Bokaro Government of Jharkhand 2016 District Irrigation Plan - Bokaro Government of Jharkhand Report Prepared & Compiled by: District Administration Bokaro FOREWORD Irrigation is defined as “Artificially supplying & systematically dividing of water for agriculture & horticulture in order to obtain higher or qualitatively better production and includes clearing away of excess water from the agricultural land”. It is a basic determinant of agriculture because its inadequacies are the most powerful constraints on the increase of agricultural production. The weather condition of Bokaro is characterised with extreme heat and dryness and the irrigation potential has not been harnessed to maximum potential. The masses primarily depend on agriculture and allied activities. The district of Bokaro is largely characterised as mono crop rain fed area with low uncertain rainfall and inadequate irrigation facilities. This call for appropriate, evidence based and coherent policy response, followed by the adequate action that can help reduce its vulnerability and build resilience of the agricultural and allied sectors. Increase in agricultural production and productivity depends, to a large extent, on the availability of water. I am pleased that the District Irrigation Plan for Bokaro district has been prepared under the aegis of Pradhan Mantri Krishi Sinchai Yojna (PMKSY) after identifying the gaps in demand- supply vis-à-vis existing irrigation infrastructure in coordination with respective departments. The plan was prepared based on grass root level consultations at village, block and district level and research agencies. I am confident that this plan would be a harbinger of great opportunities in accelerating overall growth of the district in perspective of agriculture and allied activities so as to accomplish successfully our cherished goal and improve the well-being of millions strong farming community in the state. The implementation of plan in coming years will boost the growth and bring a turnaround in the overall socio-economic condition of rural masses. No. 8-21/2015-FC Sub: Diversion of 277.15 ha of forest land in favour of M/s Central Coalfield Limited for Rajrappa Open Cast Mine in Bokaro Forest Division in Bokaro District in the State of Jharkhand –rgarding. 1. The State Government of Jharkhand vide their letter No. Vanbhumi-21/2013-1582/VP dated 24.03.2015 submitted the above mentioned proposal seeking prior approval of the Central Government under Section-2 of the Forest (Conservation) Act, 1980. 2. Extant proposal has been submitted in accordance with the directions contained in the MoEF&CC’s advisory dated 1.02.2013 wherein MoEF&CC has instructed the all State Governments to obtain approval under the Forest (Conservation) Act, 1980, within a period of two years for the entire forest area involved in a mining lease. The PCCF in his letter dated 17.07.2015 has also reported that out of the total forest area of 336.58 ha involved in Block –II of the Rajrappa, instant proposal covers only 277.15 ha of forest land while proposal for balance area of 59.53 will be submitted by the project proponent at later stage. 3. It is also pertinent to mention here that Central Government has earlier accorded approval over 510.82 ha of forest land vide letter no. 8-105/2013-FC dated 15.03.2007 and the mining in the said approved area is ongoing. The PCCF in his letter dated 17.07.2015 has also reported that total mining lease area of Rajrappa is 3300.53 ha, forest area is 1298.39 ha.

(A Subsidiary of Coal India Ltd.) Gondwana Place, Kanke Road Ranchi-834008, Jharkhand 1 INTRODUCTION 1.1 About the Mine Govindpur OCP was worked earlier. Upper Kargali seam was planned and worked under the name of Govindpur OCP. The same report was expanded to include the underlying Bermo seam under the name of Govindpur Expansion OCP. The present Govindpur Ph-II OCP was planned as a new project to extract coal up to the lower most opencastable seam (i.e. Karo-VI seam) including area already worked in Govindpur OCP & Govindpur Expansion OCP. Total leasehold area of Govindpur Ph-II OCP includes both virgin and worked area. The name Govindpur Ph-II is incidental as in Ph-I, the upper seams of Kargali and Bermo have already been worked under the name of Govindpur OCP & Govindpur Expansion OCP (Not as Govindpur Ph-I OCP). History of Mine The PR of this project was prepared as a new project. The report proposed to exploit the upper Karo Group of seams (Seam VI to XI) based on the “Geological Report on Coal Exploration Govindpur North Block, East Bokaro Coalfield” prepared in Dec 2001 and the area south of Bermo Seam incrop upto 180 m depth line on Seam-VI floor in the south, bounded on the east by Mantico Nalla and on the west by Borrea Fault (F7-F7). This is a sector not covered in the geological report of Gobindpur North block (2001), and has now been defined for including additional reserves south of the original limits of Gobindpur North block.
