Examination Date and Time: ALL applicants will take a written examination on Saturday, September 7 at 9:00 a.m. Applicant check in time is between 8:15 a.m. and 8:45 a.m. No candidate will be admitted after the check in time.
I.D. Requirements: Picture I.D. required at check-in.
Calculators/Communication Devices: Calculators are not permitted. All forms of communication devices will not be permitted during the examination.
Examination Location: Miami University Middletown, Johnston Hall, Room 142, 4200 East University Blvd., Middletown, Ohio 45042.
Written Examination Information: Applicants will be required to take a written examination. Applicants will be given approximately 2 hours to complete the exam. There are no make-up examinations.
Physical Agility Test: All applicants that pass the written examination will be required to take the physical agility test on October 10, 2019. Candidates will be notified later as to the location, date and time of the physical agility test.

Minimum Examination Score: The minimum passing score on the written examination is 70%.
Veterans: A military veteran with over one year of service, who has been honorably discharged and who attains a passing score, shall receive an additional credit of 20% of his or her total grade. Applicants must submit a copy of their DD214 Form as proper proof of acceptable service in the armed forces of the United States and the additional requirement of one year of active duty service when filing an application.

Job Description: This is skilled physical work in combating, extinguishing, and preventing fires, emergency medical care, and in the operation and maintenance of division equipment, apparatus, and quarters.
Eligibility: High School Diploma or GED. Applicants must provide a copy of current Ohio Firefighter and EMT Certifications at time of application or provide proof of enrollment in a Firefighter and EMT program at time of application. (See attached position description).
Salary: $42,007 annually with excellent benefits

Eligibility List: For those who pass the written examination, the Middletown Civil Service Commission will establish an eligibility list. This list gives the City a pool of candidates from which an individual may be selected for appointment. The basis for inclusion on this list will be made as a result of the attainment of a minimum score of 70 percent on the written examination, along with other factors including work history, education, veteran’s status and other relevant employment criteria. You will be notified by mail or email of your status once the list is established. After the list is established the hiring department will decide who they will interview and will contact the candidates.
Qualified candidates selected for further processing will complete interview, background check, polygraph exams, psychological assessment and drug test.

Position Description

Position Summary This is skilled physical work in combating, extinguishing, and preventing fires, emergency medical care, and in the operation and maintenance of division equipment, apparatus, and quarters.
Responsible for the protection of life and property through firefighting, emergency rescue, and related duties. Position includes training and participation in the operation of firefighting emergency apparatus and the performance of hazardous duties under emergency conditions. Work may be in smoke, fire, heat and cramped surroundings. When not engaged in firefighting or emergency medical rescue activities, incumbents participate in drill and study programs and perform routine duties in the care and maintenance of station equipment and facilities. Work is normally performed under general supervision according to established policies and procedures. Assignments are given by a superior officer in fighting fires, containing hazardous materials, performing rescue, emergency medical care, and at the station.
Position Qualifications
1. High School Diploma or GED supplemented by courses in fire science technology; or any equivalent combination of experience and training which provides the required knowledge, abilities, and skills.

2. Possession of a valid Ohio Driver’s License.
3. Must be 18 years of age at time of appointment. No person shall be eligible to receive an original appointment on and after the person’s forty-first birthday.
4. Applicants do not need Firefighter or EMT Certifications in order to take firefighter entry-level written exam and physical agility test, and be selected for the eligibility list, but must obtain their Ohio Firefighter and EMT Certifications prior to their appointment recommendation going to the City Manager for approval.
5. Employees hired in the F-1 classification after January 1, 2007 must participate in the City Health and Wellness Program as described in Article 53 – Fitness for Duty each year to be eligible to receive a step increase as provided in Article 45, Paragraph B, of the Collective Bargaining Agreement between the City of Middletown and IAFF Local 336.
6. Physical Requirements
a. Must be of excellent health and character
1. Hearing: A firefighter needs to have an acute sense of hearing so he or she can acknowledge cries for help, listen for the sounds of a burning fire and to allow for communications via radio equipment.
2. Speech: A firefighter must be able to speak clearly to allow for effective communication when using radio equipment and in zero visibility smoke filled conditions while firefighting.
3. Vision: A firefighter is required to possess and maintain a State of Ohio Driver’s License. Qualification for this license is vision correctable to 20/40. Fire personnel are required to operate motor vehicles belonging to the Division of Fire.
4. Respiratory System: A firefighter is required to perform strenuous work, including pulling hose, chopping holes in roofs, removing persons from burning buildings and other related duties while wearing and breathing from a self contained breathing apparatus (S.C.B.A.). A firefighter’s protective gear with an S.C.B.A. weighs approximately 47 pounds.

5. Grip: A firefighter must be able to grip a 3/8" diameter rope to extend the fly sections of various sizes of ground ladders. A 40-foot ground ladder requires approximately 60 pounds downward force on the rope to extend the fly sections.
6. Range of Motion: A firefighter must be able to fully extend arms and hands above the head, to the front and sides of the body. A firefighter is required to work from a ladder where it is imperative to keep the hips between the ladder beams to maintain stability. Overhead reach is necessary to remove some equipment carried on fire apparatus. A firefighter wearing protective gear must be able to board apparatus with a minimum step height of 26 inches. A firefighter must be flexible to allow him or her to climb into wrecked automobiles, attic scuttles, and other confined or close quarter areas to provide emergency medical care or fire suppression duties.
7. Strength: A firefighter must be able to lift and operate auto extrication equipment weighing 58 pounds at shoulder height and higher, dependent upon the vehicle involved. A firefighter must be able to carry 5 gallon foam concentrate buckets weighing 45 pounds, blower fans and adult victims on cots. A Stryker cot weighs 109 pounds. A 200-pound male on a cot has a total weight of 309 pounds. Thus, a firefighter must be able to lift 155 pounds 42 inches to load a victim into an ambulance and shoulder height to carry down stairs.
b. Alcohol/Drug Influence
1. A firefighter must be able to work in hazardous atmospheres and make critical life and death decisions based upon factors present, levels of training and sound judgement not influenced by alcohol or drugs.
c. Fears
1. Heights: A firefighter must be able to work at distances high above the ground. Firefighters must train to and perform rescues from water towers, radio antennas, and in industrial facilities. Firefighters often fight fires in industrial facilities, which are beyond the reach of the department’s 110- foot ladder. Firefighters must access these areas by open stairs and/or permanent vertically mounted ladders.
2. Confined Spaces: A firefighter must be able to work in confined spaces and in hazardous atmospheres with zero visibility while wearing self contained breathing apparatus.

Duties and Responsibilities (For Performance Appraisal)
1. Respond to fire alarms with company; drive assigned firefighting equipment to and from fires; select safest, shortest routes and maneuver vehicle to scene of emergencies.
2. Lay and connect hose for most effective use; operate pumps, ladders and other mechanical equipment as required; climb ladders and use fire extinguishers, bars, hooks, lines and other equipment.
3. Ventilate burning buildings; remove persons from danger; administer emergency medical care.
4. Perform salvage operations such as sweeping water and removing debris.
5. Respond to emergency calls, determine extent of injury, and provide emergency care using modern emergency treatment techniques and equipment.
6. Perform general maintenance and cleaning work in the upkeep of departmental apparatus, equipment, and structures; clean kitchen, sleeping quarters, walls and floors; wash, hang, and dry hose; wash, clean.
7. At the discretion of the Fire Chief, may be assigned to the position of Fire Marshal working a 40-hour workweek.
8. Perform related work as required.

The Physical Ability Test is designed to give this commission a valid method to determine the fitness levels of firefighter candidates. This test is based on firefighting tasks commonly performed in emergencies.
The individual competes against the clock wearing full turnout gear. Full turnout gear is defined as helmet, turnout coat and pants with liners, boots, gloves, and self-contained breathing apparatus (SCBA) harness and air cylinder. All turnout gear will be supplied. Candidates may supply their own NFPA approved structural firefighting turnout gear.
The Ability Test is timed and all tasks completed non-stop in sequential order. The Ability Test and time starts on command of the test overseer and the clock does not stop until all tasks are completed or time limit is reached. The tasks in order are:
Task 1: Stair climb with standpipe hose pack. Candidate begins in the training tower basement. Candidate on command lifts the hose pack (2 - 50 foot sections of 1-3/4 inch hose - weighing approximately 42 pounds) and carries it to the top floor of the tower. The hose must be deposited where directed.
Task 2: From the top of the tower, using a hand over hand motion, pull a manilla rope to hoist a roll of hose (weighing approximately 45 pounds). Candidate must clear the interior handrails with the hose and deposit it on the floor where directed.
Candidate must descend the tower to ground level touching every step. Candidate will then depart the tower and walk twenty feet (20') to Task 3.
Task 3: Forcible entry, ventilation simulator. Using a nine (9) pound shott mallet, the candidate shall repetitively strike a metal beam weighing approximately 165 pounds and move it five feet (5').
Task 4: Charged Hose Drag. After walking a distance of approximately 140 feet, the candidate shall pick up a fire nozzle and move a 1-3/4 inch charged hose line straight forward for 75 feet, spray the nozzle toward the ground and place the nozzle on the pavement where directed. The candidate shall then walk 30 feet to the next task.
Task 5: Dummy Drag. The candidate must drag a dummy (approximate weight of 175 pounds, simulating an unconscious adult) a distance of 100 feet. The Physical Ability Test is complete when both the dummy and the candidate completely cross the finish line.
The Physical Ability Test must be completed in 7 minutes or less for a candidate to be eligible for further processing as a firefighter.
The Physical Ability Test, like firefighting, is a very strenuous activity that will require near maximal effort. Candidates should take precautions to properly prepare themselves physically for this test.
