Singh∗, Jaywardhan Kumar CSIR-Central Institute of Mining and Fuel Research, Dhanbad 826 015, India Abstract Fugitive methane emissions from fossil fuel extraction account for significant contribution towards greenhouse gas (GHG) emissions in India. Out of total all-India GHG emissions of 1.88 million Gg-CO2 equivalent in 2010 (with LULUCF), 48928.66 Gg-CO2equivalent belonged to fugitive emissions from fossil fuel extraction. Methane emission from coal mining and handling activities has increased from 0.555 Tg in 1991 to 0.765 Tg in 2012, as per national emission factors developed by CSIR-CIMFR. These estimates have been prepared as part of India’s Second National Communication to the United Nations Framework Convention on Climate Change (UNFCCC) and the Biennial Update Report (BUR). With increasing demand of coal, current production is likely to touch around a billion tonnes by 2020. In this paper a time series data of coal production and associated fugitive methane emissions from coal mining and handling activities have been presented up to the year 2012. The methane released from coal mining and also coalbed methane can supplement India’s scarce natural gas reserves and act as a GHG mitigation opportunity.     2016 District Irrigation Plan - Bokaro Government of Jharkhand Report Prepared & Compiled by: District Administration Bokaro FOREWORD Irrigation is defined as “Artificially supplying & systematically dividing of water for agriculture & horticulture in order to obtain higher or qualitatively better production and includes clearing away of excess water from the agricultural land”. It is a basic determinant of agriculture because its inadequacies are the most powerful constraints on the increase of agricultural production. The weather condition of Bokaro is characterised with extreme heat and dryness and the irrigation potential has not been harnessed to maximum potential. The masses primarily depend on agriculture and allied activities. The district of Bokaro is largely characterised as mono crop rain fed area with low uncertain rainfall and inadequate irrigation facilities. This call for appropriate, evidence based and coherent policy response, followed by the adequate action that can help reduce its vulnerability and build resilience of the agricultural and allied sectors. Increase in agricultural production and productivity depends, to a large extent, on the availability of water. I am pleased that the District Irrigation Plan for Bokaro district has been prepared under the aegis of Pradhan Mantri Krishi Sinchai Yojna (PMKSY) after identifying the gaps in demand- supply vis-à-vis existing irrigation infrastructure in coordination with respective departments. The plan was prepared based on grass root level consultations at village, block and district level and research agencies. I am confident that this plan would be a harbinger of great opportunities in accelerating overall growth of the district in perspective of agriculture and allied activities so as to accomplish successfully our cherished goal and improve the well-being of millions strong farming community in the state.

    EFFORTS MADE BY CMPDI/CIL FOR DEVELOPMENT OF CBM/CMM IN INDIA Jharia CMM/CBM Block Raniganj CMM Block East Bokaro CBM Block Sohagpur CBM Block SHEKHAR SARAN Chairman-cum-Managing Director, CMPDIL/BCCL CBM Development • CBM related studies by CMPDI started in early 1990s; • Thrust for CBM development came with pronouncement of CBM Policy in 1997 by the Govt of India; • Ministry of Petroleum and Natural Gas was made administrative Ministry and Directorate General of Hydrocarbons the Nodal agency for development of CBM in India; • Policy outlined attractive fiscal incentives & mode of CBM blocks allotment for commercial development through global bidding; • CMPDI played key role in identification and carving of the prospective CBM blocks; • Being repository of massive exploration and mine related data, CMPDI was assigned responsibility of identification of prospective CBM blocks and preparation of Data Dossiers for DGH; • CMPDI prepared most of the Data Dossiers of the awarded 33 CBM blocks in 4- rounds of bidding by the MoP&NG between 2001 to 2009. CBM Development in India: Present Status Status of CBM development • 33 CBM blocks awarded: Area 16613 sq km; • Prognosticated Resource: 1.7 TCM (62.4 TCF); • Established GIP: 280 BCM (9.9 TCF); • Commercial Production since July, 2007; • Blocks in Development/Exploration Phase: 9; • Many allotted blocks are under relinquishment or relinquished; • Current Production: 1.7 MMSCMD from 4 CBM blocks. Opportunities in CBM/CMM Development by CIL • India is bestowed with substantial reserves of coal (319 BT, April 2018) • India is the 3rd largest producer of coal in the world; • CIL produced historically high 606 MT of coal during FY 2018-19; • Many of the coalfields store high rank and Gassy coal seams posing challenges in coal mining; • CMPDI plays proactive and important role which has facilitated CBM/CMM development in the country.
