NOTICE INVITING EXPRESSION OF INTEREST 1. Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) invites Expression of Interest (EOI) for Setting Up of Charging Stations for Electric Vehicles in Cities and Highways/ Expressways in the State of Uttar Pradesh. The EOI document can be downloaded from the e-tender site viz. https://etender.up.nic.in. 2. The EOI shall be submitted online on the e-tender in the formats provided in the EOI document. 3. The EOI shall be submitted on or before the end submission date and time. 4. Other details can be seen in the EOI document as available on the e-tender portal. 5. 1. Introduction and Background

UPEIDA has been set up as an Authority by GoUP under the U.P. Industrial Areas Development Act, 1976. It has already successfully implemented the ‘ Lucknow 6 Lane Access Controlled Expressway’. It is presently implementing the ’ Expressway’, which is a Six Lane Access Controlled Greenfield Expressway. Further, it has also been entrusted by GoUP to set up another 3 Access Controlled Green field Expressways viz. ‘’, ‘Gorakhpur Link Expressway’ and ‘’. The Ministry of Power, Government of , vide its Circular No. 12/2/2018-EV dated 14th December 2018 has issued the Guidelines & Standards for Charging Infrastructure for Electric Vehicles. The Department of Energy, GoUP, vide its G.O. No. 817/24-P-3-2019- 6887PSE/2019 dated 03 May 2019 has nominated Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) as the Nodal Agency for development of Electric Charging Infrastructure for Electric Vehicles . A scanned copy of the aforesaid Guidelines & Standards Circular dated 14.12.2018 of Ministry of Power, GOI and Circular dated 03.05.2019 of GoUP are being appended with this EOI document. Electric Vehicles are about three times more energy efficient than Internal Combustion Engine Vehicles. The vast infrastructure and utilities needed to charge Electric vehicles (EVs) hold the keys to accelerating their deployment. The setting up of Electricity charging infrastructure can accelerate the growth of Electric Vehicles and thus address the menacing problem of air and noise pollution.

UPEIDA intends to invite Expression of Interest (EOI) for Setting up of Charging Stations for Electric Vehicles in Cities and Highways/ Expressways in the State of Uttar Pradesh. The objective of floating the EOI is essentially to gauge the market and interest of the Stake holder Companies so as to formulate an appropriate policy/methodology for setting up of Charging Stations for Electric Vehicles in Cities and Highways/ Expressways in the State of Uttar Pradesh. The submission of EOIs will not provide any right to the applicants for staking any claim for setting up of Charging Stations. The EOIs have been invited for enabling the Authority to formulate further methodology for development of Charging Stations in the State of Uttar Pradesh.

2. Objectives as per GOI Guidelines :-

 To enable faster adoption of electric vehicles in Uttar Pradesh by ensuring safe, reliable, accessible and affordable Charging infrastructure.  To promote affordable Tariff chargeable from EV owners by Charging Station Operators/Owners.  To generate employment /income opportunities for small entrepreneurs.  To proactively support creation of EV Charging Infrastructure in the initial phase and eventually create market for EV Charging business.  To encourage preparedness of Electrical Distribution System to adopt EV Charging infrastructure.

Ministry of Power, GOI has decided the following:-  Private charging at Residences/ Offices shall be permitted. DISCOMS may facilitate the same.  Setting up of Public Charging Stations (PCS) shall be de-licensed activity and any individual /entity is free to set up public charging stations, provided that, such stations meet the technical as well as performance standards and protocols laid down below as well as any further norms/standards /specifications and protocols laid down by Ministry of Power and Central Electricity Authority/ State Authority from time to time.  Any person seeking to set up a Public Charging Station may apply for connectivity and shall be provided the connectivity on priority by the Distribution Company responsible to supply power in the area.  Any Charging Station/Chain of Charging Stations may also obtain electricity from any generation company through Open access.

3. Scope of Work for the implementing Agency :-

The broad Scope of Work for the implementing Agency shall be as under:-

1. Implementing Agency shall be responsible for Installation, Operation and Maintenance of Public Charging Stations (PCS)/Fast Charging Stations (FCS)/ Battery Charging Stations(BCS)/Battery Swapping Facility(BSF) for designated period as per parameters laid down in the GOI guidelines dated 14.12.2018 (attached herewith). 2. In case of Public Charging Stations, the minimum requirements shall be as laid down in the Clause 3 & 5 of GOI guidelines dated 14.12.2018. 3. In case of Public Charging Infrastructure (PCI) for long distance EVs and/ or heavy duty EVs the minimum requirements shall be as laid down in the Clause 4 of GOI guidelines dated 14.12.2018. 4. Following Cities/ Expressways have been identified in First Phase for Development of Charging Infrastructure of Electric Vehicles in the State of Uttar Pradesh :- 1. Lucknow. 2. Kanpur. 3. . 4. Agra. 5. . 6. Prayagraj. 7. Ghaziabad. 8. Meerut. 9. Agra Lucknow Expressway. 10. Agra Expressway (for U.P. portion) . 11. Eastern Peripheral Expressway (for U.P. portion). 12. (under implementation). 13. National No AH-1 (U.P. Portion) 14. National Highway No. 24 (Lucknow-Bareilly- up to UP Border). 15. National Highway No 27 (Lucknow-Gorakhpur-Kushinagar).

4. Documents to be submitted with EOI a) Covering letter on the applicant’s letter head (as per Annexure-1) b) Contact information of the applicant with Email Address, Phone Number, Postal Address of the head office and all branch offices along with name of the representative. (as per Annexure-2) c) CA certificate in respect of financial status of the applicant firm (In case of Joint Venture, Financial Status of all Constituent Members of the JV should be submitted.(as per Annexure-3). d) Experience details of the applicant firm with details of already implemented public Charging Stations with supporting documents (as per Annexure-4). e) Declaration for not being debarred / black-listed by Central / any State Government department in India as on the date of submission of the EOI (as per Annexure-5). f) Organization profile of all Constituent Members, if in JV, including details of incorporation, strength, Director Details and constitution (as Annexure-6). g) A brief profile of the applicant Firm giving details of current activities (as Annexure-7). h) Copies of PAN and GST Registration (as Annexure-8). i) Copy of Registration certificate of the applicant Firm (as Annexure-9). j) Suggested qualification parameters including years of experience in the field and financial status of Implementing Agencies.(As Annexure-10) k) Suggested bidding parameter keeping in view the clause 11.4 of the GOI guidelines dated 14.12.2018 (as Annexure-11). l) Suggested Time Schedule for Installation and Commencement of operations of various types of Charging Stations. (as Annexure-12) m) Suggested additions in the prescribed Scope of Work. (As Annexure-13) n) Suggested Concessions/Facilities required from Nodal Agency/ State Government for setting up of Charging Infrastructure. (as Annexure-14). o) Suggestions (Annexure-15) from interested Implementing Agencies regarding bundling of Packages for Charging Stations for following Cities/ Expressways, identified for Development of Charging Infrastructure of Electric Vehicles in the State of Uttar Pradesh :- 1. National Highway No. 24 (Lucknow-Bareilly-New Delhi up to UP Border). 15. National Highway No 27 (Lucknow-Gorakhpur-Kushinagar).

p) Any other relevant information (as Annexure-16).

5. EOI Submission:-

a) The EOI shall be submitted in the PDF format online on the e-tender portal viz. https://etender.up.nic.in along with the filled in formats provided as Annexures.

b) The EOI should be submitted on or before the end submission date and time for EOI through e-tender Portal.

c) For any updates regarding the aforesaid EOI, the Applicant may visit e-tender portal viz. https://etender.up.nic.in.

d) Only complete EOI response received on or before the Due date and time shall be considered. e) The EOI shall be opened, online, by the Designated Committee in the presence of the representatives of applicant who choose to be present during opening of the EOIs, as per scheduled date and time. 6. Eligibility Criteria for submission of EOI:- Although no shortlisting is envisaged at the end of this EOI, the Applicants intending to submit their Expression of Interest (EOI) for Setting Up of Charging Stations for Electric Vehicles in Cities and Highways/ Expressways in the State of Uttar Pradesh, should fulfill the following Eligibility Criteria and shall provide necessary documentary evidence as detailed below:- a) The Applicant Firm may have been registered with appropriate Authority prior to the EOI Submission date with supporting documents. b) The applicant must be fully conversant with the Guidelines and Standards for development of Charging Infrastructure developing issued vide Circular No. 12/2/2018-EV dated 14th December 2018 by Ministry of Power. Govt. of India, .and must have a valid document, establishing their business. If the company/firm is based abroad they must have an office in India. A scanned copy of the aforesaid Guidelines and Standards is being appended along with this EOI. c) The Applicants firm should have sufficient technical expertise and requisite infrastructure to execute similar assignment and should have successfully implemented at least one Public Charging Station with supporting evidence. d) The Applicant Firm should have a minimum average annual turnover of Rs.50.00 Lakhs (Rupees Fifty Lakhs) during the last two Financial Years (2016-17 & 2017-18) and should have a Net worth of at least Rs.5.00 lakhs as per the last audited Annual Accounts duly certified by a Chartered Accountant as per Annexure-3. e) Applicant should furnish a list of assignments including similar nature of works, if any, performed by them with documentary evidence.(details to be submitted as per format at Annexure-4) f) The Applicant should not be blacklisted by any of the Central/ State Government or PSUs or Urban Local Bodies/ Development Authorities or any other government body. g) The Applicant firm should submit documentary details and evidence of Proprietary Technology for Electric Charging of Vehicles / Firm tie up with concerns having the requisite technology.

7. Other Terms and Conditions:- a) Submission of EOI with the Authority does not confer any right to the agencies to be invited for participating in any bids, tenders, allotment of works etc. b) The Authority reserves the right to call bids/assign work/associate the agency/ agencies as may be deemed fit by it depending upon the profile provided by the agencies and requirement of the assignment. c) The Authority reserves the right to reject any or all EOIs received without assigning any reason. d) The Authority reserves the right to waive-off any shortfalls, accept the whole, accept part of or reject any or all responses to this EOI. e) It may be noted that UPEIDA is not bound to respond to all queries raised by the prospective respondents or to assign any reason thereof. f) Applicant is to bear the cost of to & fro travelling, local conveyance, lodging & boarding etc. by their Employees, professionals and experts necessary for the submission of EOI. The Authority shall not bear any cost for the same.
