    TWO-WEEK CONFLICT SUMMARY | 11 – 24 NOVEMBER 2019 WHOLE OF SYRIA SUMMARY • NORTHWEST | The first advances of the Government of Syria (GoS) since August were reported in the southeastern parts of the Hayyat Tahrir ash Sham (HTS)-dominated northwest. Inside the enclave, widespread demonstrations took place against HTS and its civilian body, the Salvation Government. In Jarablus, the first suicide attack in over two years occurred on 19 November. • SOUTH & CENTRAL | There were prolonged clashes between GoS personnel and armed groups. Also, the first civilian protests against Hezbollah’s presence in southern Syria took place. Two waves of Israeli airstrikes targeted a Palestinian Islamic Jihad commander and Iranian- linked sites in and around Damascus. • NORTHEAST | Territorial changes occurred in the northeast as the Turkish-led Operation Peace Spring continued. Russia and Turkey deployed additional patrols in Raqqa and Hassakeh governorates. In the Euphrates and Khabour River Valleys, attacks against SDF personnel continued.     WHO Syria: SITUATION REPORT Weeks 28 – 29 (5 – 18 July), 2019 I. General Development, Political and Security Situation (22 June - 4July), 2019 The security situation within the country remains volatile and unstable. The main hot spots remain Daraa, Al- Hassakah, Deir Ezzor, Latakia, Hama, Aleppo and Idlib governorates. The Turkish military preparations along the Syrian /Turkish borders escalated the tension in the Euphrates region ushering in an imminent military operation against the Kurds. The Eastern governorates are still witnessing a high level of asymmetric attacks against SDF personnel in the form of of IEDs and VBIEDs explosions. The security situation in North rural Hama remained tense; SAA regained control over a town that was seized by NSAGs a week ago . Military operations are still taking place against NSAGs held towns in Idlib, Hama, Latakia and Aleppo Governorates. An increase in the number of Indirect Artillery Fire attack (AIF) has been noted in Aleppo city in comparison with the previous week. At least five Syrian soldiers were killed after being attacked in the governorate of Daraa, 90 km south of the capital Damascus. Military sources asserted that the terrorists ambushed a military vehicle between Yadouda and Dahya, leaving five soldiers dead and 16 injured. Air strikes targeted rebel-held cities in northwest Syria on Friday, a war monitor reported, widening bombardment of the last major insurgent enclave to areas that had mostly escaped it. The strikes killed three people in Idlib and three in Maarat al-Numan, two of the largest cities in the region, the Britain-based Syrian Observatory for Human Rights said according to a Reuters report.

    WEEKLY CONFLICT SUMMARY | 24 FEBRUARY – 1 MARCH 2020 WHOLE OF SYRIA SUMMARY • NORTHWEST | The Government of Syria (GoS) offensive in northwest Syria changed focus to southern areas of the Hayyat Tahrir al Sham dominated enclave. Turkish and GoS military forces traded fire in the northwest for a second consecutive week. Conflict in the Tal Rifaat area reached the highest levels in 12 months. Two explosions struck Al Bab city, bringing the total for 2020 to four. • SOUTH & CENTRAL | Improvised explosive devices (IED) struck Damascus again this week. There was an increase in attacks on GoS-aligned personnel in southern Syria. In Quneitra Governorate, there was an increase in Israeli against GoS and Palestinian targets. • NORTHEAST | For the first time in five weeks, there was a reduction in conflict levels around the Turkish occupied Operation Peace Spring areas. Attacks on Syrian Democratic Forces (SDF) personnel continued along the Euphrates and Khabour River Valleys, including an SDF-aligned municipal building in Hajin. Introduction and Methodology Syria has seen an unprecedented number of violations since the start of the popular upris- ing for democracy in March 2011. Extrajudicial killings, arrests, torture and enforced disap- pearances are the violations most frequently perpetrated against Syrian citizens. While the Syrian regime and its affiliated militias were the sole perpetrators of these violations for the first seven months or so of the uprising, other parties subsequently joined in, also violating the rights of Syrian citizens. The SNHR has continued to document every incident that its team members are able to verify, with these violations escalating very dramatically in 2012 and 2013, prompting us to expand our publication of periodic monthly reports recording and highlighting the continued suffering of the Syrian people, which subsequently grew to eight reports on different issues issued at the beginning of each month. In the course of our work, SNHR has compiled a massive database cataloguing hundreds of thousands of inci- dents, each of which involves a pattern of violations that we have been able to document.
