The line is an important component of a multidirectional framework system, in which, 8 state trunk lines run down from the north to the south and another 8 extend from the east to the west. It is also an important component of the express passenger transport system of China, in which, 4 lines run from the north to the south and another 4 extend from the east to the west. The two systems also handle most of the material and personnel interchange in the regions of East, South and Southwest China. The ZheGanLine Railway, together with the Beijing to Kowloon Railway, forms the fastest and most convenient landway route between the Yangtze River Delta and the Pearl River Delta. Refer to Drawing 1-1 for line direction. The existing ZheGanLine Railway has a total length of 942.64km. After reconstruction, the railway will have a total length of 916.067km, which is 26.58km shorter than the original length. The designed speed will be 140-200Km/h. There will be 29 sets of tunnels to be used or built with a total length of 11222 linear meters, which is 1.3% of line length. One set of 936 linear meter long existing tunnel will be used while 24 sets of 9449 linear meter long double track tunnels and 4 sets of 1837 linear meter long single track tunnels will be built; 109 sets of 26774.32 linear meter long bridges will be built, including 12 sets of 15019.45 linear meter long extra-large bridges, 86 sets of 11421.4 linear meter long large or medium bridges and 11 sets of 333.47 linear meter long small bridges. 1439 sets of 32390.1 linear meter tunnels will be built. There are totally 43309.7mu in acquisitioned land along the line, including 29076.9mu newly acquisitioned, 6281mu railway existing re-used land and 7951.8mu temporary land, yard. Earthworks for the entire line totals such as borrow yard and soil rejection 4 3 6404.95x10 4m 3 , including 5491.69x104m for subgrade works and 913.26x10 m for 4 2 station yard works. Area of building removal is 151.0889x 10 m and total investment for the Project is RMB 13.94 billion Yuan. Environmental assessment work is very important in preparation process for planned construction project in order to forecast potential impact of planned construction project on social environment and natural environment and to establish mitigation plan. EMP has been carried out as part of environmental assessment work. The context A growing body of evidence shows that early childhood is one of the most significant and influential phases of life - especially the first 1,000 days (0-3 years of age). It determines the basis for every child’s future health, well-being, learning and earning potential, and sets the groundwork for young children’s emotional security, and for developing competencies, resilience and adaptability. Intervening at this most critical stage of human development to provide to this group quality nurturing care is crucial to ensure a child’s physical, cognitive, psychological and socio-emotional development. A poor start in life can lead to estimated losses of about a quarter of the average adult income per year, while countries may forfeit up to twice their current expenditures on health and education. In the recently concluded session of the Central Economic Working Conference in December 2018, ECD in poverty stricken rural areas was identified as one of the priority areas for economic development and poverty alleviation in China.

    CHINA The Church of Almighty God: Prisoners Database (1663 cases) Prison term: 15 years HE Zhexun Date of birth: On 18th September 1963 Date and place of arrest: On 10th March 2009, in Xuchang City, Henan Province Charges: Disturbing social order and using a Xie Jiao organization to undermine law enforcement because of being an upper-level leader of The Church of Almighty God in mainland China, who was responsible for the overall work of the church Statement of the defendant: He disagreed with the decision and said what he believed in is not a Xie Jiao. Court decision: In February 2010, he was sentenced to 15 years in prison by the Zhongyuan District People’s Court of Zhengzhou City, Henan Province. Place of imprisonment: No. 1 Prison of Henan Province Other information: He was regarded by the Chinese authorities as a major criminal of the state and had long been on the wanted list. To arrest him, authorities offered 500,000 RMB as a reward to informers who gave tips leading to his arrest to police. He was arrested at the home of a Christian in Xuchang City, Henan Province. Based on the information from a Christian serving his sentence in the same prison, HE Zhexun was imprisoned in a separate area and not allowed to contact other prisoners. XIE Gao, ZOU Yuxiong, SONG Xinling and GAO Qinlin were arrested in succession alongside him and sentenced to prison terms ranging from 11 to 12 years.
