My thoughts had been centered on simple, happy events surrounding my visit with family and friends at home. Instead of the usual cursory glance and wave at the Sarita checkpoint for drugs and illegal aliens, I was required to come to a complete stop and declare my citizenship! I realized that my vacation was over, and I began to consider what became of those who were unable to answer the citizenship question correctly. Images of the (detention) center along with the stories told by aliens instantly flooded my mind. Once it has been determined that an alien is merely in the United States hoping for a chance at a better pay scale and is not a politica/ refugee, he is packed up and taken back across the border. In reality it is not quite that simple. While being "processed," he is searched and all belongings are taken from him. Anything of value becomes "lost," since it never existed. This stealing by officials is justified because no alien could possibly come by any money or other valuable through legal means because undocumented aliens are not allowed to work in the United States. Once back in Mexico, he simply removes what he has left, ties everything into a bundle, and wades or swims back across the Rio Grande. At this point, he has very little to lose and everything to gain. He will just be a little more cautious the next time he decides to go further north. An "illegal" once told me that the kindest gift a United States citizen had ever given him was swimming lessons. Once this cycle has been completed a number of times, the alien may decide that staying close to the border is the safest bet, and he has heard that the earnings on a shrimp boat can be amazing. He then talks his way into becoming a crewmember and spends three to six weeks out at sea. When the time comes to return with the catch, the crew occasionally will do some quick calculations and determine that they each will have a larger cut if there are fewer with whom to divide the profits. Since, for all practical purposes, the alien was never on the boat because it is against the law to hire him, he is droppe :1 overboard. Several days later his bloated, unidentifiable body washes up on the beach. One wonders whether his family back home ever learns his fate. Every two or three years OnC reads in the paper of a shrimp boat captain who does not come in with the crew. The story generally goes like this: He was checking 2 the TED (turtle excluder device) and somehow got tangled in the nets and fell overboard, and since he could not swim (amazing, but many can't), he was lost. We all wonder how many crew members he pushed over before he got his. In any event, the family of the captain begins to file lawsuits against every governmental agency that is in charge of the regulation and enforcement of the use of TEDS.

  • Fragility, Aid, and State-Building
    Fragility, Aid, and State-building Fragile states pose major development and security challenges. Considerable international resources are therefore devoted to state-building and institutional strengthening in fragile states, with generally mixed results. This volume explores how unpacking the concept of fragility and studying its dimensions and forms can help to build policy-relevant under- standings of how states become more resilient and the role of aid therein. It highlights the particular challenges for donors in dealing with ‘chronically’ (as opposed to ‘temporarily’) fragile states and those with weak legitimacy, as well as how unpacking fragility can provide traction on how to take ‘local context’ into account. Three chapters present new analysis from innovative initiatives to study fragility and fragile state transitions in cross- national perspective. Four chapters offer new focused analysis of selected countries, drawing on comparative methods and spotlighting the role of aid versus historical, institu- tional and other factors. It has become a truism that one-size-fits-all policies do not work in development, whether in fragile or non-fragile states. This should not be confused with a broader rejection of ‘off-the-rack’ policy models that can then be further adjusted in particular situations. Systematic thinking about varieties of fragility helps us to develop this range, drawing lessons – appropriately – from past experience. This book was originally published as a special issue of Third World Quarterly, and is available online as an Open Access monograph. Rachel M. Gisselquist is a political scientist and currently a Research Fellow with UNU-WIDER. She works on the politics of the developing world, with particular attention to ethnic politics and group-based inequality, state fragility, governance and democratiza- tion in sub-Saharan Africa.

Falling Into Place charts the evolution of policies that affect forests. It describes how the ‘timber-first’ orientation of forestry is giving way to more collaborative policy and forest management for a greater range of forest values, and how tactical Policy that approaches led by key opinion-formers and policy-makers have been successful at overcoming works for forests resistance to change. There are major challenges ahead: combining the economic potential of forest and people resources with maintaining environmental quality and human well-being; and rooting decision-making in places where people are really motivated to take action. SOUTH AFRICA AT THE CROSS-ROADS Whilst it is common knowledge that the Constitution of the Republic of South Africa is the Supreme Law of the Country and that which has to be upheld, honoured, respected and protected by all the citizens of the Country and above all by the State President, who, on being inducted into office, took an oath that he will uphold, honour, respect and protect the Constitution in discharging his duties, it was however, a sad day in 2015, when the President made a public apology to the South African population that he had in fact failed to uphold, honour, respect and to protect the said Constitution.
