Dublin Terence Reeves-Smyth Luttrellstown demesne, which occupies around 600 acres within its walls, has long been recognised as the finest eighteenth century landscape in County Dublin and one of the best in Ireland. Except for the unfortunate incorporation of a golf course into the eastern portion of its historic parkland, the designed landscape has otherwise survived largely unchanged for over two centuries. With its subtle inter-relationship of tree belts and woodlands, its open spaces and disbursement of individual tree specimens, together with its expansive lake, diverse buildings and its tree-clad glen, the demesne, known as 'Woodlands' in the 19th century, was long the subject of lavish praise and admiration from tourists and travellers. As a writer in the Irish Penny Journal remarked in October 1840: ‘considered in connection with its beautiful demesne, [Luttrellstown] may justly rank as the finest aristocratic residence in the immediate vicinity of our metropolis.. in its natural beauties, the richness of its plantations and other artificial improvements, is without rival in our metropolitan county, and indeed is characterised by some features of such exquisite beauty as are rarely found in park scenery anywhere, and which are nowhere to be surpassed’.1 Fig 1. We have liaised on the matter with our colleagues in South Dublin County Council who are also making a submission and our recommendations are predominantly the same. This local authority manages a large number of street trees which are located along streets, roads, on public pathways, parks, open spaces, woodlands and cemeteries. The local authority also manages hedgerows both natural and ornamental and trees growing within them throughout out the council jurisdiction. There is a requirement for clarity in relation to exemptions on cultivated lands and this review affords the opportunity to clarify this issue. 1. Amendment of closed period In relation to amending the closed period from March 1st to August 31st, it is considered that no change is required in regard to cutting of field hedgerows. 2. Maintenance of street trees It is understood that street trees are on cultivated land and as such, this allows for tree maintenance works to be carried out during the closed period, subject to prior inspection of the trees for active nests or nesting birds. -

The key to Navan’s sustainable growth is the development of an integrated land use and transportation system which provides for a development pattern that protects Navan’s architectural and natural heritage while providing for growth and economic development. The integration of land use and transportation policies, both in the town centre and outer suburban areas underpins the transportation strategy as outlined below. 7.2 Goals It is the goal of Navan Town Council and Meath County Council to create vibrant urban areas with good provision of public transport, reduced traffic congestion and an attractive urban centre, which is not dominated by the car. It is the main objective of the Planning Authorities to create an integrated and environmentally sound system, with particular emphasis on: Accessibility and choice of transport for all; Strong integration between transportation planning
