Dear Ms. Dortch: In an effort to help its radio members better understand and prepare for the impacts of the post-auction transition of repacked television stations, NAB commissioned a study to determine which FM stations are likely to need to coordinate with TV stations making adjustments following the Incentive Auction. This analysis identifies 678 FM stations that may need to reduce power, shut down, or operate from an auxiliary facility as work is being done on a neighboring TV station antenna to ensure tower worker safety from radio frequency exposure. A copy of this analysis is attached. We look forward to working with the Commission to ensure the smoothest possible transition for broadcast viewers and listeners. The purpose of this project is to use information available in the FCC’s station database to determine which FM radio stations in the U.S. may be affected by TV antenna modifications as a result of the spectrum auction repack. This report lists FM stations that are likely to be affected by TV antenna modifications by full-service and class A TV facilities required as a result of the spectrum auction repack as derived from FCC data. In addition to determining affected stations, the reader will find a list of FM stations that, based on our calculations, are in a common aperture with the TV station antenna on the same tower. This report also identifies whether potentially affected FM stations could use auxiliary facilities while work is being performed on the TV facility. Result Summary Affected FM stations were determined for three cases: For TV stations changing channels due to repacking. For TV stations going off the air. Tower work will be needed to remove antennas. A combined total considering both channel changes and stations that are going off the air was determined. The second indicates FM stations affected by TV stations that are changing channels. The last column shows the results when both stations going off-air and those changing channels are considered. The combined total is not a simple sum of the first two columns because some FM stations are affected by both a channel going off-air and a station that is changing channels. Methodology Facility records for FM and TV as indicated in the FCC’s CDBS database dated 4/14/2017 were considered. Licensed full service FM stations were considered. The “Post Auction Technical Parameters” data available on the FCC’s web site ( http://data.fcc.gov/download/incentive- auctions/Transition_Files/ ) was used to determine which TV stations were changing channels. An FM transmitter was considered likely to be affected if it was located at the exact same location as the TV site, or if the calculated FM free space, far field, power density, determined using the distance between the FM and TV station coordinates, was greater than 100 uW/cm2 which is one tenth of the standard controlled area limit. FM stations located at the exact same coordinates as the TV station, where the COR (Center Of Radiation) was within 20 meters of the COR for the TV station, were flagged as sharing a common aperture with the TV antenna. Contact information and the update date for each FM and TV station was taken from the “fac_party” table in the FCC’s CDBS database. 4/21/2017 Page 3 of 4 NAB – V-Soft Communications The number of auxiliary facility records for all FM stations in the database was determined. Only the records where the site coordinates differed from the licensed facility were counted so that only off-site auxiliary facilities would be considered. Generated Output Appendix I – Summary of FM Stations Affected by TV Station Channel Changes in Repacking Contains a summary showing each TV station that is changing channels that was determined to affect at least one FM station, followed by a list of the affected FM station(s). Appendix II – Summary of FM Stations Affected by TV Stations Going Off the Air Contains a summary showing each TV station going off the air that was determined to affect at least one FM station, followed by a list of the affected FM station(s). Result Tables for Off-air and Channel Change Scenarios NAB_FM_Impact_Channel_Change_Full.csv NAB_FM_Impact_Off_Air_Full.csv These result tables, in CSV (Comma Separated Value) format, contain full results for each study including call signs, channels, file numbers, latitude (NAD27), longitude (NAD27), ERP, and contact information for each TV and FM station. For each potentially affected FM it contains the distance to the TV station, calculated received power density at the TV site, number of auxiliary facilities associated with the FM station that were located at different coordinates than the primary station, COR (Center of Radiation) difference between the TV and FM antenna, and an indication of if the FM and TV antennas are in a common aperture on the same tower. It shows the call signs, channels numbers, and CDBS facility ID of both the FM and TV stations.     ABSTRACT A CASE STUDY OF CROSS-OWNERSHIP WAIVERS: FRAMING NEWSPAPER COVERAGE OF RUPERT MURDOCH’S REQUESTS TO KEEP THE NEW YORK POST by Rachel L. Seeman Media ownership is an important regulatory issue that is enforced by the Federal Communications Commission. The FCC, Congress, court and public interest groups share varying viewpoints concerning what the ownership limits should be and whether companies should be granted a waiver to be excused from the rules. News Corporation is one media firm that has a history of seeking these waivers, particularly for the New York Post and television stations in same community. This study conducted a qualitative framing analysis of news articles from the New York Times and the Wall Street Journal to determine if the viewpoints expressed by the editorial boards were reflected in reports on News Corp.’s attempt to receive cross-ownership waivers. The analysis uncovered ten frames the newspapers used to assist in reporting the events and found that 80% of these frames did parallel the positions the paper’s editorial boards took concerning ownership waivers. For centuries, it has linked the eastern and western regions of the Indian subcontinent, running from Bengal, across north India, into Peshawar, Pakistan. Horses, donkeys, and pedestrians compete with huge trucks, cars, motorcycles, rickshaws, and bicycles along the highway, a commercial route that is dotted with areas of activity right off the road: truck stops, farmer’s stands, bus stops, and all kinds of commercial activity.

The Mountain Heritage Center (MHC)—which inherited the idea—supports those aims, but we also realized that the project could encourage student engagement in the region and that it offered a significant opportunity for applied student learning. To that end, we have worked with faculty and students in a variety of departments to generate content for the project, redesign the website, and prepare multi-media materials. The Mountain Heritage Center publically launched the Digital Heritage Project on June 2, 2008. The project now consists of three closely linked products: • a series of over 150 one-minute radio spots on the history, culture, and traditions of Southern Appalachia, • a companion website (digitalheritage.org), • and a print version in The Laurel of Asheville and The Sylva Herald. To date we have produced almost 150 radio moments that are heard daily on radio stations WKSF- FM, WMXF-AM, WPEK-AM, and WWNC-AM (combined market share average of 40%-50% in western North Carolina). The 60-second radio moments run 2-4 times per day depending on the station.
