Sustainable Stewardship: Setting-up structures for community-led governance on strategic sites Dan Daley PN023 Public Practice is a not-for-profit social enterprise with a mission to improve the quality and equality of everyday places by building the public sector’s capacity for proactive planning. 10% of the year-long placements is dedicated to a Research & Development programme to share new knowledge and practice across authorities. This resource is one of the outputs of this programme. SUSTAINABLE STEWARDSHIP: Setting-up structures for community-led governance on strategic sites This Case Study focuses on a housing-led urban extension encompassing three former greenfield sites, a mix of landowners and development partners working with local communities to retroactively shape a holistic vision and strategy for a new community south of Ashford in Kent, with the support of Homes England Garden Communities funding. It reflects on how stakeholders are working together to deliver a high-quality garden community and was developed as part of a year-long placement at Ashford Borough Council between April 2019 and March 2020. The Case Study may be useful as a precedent for other Authorities who are seeking to develop large strategic sites or urban extensions. CONTEXT The South of Ashford Garden Community (SAGC) is Ashford Borough Council’s (ABC) largest housing allocation, crucial to meeting the Borough’s 5-year housing land supply. Situated on the edge of the town centre, three sites were identified for potential development as early as 2006. Chilmington Green (sometimes abbreviated to Chilmington), the largest of the three sites and scheduled to deliver 5,750 homes, is under construction, with over 40 homes now occupied and another 50 planned completions by the end of 2020.

H. W. R. Liman, S.J., M.A.(0xon.) THE importance of this pre-historic route from the Continent to the ancient habitat of man in Wiltshire has long been recognized. In the Surrey Archceological Collections of 1964 will be found an attempted re-appraisal of its route through the county of Surrey. Although the problems connected with its passage through Kent are fewer owing to its being better preserved, there are some points which I think still deserve attention—the three river crossings of the Darenth, the Medway and the Stour; the crossing of the Elham valley; and the passage to Canterbury of the branch route from Eastwell Park, known as the Pilgrims' Way. It may be worth while, before dealing with the actual crossings, to note a few general characteristics. Mr. I. D. Margary—our most eminent authority on ancient roads in Britain—has pointed out the dual nature of this trackway. It com- prises a Ridgeway and a Terraceway. The first runs along the crest of the escarpment. The second runs parallel to it, usually at the point below the escarpment where the slope flattens out into cultivation. In Kent for the most part the Terraceway has survived more effectually than the Ridgeway. It is for much of its length used as a modern road, marked by the familiar sign 'Pilgrims' Way'. Except at its eastern terminus the Ridgeway has not been so lucky, although it can be traced fairly accurately by those who take the trouble to do so.

A Guide to Parish Registers The Kent History and Library Centre Introduction This handlist includes details of original parish registers, bishops' transcripts and transcripts held at the Kent History and Library Centre and Canterbury Cathedral Archives. There is also a guide to the location of the original registers held at Medway Archives and Local Studies Centre and four other repositories holding registers for parishes that were formerly in Kent. This Guide lists parish names in alphabetical order and indicates where parish registers, bishops' transcripts and transcripts are held. Parish Registers The guide gives details of the christening, marriage and burial registers received to date. Full details of the individual registers will be found in the parish catalogues in the search room and community history area. The majority of these registers are available to view on microfilm. Many of the parish registers for the Canterbury diocese are now available on www.findmypast.co.uk access to which is free in all Kent libraries. Bishops’ Transcripts This Guide gives details of the Bishops’ Transcripts received to date. Full details of the individual registers will be found in the parish handlist in the search room and Community History area. The Bishops Transcripts for both Rochester and Canterbury diocese are held at the Kent History and Library Centre. It gives information on the projects that will be coming forward and who will be involved with them. The Plan also contains reference to other proposed decisions, which although not Key Decisions are nonetheless significant in terms of their outcomes. Please use the contact details given to let us know your views. 1 FORWARD PLAN OF DECISIONS Each month the Council publishes a Forward Plan of Decisions expected to be taken during the following six months. A “Key Decision” is an Executive-side Decision which is likely to: (a) result in the council incurring expenditure which is, or the making of savings which are, significant having regard to the council’s budget for the service or function to which the decision relates; or (b) be significant in terms of its effects on communities living or working in an area comprising two or more electoral divisions in the area of the local authority. Key Decisions can only be taken by the Cabinet, the Leader or an individual Cabinet Member. Decisions which should be regarded as Key Decisions because they are likely to have a significant effect either in financial terms or on the Council’s services to the community include: (a) Decisions about expenditure or savings over £1,000,000 which are not provided for within the approved budget or Medium Term Financial Plan (b) Adoption of major new policies not already included in the Policy Framework (Constitution Appendix 3) or changes to established policies (c) Approval of management and business plans (d) Decisions that involve significant service developments, significant service reductions, or significant changes in the way that services are delivered, whether County-wide or in a particular locality.
