Usually the reviews concern individual scholars and research projects. During the last two decades, however, there has been a growing concern in Sweden, both within and outside the university system, to establish a more comprehensive overview of the state of the art of Swedish research in an international perspective. The main task of the Swedish Research Council (VR), established in January 2000, is to stimulate basic research within its broad fi eld of responsibility. How- ever, according its charter, the Council is also to evaluate research and to do so on a yearly basis when reviewing research applications. In the fi eld of humani- ties and social sciences, rather extensive evaluations of whole academic disci- plines have been undertaken since 1985. This work now continues within the new organisation, and is monitored by the Expert Council for Humanities and Social Sciences. The disciplines evaluated so far include sociology, history, psy- chology, economics, linguistics, education, literature, human geography and Nordic languages. According to the Council the evaluators should be distin- guished scholars chosen from research communities outside of Sweden. The Swedish Research Council is very pleased to have been able to recruit a very prominent group of scholars as evaluators of political science: Professors Göran Hydén, University of Florida, Ellen Immergut, University of Konstanz and Arild Underdal, University of Oslo. Professor emeritus Olof Ruin has been recruited to write the historical chapter and act as a liaison to the research com- munity. Co-ordinator of the evaluation has been Dr Bo Öhngren at the Coun- cil. As the Secretary General of the Expert Council for the Humanities and Social Sciences, I would like on behalf of the Council to thank them all for their devoted work. A vital part of the evaluation activities is the site visits. They can be of great importance for the evaluators as well as for the evaluated researchers. In this case the site visits proved to be very instructive and stimulating, partly because of the inspiring discussions provided by the evaluators, partly because of the important ground work done by the contact persons at each department. I would like to convey warm thanks to these contact persons for their effort to give the evalua- tion a good start. Abstract: This paper examines the response of five prominent Swedish economists, David Davidson, Gustav Cassel, Eli Heckscher, Knut Wicksell and Bertil Ohlin, to John Maynard Keynes’s The Economic Consequences of the Peace and to the German reparations in the 1920s. When Keynes’s book appeared, Davidson and Cassel strongly endorsed it. Heckscher also agreed with Keynes – “a bright spot in a time of darkness” – in a long review entitled “Too bad to be true”. Inspired by his Malthusian view, Wicksell found the reparations impossible to meet unless German population growth was arrested. Germany should settle for a stationary population in exchange for reduced reparations. The contacts between the Swedes and Keynes became close after Keynes’s book, in particular between Cassel and Keynes, competing for being the best-known economist in the world in the 1920s. The exchange of views took a new turn when Bertil Ohlin responded to an article by Keynes in The Economic Journal in 1929 on the transfer problem. In his comment, Ohlin summarized two previously overlooked articles from 1928 where he analyzed the transfer of the German reparations by using his theory of international trade.

    SOCIALISTS AT THE GATE Rikard Westerberg Twice in the last century, organized capital in Sweden clashed with organized labor on the issue of private ownership and state intervention. First, in the 1940s following proposals on increased regulation, higher taxes, and potential nation- alization. Thirty years later, when business interests felt pressured by radical- SOCIALISTS AT THE GATE ized politics and a threat of losing ownership to union-controlled wage-earner funds in the midst of an economic crisis. For the captains of industry, the perils SWEDISH BUSINESS AND THE DEFENSE of socialism were to be fought by convincing the general public of the benefits OF FREE ENTERPRISE, 1940–1985 of free enterprise and assisting the non-socialists parties to return to power. This study analyzes business counter-reactions: its attempt to influence public opinion through PR-campaigns, public protests, research financing, press sub- sidies, and political donations. Applying theories on interest group formation and with access to previously closed archives, it finds that it was the level of radicalism within the internationally uniquely strong Swedish labor movement which incentivized business to act. It also analyzes the previously unresearched connections between Swedish employers and pro-market organizations abroad, including the relationship between prominent free-market economists and pub- lic-relations experts within the Swedish business community. In addition to shedding new light on how organized business tried to reach its Westerberg Rikard political goals during the Cold War era, the thesis helps us understand how ideas of deregulation, competition, and individual choice got a foothold in a country so characterized by social democracy.

I argued that this Swedish experience is highly relevant for the financial crises faced by the United States and Europe, post-2007. The very survival of Sweden’s famed welfare state was fiercely debated during the 1992–93 crisis, just as the redistributive polices of Western Europe and the United States are being debated in the wake of their own crises. Ultimately, Sweden’s welfare state survived, but was fundamentally reformed nearly twenty years ago. As a result, the Swedish economic conditions of the early 1990s and the subsequent policy adjustments hold insights for current policymakers facing a very similar set of problems and economic constraints. For example, many of the same underlying conditions that gave rise to the austerity measures adopted in Greece, Ireland, and Italy between 2010 and 2012, have much in common with the 1990’s Swedish experience. How can democratic theory address contemporary problems of alienation? Today, alienation manifests itself primarily in processes of precarization and deprofessionalization. When the subject’s work security or professional autonomy is undermined, her relations – not only to others, but also to herself – can become inhibited. This dissertation argues that while alienation poses a serious problem in today’s democracies, it is a form of social suffering that is particularly difficult for democratic theory – preoccupied by the political – to address. In this dissertation, I seek to address alienation in a radical and open way by taking agonistic democracy as my starting point. Indeed, I assume that a suitable theory of alienation should satisfy two general criteria. On the one hand, it should be radical, engaging with the suffering that people experience in a way that encourages them to contest it. On the other hand, it should be open, avoiding the pitfalls of determinism, human essentialism and the ideal of harmony, all of which risk breeding authoritarianism.
