It starts with a historical perspective and continues to explain how the project has been implemented though the network of Court Coordinators in European law. AND WHAT NOW? 10 6 Workshop on Judicial Training – Session I – Learning and accessing EU law: some best practices _____________________________________________________________________________________________ SUMMARY In this short paper I will give some historic background on the creation of the Dutch Eurinfra project, its functioning, and the challenges for the years to come and the need for new developments in the ever faster changing world in which European law plays an increasing role in the Member States of the European Union and its judiciaries. The Eurinfra project was launched in 2000 with the objective of improving knowledge of European law within the Dutch Judiciary. The main objectives were to improve accessibility of the sources of information related to European law through web technology, improve knowledge of European law among Dutch judges and support, establish and maintain a network of court coordinators in European law (CCEs). These objectives have not changed over the years. However, the number of Member States of the European Union has increased significantly since the year 2000 and the various Treaty amendments have broadened the competences of the European Union so that, in addition to the well-known fields in which European law is applicable, EU law has become of great importance also in civil law, family law, criminal law and asylum law. Of even greater importance is probably the entering into force of the Charter of Fundamental rights. In practice, we must acknowledge that today European (Union) law is for all judges as important as their national law and that the two form indeed one integrated set of rules. Judges must realize that deciding cases can’t be properly done without at least a basic knowledge and understanding of European law. Applying European law is no longer the exception but the normal way of handling cases. The number of cases in which there is a cross border element has increased hand in hand with the growing number of Member States. This all demands a new approach for the Eurinfra project. Members of the CCE-network can no longer be specialists in all fields of substantive European law, as it was the case in the old days. Moreover, they need networking skills, must master at least one or two foreign languages in order to have access to the case law of national courts in other Member States, and must be able (among many other competences) to use modern technologies such as video-conferencing, Skype, e-learning and virtual networking. The Dutch network is at this very moment reinventing itself in such a way that the network will be composed not only of judges (the coordinators) but also of colleagues from the Dutch Training Center for the Judiciary and from the staff departments that work on knowledge-management. In various other Member States we see similar developments and it is the serious intention of these national CCE-networks to unite and work closely together improving the application of European law, bringing it to a high level of quality, and thus ensuring that the effectiveness of European Union law is safeguarded throughout the Union. To be successful, it is of the greatest importance that the networks and its members are supported by the presidents of courts and councils for the judiciary (or similar bodies) in the Member States. Time and money must be available or be made available to ensure the proper functioning of the networks and thus of the European Judiciary. Support from the European Union Institutions is paramount. More specific support is needed for the establishment of a Union-wide network. 7 Policy Department C: Citizens' Rights and Constitutional Affairs _____________________________________________________________________________________________ 1. Ils sont tous engagés dans la guerre civile qui vient d’éclater entre les rebelles nationalistes et le gouvernement républicain légitimement élu en février : pour les italiens aussi il s’agit d’une sorte de guerre civile, quoique menée sur un terrain étranger. D’un côté, on compte en effet les près de 50.000 soldats réguliers envoyés par Benito Mussolini en soutien de Franco ; de l’autre côté, un nombre beaucoup plus petit de volontaires antifascistes qui ont accouru à la frontière espagnole à titre purement individuel, dans le but de porter secours aux frères espagnols menacés par le fascisme. Qui sont ces civils transformés en ‘miliciens’ ? On voit des ouvriers, des hommes de culture, des anciens combattants de la Grande Guerre issus de la petite et moyenne bourgeoisie ; des socialistes, des libéraux, des communistes, des anarchistes, des républicains, ou bien des simples démocrates sans couleur politique précise. Dans cette multitude fort disparate, un trait d’union l’emporte toutefois sur toute différence : chacun de ces hommes partage avec les autres un engagement actif et durable contre le régime mussolinien. La plupart d’entre eux ont déjà connu les tribunaux spéciaux, les prisons, les bains, la clandestinité, parfois même l’exil, car nombreux sont ceux qui ont choisi de partir à l’étranger plutôt que de quitter la lutte.

    ISTITUTO STORICO TOSCANO DELLA RESISTENZA E DELL’ETÀ CONTEMPORANEA ARCHIVI DI GIUSTIZIA E LIBERTÀ 1914 - 2012 Storia. Il movimento politico di Giustizia e Libertà è fondato a Parigi nel 1929 da Carlo Rosselli ed altri emigrati antifascisti. Si pone come organizzazione rivoluzionaria che riunisce repubblicani di sinistra, liberali e socialisti nella lotta per la libertà, la repubblica, la giustizia sociale. Fanno parte del gruppo fondatore, oltre a Carlo Rosselli, Emilio Lussu, Alberto Tarchiani, Alberto Cianca, Fausto Nitti. E' diretta da un comitato centrale con sede nella capitale francese, mentre in Italia si formano vari gruppi diffusi soprattutto nelle grandi città del Nord, con epicentro a Milano, che mantengono il collegamento con il gruppo di Parigi. Fin dall'inizio GL presenta al suo interno posizioni politiche diverse. Carlo Rosselli, autore di Socialismo liberale, mira a una sintesi tra una democrazia pluralistica e repubblicana e un socialismo d'intonazione laburista; i punti principali del suo programma sono la rivoluzione, la repubblica e una costituzione sociale in cui, accanto alla socializzazione di alcuni settori- chiave dell'economia, si mantenga la piccola e media proprietà e si sviluppino le autonomie locali. Il nucleo torinese di GL, composto da Aldo Garosci, Carlo Levi e Mario Andreis, sulla scia di Piero Gobetti, è molto vicino alle problematiche del movimento operaio; il nucleo milanese, rappresentato da Alberto Tarchiani e Riccardo Bauer, è invece su posizioni di matrice liberale, così come il fiorentino Ernesto Rossi che con Nello Traquandi e Piero Calamandrei ha partecipato all'esperienza salveminiana del «Non Mollare»; i seguaci pugliesi di Tommaso Fiore, sostenitori di Gaetano Salvemini nella battaglia meridionalista, subiscono inizialmente una forte influenza crociana e in seguito aderiscono alla revisione critica liberalsocialista compiuta da Guido Calogero.
