Moore, Chairman Regents during the 1979-80 academic year and the congres­ sional districts represented are as follows: Regent Congressional District Charles H. Unger At Large Officers of the Board of Regents for the two year period July 1, 1979 to June 30, 1981 were as follows: Wenda W. Moore, Chairman; Robert Latz, Vice Chairman; Duane A. Wilson, Secretary; Clinton Johnson, Treasurer. President Magrath continued to serve as Chancellor of the University, and President ex officio of the Board of Regents. The Board held two of its monthly meetings at coordinate campuses - at the University of Minnesota Crookston in October of 1979 and at the University of Minnesota Morris in May of 1980. These meetings allow the Board of Regents to become better acquainted with the programs, faculty and facilities at the coordinate campuses. Important policies amended or approved during the academic year included: ~- A revised Mission Statement 2. A Set-Aside Purchasing Program to benefit dis­ advantaged and small businesses 3. A common resident tuition policy - common to other State Public Institutions 4. Continuation of Tuition Reciprocity agreements with North and South Dakota, and continuation of a modified Tuition Reciprocity Agreement with Wisconsin 5. Establishment of a Community Advisory Committee for radio station KUOM on the Twin Cities Campus, and station WDTH at UMD. 1979-80 ANNUAL RECORD 1 The Board established a Legislative Coordinating and Budget Committee to work very closely with the Administration in the preparation of the annual budgets and the 1981-83 Legislative Request. This committee was in addition to the regular standing committees of the Board. 1979-80 ANNUAL RECORD 2 OFFICE OF THE PRESIDENT c. Peter Magrath, President I. Changes in the President's senior staff and vice presidential team included: Nils Hasselrro assuming the position of Vice President for Administra­ tion and Planning. Professor Hasselrro replaced Robert Stein who assumed the position of Dean of the Law School. c. T. Johnson assuming the position of Acting Vice President for Finance; .Hr. Johnson assumed the position on an interim basis, replacing Mr. Donald Brown who became an officer in the Munsingwear Corporation. carol Pazandak assuming the position of Assistant to the President. Dr. Pazandak replaced Dr. Jeanne Lupton who becarne Dean of the University's General College. A. J. Linck assuming the position of Acting Vice President for Acadanic Affairs; Dr. Linck assumed the position on an interim basis, replacing Vice President Henry Koffler who became Chancellor of the University of 1-1assachusetts at Al.nherst. II. Najor Policy Initiatives Included: 1. The developnent and implementation of a University-wide reallocation system. 2. The developnent of the Budget Executive 1 canprised of the Vice Presidents for Acadanic Affairs 1 the Health Sciences, and Finance. 3. The revision of the 1975 Institutional Mission Statement. 4. The developnent of a Presidential Institutional Planning Statement. 5. The carpletion of the "Outreach" Report. 6. A review of faculty retirement programs. 7. The developnent of policy studies agenda by the Planning Council. 8. The establishment, in principle, of an Acadanic Staff Professional and Administrative (PA) Personnel category. 9. The developnent of individual unit planning statements. 10. The canpletion of major fiscal suhnissions to state government: --The 1981-83 Biennial Request --The 1981-83 capital Request --The Six-Year capital Request --The Six~Year Budget Supplement* --Accamodation to a State-Imposed $14 .1 Million Cutback* *Items spanned 1980-81 1979-80 ANNUAL RECORD 3 OFFICE OF EQUAL OPPORTUNITY AND AFFI~ATIVE ACTION Lillian H. Williams;-Director and Equal Opportunity Officer During the period July 1, 1979 to June 30, 1980, the Equal Opportunity and Affirmative Action Office (EO & AA) coordinated two compliance reviews of the University by the Office of Federal Contract Compliance of the U.S. Department of Labor (OFCCP). The first review was of the entire University system and was completed with the signing of a conciliation agreement on April 17, 1980. (It should be noted that this review started before July 1, 1979). The second review was of the Duluth Campus and began March 13, 1980. In addition to extensive reports submitted by us in April, 1980, a second set of data was prepared for the Depart­ ment of Labor in June. The results of this desk audit were not received until after the close of this fiscal year. The UMD compliance review was still in progress at the close of FY 1980. A conciliation agreement relative to the 1977 compliance review also was reached with the Office of Civil nights (OCR) in the old Department of Health, Education and Welfare regarding the University's compliance with Section 504 of the Rehabilita­ tion Act of 1973 (equal educational opportunity for individuals with disabilities). Two computer projects were undertaken this year: at the request of the Department of Labor, we initiated a quarterly report which summarizes applicant activity, hiring activity, pro­ motions and terminations for all employees. With the cooperation of the Personnel Department we developed a computerized applicant tracking

Petersen Nathan Weaver Olson The Foster House, 100 North First Street, Minneapolis, Minnesota 55401 With curriculum program by Dawn Peterson Ann Ericson May 2003 Expansion of the Waterpower Canal (1885) and Rebuilding of Tailrace Canals (1887-1892) The Construction of the Expanded Waterpower Canal and Rebuilding of the Tailrace Canals By the mid-1880s, the increasing number of mills and the demand for waterpower was jeopardizing the availability of that power, particularly as the height and flow of the Mississippi fluctuated from season to season. In 1883, the Minneapolis Mill Company hired William de la Barre as an engineer and agent for the waterpower works. A number of the mills had installed auxiliary steam engines to supplement the waterpower. Meanwhile De la Barre proposed to solve the waterpower problem by increasing the head and fall available. Working on the West Side canal (Minnesota Historical Society) According to Kane, “De la Barre undertook to deepen the canal and lower the tailraces under his jurisdiction, while the millers promised to lower their wheel pits, tailraces, and headraces. Before the year ended, De la Barre had deepened the canal from 14 to 20 feet and lengthened it from 600 to 950 feet. The expansion increased its flowage capacity from 30 to 40 per cent and raised the water level to produce more power by bring water to the lessees’ wheels at a greater head.

Stat. § 116.03, subd. 2b. Report to Legislature The commissioner shall prepare an annual permitting efficiency report that includes statistics on meeting the goal in paragraph (a) and the criteria for Tier 1 and Tier 2 by permit categories. The report is due August 1 each year. For permit applications that have not met the goal, the report must state the reasons for not meeting the goal. In stating the reasons for not meeting the goal, the commissioner shall separately identify delays caused by the responsiveness of the proposer, lack of staff, scientific or technical disagreements, or the level of public engagement. The report must specify the number of days from initial submission of the application to the day of determination that the application is complete. The report must aggregate the data for the year and assess whether program or system changes are necessary to achieve the goal. The report must be posted on the agency's Web site and submitted to the governor and the chairs and ranking minority members of the house of representatives and senate committees having jurisdiction over environment policy and finance.     PROJECT PROFILE The University of Minnesota Minneapolis/St. Paul, Minnesota 22.8 MW CHP System Site Overview In 2009, the University of Minnesota developed a Utility Master Plan to evaluate all utility systems on campus, taking into account the University’s 20-year growth projections. The Master Plan concluded that “without action, the ability to reliably provide steam energy to University facilities would be at substantial risk”. That study initiated the effort which resulted in the reinvestment in and reconstruction of the Old Main Heating Plant; a facility constructed in 1912 and retired by the University in 2000. The old facility had fallen into disrepair with all the installed equipment (6 large coal-fired boilers) abandoned in place. The newly reconstructed Main Energy Plant, opened in November, 2017 and shown to the right, houses a new 22.8 MW Combined Heat and Power (CHP) system that provides both steam and electricity to the Minneapolis campus, reducing the University’s dependence on the electric utility grid and greatly reducing University of Minnesota CHP Plant Aerial View (Source: University of Minnesota) greenhouse gas emissions. The Minnesota Historical Society, with funding from the Saint Anthony Falls Heritage Board, hired Hess, Roise and Company to conduct historical research on the architectural heritage and the story of historic preservation of the Minneapolis Riverfront District. The study concentrates on three categories: • The most significant examples of historic architecture in the project area • The most significant examples of historic preservation in the project area • The most significant examples of new construction in the project area Most of the examples discussed were specified in the RFP issued by the Minnesota Historical Society. Forty-five sites, several of which encompass more than one building (such as the residential area of Nicollet Island), are keyed to the maps and compiled in the list on pages 107- 117. Each section is subdivided into the following areas: East Side Milling District, Nicollet Island, West Side Milling District, and Warehouse District.
