EXAMINATIONEXAMINATION INFORMATION INFORMATION Examination Date and Time: ALL applicants will take a written examination on Saturday, September 7 at 9:00 a.m. Applicant check in time is between 8:15 a.m. and 8:45 a.m. No candidate will be admitted after the check in time. I.D. Requirements: Picture I.D. required at check-in. Calculators/Communication Devices: Calculators are not permitted. All forms of communication devices will not be permitted during the examination. Examination Location: Miami University Middletown, Johnston Hall, Room 142, 4200 East University Blvd., Middletown, Ohio 45042. Written Examination Information: Applicants will be required to take a written examination. Applicants will be given approximately 2 hours to complete the exam. There are no make-up examinations. Physical Agility Test: All applicants that pass the written examination will be required to take the physical agility test on October 10, 2019. Candidates will be notified later as to the location, date and time of the physical agility test. Suggested apparel: Loose fitting clothes and running shoes. Minimum Examination Score: The minimum passing score on the written examination is 70%. Veterans: A military veteran with over one year of service, who has been honorably discharged and who attains a passing score, shall receive an additional credit of 20% of his or her total grade. Applicants must submit a copy of their DD214 Form as proper proof of acceptable service in the armed forces of the United States and the additional requirement of one year of active duty service when filing an application. JOB INFORMATION Job Description: This is skilled physical work in combating, extinguishing, and preventing fires, emergency medical care, and in the operation and maintenance of division equipment, apparatus, and quarters. Eligibility: High School Diploma or GED. Applicants must provide a copy of current Ohio Firefighter and EMT Certifications at time of application or provide proof of enrollment in a Firefighter and EMT program at time of application. (See attached position description). HIRINGHIRING PROCESS PROCESS Eligibility List: For those who pass the written examination, the Middletown Civil Service Commission will establish an eligibility list. This list gives the City a pool of candidates from which an individual may be selected for appointment. The basis for inclusion on this list will be made as a result of the attainment of a minimum score of 70 percent on the written examination, along with other factors including work history, education, veteran’s status and other relevant employment criteria. You will be notified by mail or email of your status once the list is established. After the list is established the hiring department will decide who they will interview and will contact the candidates. Qualified candidates selected for further processing will complete interview, background check, polygraph exams, psychological assessment and drug test. Page 2 of 2 CITY OF MIDDLETOWN Position Description Position Title: Firefighter-EMT Department/Division: Public Safety/Fire Division Reports To: Fire Lieutenant/Fire Captain Classified or Unclassified: Classified Exempt or Non-exempt: Non-exempt Union or Non-union: Union Salary Range: F-01 (EMT) Civil Service Approval: July 21, 2016 Position Summary This is skilled physical work in combating, extinguishing, and preventing fires, emergency medical care, and in the operation and maintenance of division equipment, apparatus, and quarters. Responsible for the protection of life and property through firefighting, emergency rescue, and related duties. Position includes training and participation in the operation of firefighting emergency apparatus and the performance of hazardous duties under emergency conditions. Work may be in smoke, fire, heat and cramped surroundings. When not engaged in firefighting or emergency medical rescue activities, incumbents participate in drill and study programs and perform routine duties in the care and maintenance of station equipment and facilities. Work is normally performed under general supervision according to established policies and procedures. Assignments are given by a superior officer in fighting fires, containing hazardous materials, performing rescue, emergency medical care, and at the station. Position Qualifications 1. High School Diploma or GED supplemented by courses in fire science technology; or any equivalent combination of experience and training which provides the required knowledge, abilities, and skills. a. Demonstrate agility and physical strength and conditioning for prolonged periods and under adverse conditions. 2. Possession of a valid Ohio Driver’s License. 3. Must be 18 years of age at time of appointment. No person shall be eligible to receive an original appointment on and after the person’s forty-first birthday. 4. Applicants do not need Firefighter or EMT Certifications in order to take firefighter entry-level written exam and physical agility test, and be selected for the eligibility list, but must obtain their Ohio Firefighter and EMT Certifications prior to their appointment recommendation going to the City Manager for approval. 5. Employees hired in the F-1 classification after January 1, 2007 must participate in the City Health and Wellness Program as described in Article 53 – Fitness for Duty each year to be eligible to receive a step increase as provided in Article 45, Paragraph B, of the Collective Bargaining Agreement between the City of Middletown and IAFF Local 336. 6. Physical Requirements a. Must be of excellent health and character 1. Hearing: A firefighter needs to have an acute sense of hearing so he or she can acknowledge cries for help, listen for the sounds of a burning fire and to allow for communications via radio equipment. 2. Speech: A firefighter must be able to speak clearly to allow for effective communication when using radio equipment and in zero visibility smoke filled conditions while firefighting. 3. Vision: A firefighter is required to possess and maintain a State of Ohio Driver’s License. Qualification for this license is vision correctable to 20/40. Fire personnel are required to operate motor vehicles belonging to the Division of Fire. 4. Respiratory System: A firefighter is required to perform strenuous work, including pulling hose, chopping holes in roofs, removing persons from burning buildings and other related duties while wearing and breathing from a self contained breathing apparatus (S.C.B.A.). A firefighter’s protective gear with an S.C.B.A. weighs approximately 47 pounds. Position Description Firefighter-EMT Page 3 5. Grip: A firefighter must be able to grip a 3/8" diameter rope to extend the fly sections of various sizes of ground ladders. A 40-foot ground ladder requires approximately 60 pounds downward force on the rope to extend the fly sections. 6. Range of Motion: A firefighter must be able to fully extend arms and hands above the head, to the front and sides of the body. A firefighter is required to work from a ladder where it is imperative to keep the hips between
