi Ministry of Foreign Affairs Robert Suphian / Hanyang University Sungsoo Kim / Hanyang University 10) ABSTRACT This paper examines the effect of Diasporas’ remittance on economic growth in Malawi by using an auto regressive distributed lag (ARDL) model or Bound Testing approach. The study employed time series data for Malawi from 1985 to 2015. The outcome of the study revealed that, the impact of Diasporas’ remittances during the study period is positive and significant. Besides this, the other growth determinant factor which was found positive and has significant effect on economic growth of Malawi was official development assistance (ODA) while population growth was significant but negatively affected growth. The effect of other determinant factors on economic growth of Malawi happened to be insignificant. This study therefore recommends that the government of Malawi should work on policies which would encourage the Malawians in the Diaspora to remit more to their country. This includes easing the receiving processes of remittances, introducing dual citizenship, and engaging Diaspora in the development plan of Malawi. In this study, I challenge the view that Malawi’s Local Government model of public participation is representative and open to all forms of knowledge production. Through a case study analysis of the political economy of knowledge production of selected District Councils in Malawi, I argue that the consultative approach adopted by the Councils is flawed. The Habermasian approach adopted by the Councils assumes that development processes should be free, fair, and accommodative of open forms of deliberation, consultation, and dissent. The Habermasian ideals stipulate that no single form of reasoning or knowledge dominates others. By advocating for “the power of the better argument” Habermas (1984, 1998a, 1998b, 2001) provided room for adversarial debate which is not encouraged in the Malawi local governance system.

While a recent unpublished study by Lars Svåsand, Nixon Khembo and Lise Rakner (2004) gives an account of the reconfiguration of Malawi’s party system after the 2004 general elections, there is no chronological and comprehensive account of the main coalitions of political parties in the country, their accomplishments and setbacks and the lessons that can be drawn from their experience. This explains the need for this study as well as the unique contribution that it makes to the field of party coalition politics. The study deals only with alliances made up of political parties. For this reason, the pre-1994 election alliance of various political pressure groups, faith-based organisations and non-governmental organisations, which worked towards the effective introduction of a democratic multiparty system, is not given significant attention. The study devotes equal attention to the history of both governing and opposition coalitions in Malawi.     African Religion and Colonial Rebellion: The Contestation of Power in Colonial Zimbabwe’s Chimurenga of 1896-1897 Kapya John Kaoma [email protected] Abstract This article examines the unifying roles of the Mwari cult, the cultural symbol of land, and the authority of spirit mediums in the first anti-colonial socio-political and religious protest of Chimurenga of 1896-97 in colonial Zimbabwe. Using their spiritually and socially defined authority, spirit mediums (n’anga) served as movement intellectuals to the Chimurenga— they crafted strategies and inspiration for social protest. The shared values of the Mwari cult, the cultural symbol of land, and the office of mediums were further employed to mobilize masses into a social movement that sought to reverse rapid sociocultural and political changes brought about by colonialism. To make this case, the article problematizes religion within an African lifeworld. Aside from showing that African religions share many aspects with other world religions; the article rejects Eliade's, and Durkheim’s theory of ‘the sacred and the profane’. It argues that this separation is hard to establish in African traditional religions and cosmologies. Spirit mediums, for example, employed African sociology, spiritual beliefs and customs in their attempts to reject the colonial order. Besides, the implementation of ‘indirect rule’ and land grabs led to the contestation of power between colonial authorities, chiefs, and spirit mediums. This contestation is analyzed from a social movement perspective. Amidst contemporary social injustices, human rights abuses and corruption in post-colonial Africa, and without underestimating the role traditional religions play in African politics, the study challenges Christianity to follow the prophetic example of spirit mediums in the Chimurenga.

The diversity of issues that are discussed in the subsequent chapters bears testimony to the complexity of this subject matter. The aim of this first chapter is twofold. First, as you may have probably experienced in our daily discourse, the terms Government and politics are often confused with other key terms such as state and nation. As a starting point, this chapter clarifies these related concepts, which are inherently connected but yet conceptually distinct. Second, the discussion in this chapter aims at providing the context within which politics and Government in Malawi operate. In this regard, I look at both the political history and key socio-economic characteristics of Malawi. Finally, I discuss challenges facing Malawi’s politics and Government today. WHAT IS POLITICS? The concept of politics is as old as Government itself. Aristotle, the Greek philosopher (384–322 BC) argued that ‘man is by nature a political animal’. What was meant is that politics is not only inevitable but also essential to human activity. In other words, wherever there are human beings, politics is unavoidable. However, much as Aristotle’s maxim has become almost indisputable among the students of politics, there is no consensus on what exactly is to be understood by politics. To appreciate the conceptual complexity of politics, let us consider for instance the 2000 constitutional amendment to Section 65 of the Malawi Constitution (popularly called the ‘crossing of the floor’ provision).
