The motion was SECONDED. The Motion PASSED. PRESIDENT’S REPORT AND CEO’S REPORT Ms. Cone began with a review of the Diversity, Equity, and Inclusion (“DEI”) audit and DEI Council, and recognized Carlos Bocanegra for being elected into the Hall of Fame. Will Wilson welcomed everyone, and also called attention to the DEI efforts at the organization. HUMAN RESOURCES UPDATE Alex Ross gave the Board a review of the Federation’s DEI progress, including the upcoming DEI Commitment Week. Pinky Raina updated the Board on HR matters, including a new learning management system. FUNDRAISING AND DEVELOPMENT UPDATE Mary Teeter and Dan Russell provided the Board a case study on the Jill Ellis Scholarship Fund and the SheChampions Mentorship program. -

Fragility, Aid, and State-Building
Fragility, Aid, and State-building Fragile states pose major development and security challenges. Considerable international resources are therefore devoted to state-building and institutional strengthening in fragile states, with generally mixed results. This volume explores how unpacking the concept of fragility and studying its dimensions and forms can help to build policy-relevant under- standings of how states become more resilient and the role of aid therein. It highlights the particular challenges for donors in dealing with ‘chronically’ (as opposed to ‘temporarily’) fragile states and those with weak legitimacy, as well as how unpacking fragility can provide traction on how to take ‘local context’ into account. Three chapters present new analysis from innovative initiatives to study fragility and fragile state transitions in cross- national perspective. Four chapters offer new focused analysis of selected countries, drawing on comparative methods and spotlighting the role of aid versus historical, institu- tional and other factors. It has become a truism that one-size-fits-all policies do not work in development, whether in fragile or non-fragile states. This should not be confused with a broader rejection of ‘off-the-rack’ policy models that can then be further adjusted in particular situations. Systematic thinking about varieties of fragility helps us to develop this range, drawing lessons – appropriately – from past experience. This book was originally published as a special issue of Third World Quarterly, and is available online as an Open Access monograph. Rachel M. Gisselquist is a political scientist and currently a Research Fellow with UNU-WIDER. She works on the politics of the developing world, with particular attention to ethnic politics and group-based inequality, state fragility, governance and democratiza- tion in sub-Saharan Africa. -

Fragile, Emergent, and Absent Tonics in Pop and Rock Songs * Mark Spicer NOTE: The examples for the (text-only) PDF version of this item are available online at: h'p://www.mtosmt.org/issues/mto.17.23..(mto.17.23.2.spicer.php 0E1WORDS: tonality, popular song, rock harmony, ragile tonics, emergent tonics, absent tonics, soul dominant, Sisyphus e3ect A4STRACT: This article explores the sometimes tricky 6uestion o tonality in pop and rock songs by positing three tonal scenarios: 1) songs with a fragile tonic, in which the tonic chord is present but its hierarchical status is weakened, either by relegating the tonic to a more unstable chord in 7rst or second inversion or by positioning the tonic mid-phrase rather than at structural points o departure or arrival8 .) songs with an emergent tonic, in which the tonic chord is initially absent yet deliberately saved or a triumphant arrival later in the song, usually at the onset o the chorus8 and 3) songs with an absent tonic, an extreme case in which the promised tonic chord never actually materiali9es. In each o these scenarios, the composer’s toying with tonality and listeners’ expectations may be considered hermeneutically as a means o enriching the song’s overall message. Close analyses o songs with ragile, emergent, and absent tonics are o3ered, drawing representative examples rom a wide range o styles and genres across the past 7 ty years o popular music, including 1960s Motown, 1970s soul, 1980s synthpop, 1990s alternative rock, and recent A.S. and A.0. The hidden game features credits and digital ‘Easter eggs’ are hidden components that can be found in images of the programmers.
