Present - Cllr R Mallett (Chairman), Cllr M Taylor (Vice-Chairman), Cllr M Carter, Cllr M Hale- Smith, Cllr G Minney, Cllrs S King (CCC, from item 686/17) and C Seaton (FDC, until item 687/17), D Gibbs (Clerk), PCSO’s Norton-Smith & Russ, N Burton & M Barrington (Circle Housing), Mr & Mrs Maxwell, Mr & Mrs Simpson and Mrs Ross (Parishioners) Apologies for Absence - Cllr M Jupp (family commitment), Cllr V Ware (prior engagement), Cllr S Clark (FDC) Public Forum Mrs Simpson raised issues relating to the current temporary closure of Broad Drove East to traffic in connection with the new housing development. Drivers are ignoring the signs and attempting to pass through the closure, with varying degrees of success. There is no pedestrian access through the closure, isolating a number of properties from the village. She also asked whether the 30mph speed limit would be extended to reduce speeds at the Sapphire Close junction. Mrs Ross asked about the details of the road closure and how it was publicised, as she had received no notification. 675/17 Sapphire Close Affordable Housing Development (discussed during Public Forum) Nina Burton (Housing Services Manager) and Martin Barrington (Allocations Officer) from Circle Housing attended the meeting to provide an update on the Sapphire Close development. The construction is proceeding well, although the completion date has been put back to the end of January. The Local Lettings Plan, which gives priority to people with a connection to Tydd St Giles, was presented for ratification. The optional Under Occupation clause, which allows applicants to bid for a property with one more bedroom than their minimum requirement, was discussed at length. RESOLVED - to ratify the terms of the Local Lettings Plan for Sapphire Close and to allow under occupation on up to 50% of the properties. 676/17 Police Matters (discussed during Public Forum) Monthly updates for July, August and September were discussed. Oil theft and hare coursing still occurring locally. Recent speed enforcement in local villages resulted in a number of tickets being issued, all of which were to residents of the villages. Volunteers are required for a community Speedwatch group to monitor traffic speeds around the village. A new Police Service Volunteer Area Coordinator, Barry Ruggles, has been appointed to provide training and support for Speedwatch in Fenland. The possibility of a joint group with Newton-in-the-Isle was discussed. Mr Maxwell and Cllr Hale-Smith agreed to canvass for volunteers. 677/17 Urgent Items Issues raised by Mrs Simpson and Mrs Ross during Public Forum to be discussed under agenda item 17a) Highways (minute 690/17 below). 678/17 Confirmation of Minutes RESOLVED - that the minutes of the meeting held on Thursday 20th July 2017 were agreed and signed as a true and accurate record. Page 1 of 5 679/17 Matters Arising a) Old School House - See item 680/17 below. b) Tydd Waterway Route - Outstanding bills have been paid. Two benches still to be installed. Meeting to take place before Christmas to discuss future plans. c) Church Grounds - Original issue now resolved, but further work will be required. d) Street Lighting - Issue resolved. e) E-mail - S Burgess - Item closed. f) Kirkgate Pavement - Work is under way and should be completed by the end of October. g) Cats Eyes - The Clerk reported that the Highways authority no longer see cats eyes as a priority, with improvements to vehicle headlights and to line marking paints making them unnecessary. h) Overgrown Hedges - Both hedges were cut back by their respective owners following the requests from the Parish Council. i) Website hosting - Resolution actioned and new website under construction. j) Obstructed Footpath - Footpath now cleared, but will require ongoing monitoring. k) Cross Drove Resurfacing - Budget insufficient to complete full length of road. l) Street Light, Church Lane Bridge - Due to be repaired shortly. m) Tree in Churchyard - Work completed.

Bennett) This project – the first in-depth analysis of clerical concubinage in medieval England – examines cultural perceptions of clerical sexual misbehavior as well as the lived experiences of priests, concubines, and their children. Although much has been written on the imposition of priestly celibacy during the Gregorian Reform and on its rejection during the Reformation, the history of clerical concubinage between these two watersheds has remained largely unstudied. My analysis is based primarily on archival records from Hereford, a diocese in the West Midlands that incorporated both English- and Welsh-speaking parishes and combines the quantitative analysis of documentary evidence with a close reading of pastoral and popular literature. Drawing on an episcopal visitation from 1397, the act books of the consistory court, and bishops’ registers, I argue that clerical concubinage occurred as frequently in England as elsewhere in late medieval Europe and that priests and their concubines were, to some extent, socially and culturally accepted in late medieval England.

    Viewpoint Altitude problem Time: 15 mins Region: East of England Landscape: rural Location: Tydd St Giles, near Wisbech, Cambridgeshire, PE13 5NU Grid reference: TF 38300 13300 Keep an eye out for: shed-like brick buildings - these are the Fens water pumping stations You may be wondering why we have brought you to this rather flat and featureless set of fields. Looking around there are only crops, minor roads and the odd farm building: not much to attract our attention. Well this is an ‘invisible’ viewpoint! You might not be able to see much but take a look at the section of OS map near the pin. Find the contour line (the thin brown line snaking through the middle of the image). This marks the height of the land in metres above sea level. Look carefully and you’ll see it reads 0 metres. This means we are on land that’s lower than the sea. Why is this Cambridgeshire field - 20 miles from the coast - actually under the sea? The answer is all around. Look for the long straight channels across the fields. In wet weather they are full of water. These are not natural rivers but artificial ditches, dug to drain water off the fields. So much water was drained away here that the soil dried out and shrank. This lowered the land so much that in places it is now below sea-level! But why was the land drained here and how? Originally the expanse of low-lying land from Cambridge through The Wash and up into Lincolnshire was inhospitable.

    REVIEW OF SECONDARY SCHOOL PROVISION IN THE FENLAND DISTRICT PROPOSAL FOR A NEW SECONDARY SCHOOL IN WISBECH BACKGROUND CONSULTATION DOCUMENT 1 PURPOSE The purpose of this document is to: • Draw attention to the rising number of primary aged pupils across Fenland, the impact of proposed new housing and the resultant pressure to provide additional places in secondary schools in the District. • Outline the conclusions of the Council’s review of secondary school provision in Fenland and its recommendations in respect of each of the four market towns within the District; Wisbech, Chatteris, March and Whittlesey. • Seek, in principle support for the proposal to provide a new secondary school in Wisbech in response to the forecast demand for places and expand provision in March, Chatteris and Whittlesey when required. • Obtain the views of parents and the local community on the Council’s early site search work, which identified the site of the former College of West Anglia (CWA) horticultural and equine facility adjacent to Meadowgate School, as having the potential to be developed for a secondary school (location plan included). OR • For respondents to identify and consider whether there are any alternative sites within Wisbech that may provide a better site for a secondary school and which the Council should consider 1 2. BACKGROUND Demography There are four secondary schools in Fenland: Neale-Wade Academy (March), Thomas Clarkson Academy (Wisbech), Sir Harry Smith Community College (Whittlesey) and Cromwell Community College (Chatteris). There is a distance of between 6-13 miles separating each school (measured in a straight line). A review of secondary school provision in Fenland was undertaken in response to: • demographic change (the population of the District has grown by 13.9% to 95,300 since 2001) • rising pupil numbers in the primary schools and • the proposed levels of housing development (11,000 homes across the District in the period up to 2031) included in the Fenland District Local Plan (2014).

    Fenland District Wide Local Plan Tydd Gote _______________________________________________________________________________________ TYDD GOTE Inset Proposals Map No 24 1. INTRODUCTION 1.1. This statement contains detailed planning proposals for the area of Tydd Gote within Cambridgeshire. It must be read in conjunction with the general policies set out in Part One of the Local Plan which apply throughout the District. 2. LOCATION 2.1. The village of Tydd Gote is situated 7 miles north of Wisbech, and 2 miles east of Tydd St Giles on the A1101. The majority of the village is in Lincolnshire. 3. POPULATION 3.1. The population of Tydd Gote has remained stable at 80 from 1981 to the present. 3.2. In mid 1990 the housing stock numbered some 20 dwellings. 3.3. Between mid 1986 and mid 1990 there were 3 housing completions in Tydd Gote. 4. SERVICES AND FACILITIES 4.1. Apart from the Tydd Gote public house all services and facilities lie in the Lincolnshire part of the village. There is no mains drainage and no surface water system. 5. KEY FEATURES OF FORM AND CHARACTER 5.1. Hannath Road abuts the Tydd Gote Conservation Area which runs along the Lincolnshire side of the County boundary. In common with other settlements in the vicinity of the District, the amount of woodland is unique. This is especially the case along the Hannath Road area of Tydd Gote. The high hedges and mature trees complement some fine buildings. Between Dark Lane and Hannath Road is an attractive open field enclosed by some splendid mature trees. Tree Preservation Orders currently protect twenty-six individual trees.

Apologies: Due to Government advice on social contact and distancing, it was decided to postpone open Council meetings until further notice, and the required meetings will be held remotely. Apologies: Mr Brown, Mr Wheeler - unwell, Ms Newland - appointment, (email discovered on non-pc address, Mr Ralph. Present: Mrs Slator, Mr Barnes, Mr Sole, Cllr Williams, Cllr Kindersley (later), one member of the public and the Clerk. Declarations of Interest: None received. District Cllr Williams gave a report to the meeting. SCDC is taking itself to court over a planning decision. More information on this will be in Cllr William's report, which she will send after the full Council meeting on 24th November. Speedwatch: Cllr Williams is trying to arrange a meeting with the acting Police and Crime Commissioner. This would not be until next year, but she will keep trying, as several of her parishes are keen to get involved. SCDC Finance: At present, there is no mid-term financial strategy available, but this should be presented on 7th December. There is more government funding and grants available for anyone struggling as a result of Covid. If Council is aware of anyone in the village who might need help, please refer them to Cllr Williams. There is lots of help and support available but it is difficult to locate the right place to apply. Cllr Williams stressed that all information she or SCDC receives is confidential.
