MINUTES of a VIRTUAL PARISH COUNCIL MEETING Held On MINUTES OF A VIRTUAL PARISH COUNCIL MEETING held on Wednesday, 10th March, 2020 commencing at 18:00hrs Present: Carola Brown, Chris Cullen, Dave Dawtrey, Colleen Homan, Kathryn McKellar Neil Ryder, Anne Stephens Also attending: Kate O’Kelly (CDC and WSCC member); 1 member of the public 1. Apologies for absence: None 2. Disclosure of Interests: None 3. Public questions: None 4. Minutes from the council meeting held on 10th February 2021. a. The minutes were approved. b. All matters outstanding were on the agenda. 5. Reports from district and county councillors. KOK had circulated her reports (see appendix). 6. Finance a. Current position – the revised budget and bank statements had been circulated and were noted b. The only payments requiring authorisation before the next meeting was the insurance renewal which will be the last of a 3-year agreement due in mid-April. Payment was approved. c. NR reported that the year-end financial situation would be much better than budgeted because a) Peter Thomas had raised grants from two trust funds to compensate the PC for the costs of felling the tree at Chithurst graveyard; b) the budgets for maintenance and contingencies had not been required. DD had suggested using some of the surplus to buy a second-hand lawnmower from the Aylings machinery centre. Members approved payment of £240 to buy the lawnmower - but only for us on the wildflower meadow. 7. Complaint: re leylandii hedge at Terwick Mill House – overhang on neighbour’s garden DD confirmed that Mr Jobs had agreed to deal with his hedges overhanging the neighbour’s garden. DD agreed to check back and make sure something was done. 8. Consultations a. Rights of way: DD had been in contact with the Ramblers Association about the bridle path / track from Chithurst Lane across the Common, through Goldrings Warren and Goldrings Farm to the Elsted Road. The Ramblers proposed to do further research and report back, as part of their campaign to register public rights of way before the “Definitive Maps” are finalised in 2026 (DD). NR agreed to notify the WSCC rights of way officer that CC had taken over the public spaces role for the PC. b. Census 2021: Census requests had been issued and NR had put posters on the PC noticeboards. d. White Horse pub: The business planning group had been set up and was assessing the pub’s viability. 9. Environment / highways a. Operation Watershed: CB reported that WSCC had pointed out that Operation Watershed can only deal with the flooding near Trotton Bridge; the collapsed gulleys and culverts shown on the CCTV survey would be added to the queue of works for the Highways department. They had approved the award of the contract to Landbuild (the one contractor that responded), but would be following up to ensure their quote was still valid. If this is confirmed thewy will confirm the contract and ask us to arrange a meeting with Caroline Pilley to discuss access to the riverside land. CB agreed to follow up with WSCC. b. Motorbike noise: NR had heard from Peter Upfold (The Oaks) about a forthcoming meeting about road safety and noise. NR agreed to forward details to CB and KM c. Telephone box opposite St Georges – DD had repaired the door so that it now opens and shuts. He will remove the auto-close mechanism for repair and will then start removing the windows so that the box can be painted. Members briefly discussed the use of the box and the general opinion was that it would best be used as an information kiosk. 10. Planning a. Bull Hill, Rogate: retention of hardstanding on temporary SSE site: SDNP/21/00246/FUL (Rogate parish). Members agreed that NR should register an objection on grounds of visual / environmental impact, while expressing sympathy for the farmer’s need for crop storage facilities. 11 March 2021 Minutes20210310_pc.docx Page 1 of 2 b. Enforcement update: the local parishes group had submitted a joint complaint about lack of communication from the SDNP/CDC enforcement team about enforcement actions in their parishes, and the team had agreed to respond. They reported that the case against Terwick Mill House had been dropped as subsequent planning permission had been given, and that there were no other enforcement cases outstanding in the parish. 11. Covid data and Vaccine rollout • Latest data – 336 new cases in West Sussex for the 7 days up to 4th March. 25 new cases in Chichester District – 20.6/ 100000 • Westgate centre now up and running – another centre that can be booked through the national system. • West Sussex have requested support from Central Government to be able to arrange asymptomatic testing – this is now up and running. Adults in West Sussex who have to leave home to work or caring responsibilities can now book a symptom-free Covid 19 test. Details – www.westsussex..gov.uk/communitytesting 2. WSCC Budget decisions Budget finalised in Feb: Balanced budget with some tough decisions including closing all but 11 of the 43 children and family centres, not reopening the Shaw day centres and not reopening the youth centres. Consultation on these closures opens on 8th March: https://www.westsussex.gov.uk/campaigns/early-help-redesign-proposals/ 3. Health and Adults scrutiny committee - Feb 2021 Current proposal is to set up a centre of excellence for in-patient dementia care in Worthing. All older adult mental health beds would close in the Chichester District. I made the case to look at other options for the older adult mental health non dementia beds District Councillor 4. Full council Budget agreed: Council tax increase £5 for band D equivalent house 2021/2022. Proposals for strategic approach to inward investment, economic regeneration and place branding was agreed as a priority in the budget debate. 5. Nightingale Court Chichester Court is reopening as a nightingale court, which will mean more local access to justice. 6. Textile and small WEEE (Waste Electronic and Electrical Equipment) collection Pilot for monthly kerbside collection approved - will cover approximately 75% of all households and intended to help specify any future permanent collection of these materials by identifying the volume of materials and the participation rate of residents. Small WEEE items would include hair dryers, kettles and radios. Service planned to commence in summer if workforce availability has stabilised. I am waiting to hear back from the waste team to find out whether our area the NW of the District is going to be included in the pilot – I suspect it might be the more urban easy to reach areas but will let you know. 11 March 2021 Minutes20210310_pc.docx Page 2 of 2 .

This is at heart a straightforward petition: some may consider it trivial. It concerns a proposal to fell an ash tree. However experience suggests that such proposals can generate strong local feeling as was the case following the delivery of the Court’s judgment in Re St Peter, West Blatchington [2019] ECC Chi 4, which attracted some attention in the local and national press. 2. The petition is dated 26 January 2020 and was received in the registry on 28 January 2020. The petitioners are (1) Mr Neil Ryder and (2) Mr Darren Stiles, who are, respectively the clerk to, and chairman of, Trotton with Chithurst Parish Council. It appears to be common ground that the churchyard of St Mary’s church, Chithurst was closed by Order in Council on 8 August 1901 and that responsibility for its care and maintenance was subsequently passed by the Parochial Church Council (ecclesiastical) to the Parish Council (civil) pursuant to the statutory forerunner of section 215 of the Local Government Act 1972. I have been provided with a copy of the Order in Council but not of the notice of transfer but there seems to be no dispute as to its existence and effect. 3. The first petitioner has raised a number of matters in his written representations to the Court which have required a lengthier judgment than might otherwise have been the case.

    “Steps”, Trotton, Nr Petersfield, West Sussex, GU31 5JS Response by Trotton with Chithurst Parish Council to the LGCBE Draft Recommendations for Chichester District Trotton with Chithurst Parish Council considered the draft recommendations at a meeting held on Wednesday 14th. September 2016. We are delighted that the proposal to move Trotton from Harting ward was rejected. However, we continue to have grave concerns regarding the proposal to move Elsted and Treyford Parish from Harting ward to Midhurst ward. Our response to the initial consultation included four points relating directly to Elsted parish, and we would repeat and strengthen these here: 1. Trotton no longer has a school, shop, village green, sports ground, village hall or public house and must rely on its neighbours' facilities. Our population centre (albeit a small one) is situated to the south of our parish, about a mile from the public house at Lower Elsted, which hosts events for Trotton residents each month. The Village hall and sports ground at Elsted give a good view across Trotton and are often used by Trotton residents. Trotton and Elsted Parishes are similar in size and nature and the two Parish councils have recently been exploring options for closer working, including the potential for a Common Parish Council. We have strong links to Elsted, which in turn has strong links with Harting Parish. 2. Like our neighbours in Elsted parish, Trotton also has strong links to its larger neighbour Rogate as the two parishes share a Rector across the four churches which make up the United Benefice. Given the small size and sparse facilities of our parish, we also value our links with Rogate for its school and for allowing us to combine with them for celebrations such as the recent Queen’s birthday.

    RESPONSE FROM TROTTON WITH CHITHURST PARISH COUNCIL TO THE WSCC CONSULTATION ON “PROPOSED REORGANISATION OF RURAL AND SMALL SCHOOLS IN WEST SUSSEX” Responding organisation: Trotton with Chithurst parish council, Steps, Trotton, W Sussex, GU31 5EP Responding as: Parish council representing residents within Stedham catchment area 1 Local background 1.1 We are one of the two parish councils within the catchment area of Stedham primary school (the other is Stedham with Iping). 1.2 Stedham Primary is 1.4 miles from the nearest boundary of our parish; Rogate C of E primary school is 1.2 miles from our nearest boundary, and Rake, Harting, Hollycombe, Compton, Midhurst and Easebourne primaries are all within 10 miles. 1.3 Stedham and Hollycombe are the only two of these schools that are not C of E “voluntary controlled schools”. 1.4 We have not been able to obtain figures on how many children from our parish attend each of the local primary schools and, if this consultation leads to any formal consultations on school closures or reorganisations, we will ask for this information (by FOI request if necessary) in order to assess the importance of the changes to our residents. We believe, however, that the numbers of our residents going to Stedham, Rogate and Harting schools are approximately equal. We also have past pupils and parents, current or recent employees, volunteers and/or governors of at all 3 schools living in the parish. 1.5 We support the key elements of the WSCC “School effectiveness strategy” (including the school organisation strategy) and particularly the aim to “secure the very best start in life for all children and young people in” [our parish].

Following the appeal by the Ramblers Association to investigate “lost” paths, CH reported back on the ownership of the track off Terwick Lane. It was agreed that this item should be added to the agenda for the next meeting. c. CB had liaised with the Office for National Census and said the PC would hear when help was needed. d. CB had not managed to contact WSCC regarding Operation Watershed but would attempt to do so before the next meeting. 5. Reports from district and county councillors. Complaint: re leylandii hedge at Terwick Mill House – overhang on neighbour’s garden. Councillors urged informal, neighbourly solutions rather than formal complaints.

  • Consultation Response to Chichester District Council's Electoral
    Appendix 2 Response to Boundary Review Consultation from West Sussex County Council West Sussex County Council has considered Chichester District Council’s Electoral Review 2016 Consultation Document and has agreed the following response to the consultation questions and also made some general comments regarding the proposals. Question 1: We agree that Shopwhyke Lakes should be included in Oving ward. Question 2: We agree that Chichester City should be dealt with as a separate unit and that district ward boundaries should not cross the city boundary. Question 3: Our preference is for option 2, with a single-member ward for Sidlesham (comprising the village and the northern edge of Selsey) and a three- member ward for the core community of Selsey. The proposed County Council division puts Sidlesham in with the Witterings, so it will be better for a single member Sidlesham district ward to be 100% within the County Wtterings division. Question 5: On balance, our preference is for option 2. We acknowledge that whilst the western end of East Wittering/Bracklesham Bay is within West Wittering Parish, residents are oriented to the community facilities of East Wittering. Question 6: No view Question 7: In general, we have a preference for single member wards; however we recognise in this case that owing to the variance a two-member ward is preferable. Question 8: In our view, either option is preferable to a ward that is over 15% above the norm. On balance, our preference is for option 1, as this would keep the defined community of Fishbourne intact. Question 9: our preference is for Westbourne as the ward name.
