Its environmental programs, following federal and state laws regarding environmental restoration, comprise aggressive Air Force strategies for site restoration and pollution prevention. The Air Force promotes its good neighbor policy by vigorously supporting an effective community involvement plan. iv 1.0 OVERVIEW OF THE CITIZEN PARTICIPATION PLAN The Aeronautical Systems Center (ASC), Wright-Patterson Air Force Base (WPAFB), Ohio, developed this Citizen Participation Plan (CPP) for the Environmental Restoration Program (ERP) at Air Force Plant 59 (AFP 59) located at 600 Main Street, Johnson City, NY (see location maps in Appendix A). This CPP was developed in conjunction with the New York State Department of Environmental Conservation (NYSDEC). This CPP provides members of the affected and interested public with information about how the Air Force will inform and involve them during the investigation and remediation of this site. 1-1 2.0 CITIZEN PARTICIPATION 2.1 Project Contacts For information or questions concerning this project, members of the public may contact the US Air Force project manager or the New York State Department of Environmental Conservation (NYSDEC). Contact information for these individuals is located in Appendix B. 2.2 Administrative Record In order to provide complete, factual documentation on the methods and results of all investigations and the selection of remedial alternatives involved in the cleanup and to comply with CERCLA Section 113(k), an Administrative Record (AR) file was established in 1983. The AR is updated on a regular basis as documents are completed. The AR will be maintained for fifty years after completion of all remedial actions at AFP 59. Friday and Saturday 9:00 am 5:00 pm. The library is closed Saturdays in July and August. 2.3 Site Contact List To provide a means of direct communication with interested and concerned citizens and make more information available to the public on a regular basis, the Air Force has created and maintains a contact list of interested members of the community. The list consists of local residents; local, state, and federal regulatory agencies; elected officials; government offices; news media and other interested parties. The Air Force continues to update this list and add interested parties as requested. A list of the Air Force and regulatory contacts is in Appendix B. 2-1 Because of privacy concerns, the Air Force does not release the addresses of private citizens (Appendix C) on its contact list. 2.4 Citizen Participation Activities At AFP 59, citizen participation activities will be conducted to provide the public with significant information about site findings, planned remedial activities, public comment periods, and public meetings. Appendix D identifies the basic activities that will be conducted during the remedial project at AFP 59. These activities will be conducted in coordination with NYSDEC. At certain milestones during the remedial process public notices are a required community involvement activity. Public notices are advertisements published in local newspapers, broadcast on local radio or mailed to notify the public of public comment periods, document availability, public meetings and major project milestones. Public notices for AFP 59 will be published in the Binghamton Press & Sun-Bulletin. At various milestones in the remedial investigation, the Air Force will produce and mail fact sheets to the contact list. Fact sheets address the community’s need for timely, accurate and understandable information about AFP 59, the Superfund process and opportunities for community involvement. The Air Force prepares and distributes fact sheets or flyers at key project milestones or to address specific information needs of the community. The Air Force also issues fact sheets to explain new technologies or technical issues, to explain regulatory requirements, and to provide updates and progress reports whenever needed to ensure accurate and timely information for the community. Public meetings provide a means for both formal and informal communication with the community and are conducted when specific milestones are achieved during the cleanup. These meetings provide the community an opportunity to meet with cleanup managers in a small group setting and are held to explain the nature of the milestone, answer citizens' questions and to accept public comments on proposed cleanup activities. The date, time, and location of these meetings are announced in news releases, public notices and general mailings to interested parties. Full transcripts of the meetings are taken and provided in the AR. Availability sessions and informational meetings or workshops may be held during the cleanup process as a means to enhance communication with the public. 2-2 3.0 SITE INFORMATION 3.1 Site Background AFP 59 is a government-owned/contractor-operated manufacturing facility that began operations in 1942 with Remington Rand, Inc. producing aircraft propellers. The plant closed in 1945 and reopened in 1948 with General Electric producing aircraft controls. Martin Marietta (now Lockheed Martin) obtained the facility in 1993 to produce highly sophisticated avionic and electrical controls such as flight control simulators, displays, propulsion controls, condition monitors, and engine controls. The Air Force is the lead agency responsible for conducting remediation of historical contamination, and Broome County Industrial Development Agency (BCIDA) has lead responsibility for cleaning up any releases to the environment after 21 March 1997. The Air Force responsibility is managed by the Aeronautical Systems Center, Wright- Paterson AFB, in Ohio. The environmental remediation project is contracted through the Air Force Center for Engineering and the Environment (AFCEE) and follows the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), better known as the Superfund Act, as well as New York statutes and regulations that are Applicable or Relevant and Appropriate Requirements (ARARs) for the cleanup of Plant 59. Initial transfer of property ownership from the Air Force to BCIDA began in the 1990’s. The Air Force has a Contract for Deed, also called a land contract, and is in negotiations with BCIDA for the final transfer. The ultimate time and conditions regarding the transfer of title will be determined in negotiations between the Air Force and BCIDA. In 2000, BAE Systems leased operation of the facility from BCIDA. Historically AFP 59 used cutting oils, lubricating oils, coolant oils, paints, solvents, plating metals, plating acids, caustics, cyanide solutions, lead solder, flux and petroleum products. Some of these substances were released into the environment through accidental spills or leaks, and waste handling technologies that were
