CHAIRMAN: Transmitted herewith is a study of current economic developments in the U.S.S.R. entitled "Economic Perfor- mance and the Military Burden in the Soviet Union." This compre- hensive research study is designed to be responsive to the continuing interest of the committee and the Congress in objective factual data and relevant interpretive comment on the economic performance of the Soviet Union in comparison with other industrially developed na- tions of the world. This is the latest in a series of hearings and studies of the Soviet economy published periodically by the committee since 1955. The present study has been prepared in the form of a compendium embodying a selected range of professional papers contributed by invited specialists in their respective fields drawn from the agencies of the Federal Government in Washington, universities and a private research organization. This subcommittee plans to examine the more prominent areas of controversy through public hearings to aid in this process of achieving a fuller understanding of events. Such occasions in the past have often been used for an- nouncing major economic decisions. This time may be such an oc- casion, with the formulation of those sections of the Ninth Five Year Plan on economic growth and military expenditures likely to be the focal points for interest. Therefore, it is timely for the Joint Economic Committee to take a look at the factors influencing these decisions and the possible impacts of alternative decisions among mili- tary and civil programs. It is thus appropriate that this volume rep- resents not only an updating of previous anmual indicators on the performance of the Soviet economy but also takes a special look at the economic implications of

    South Asia Democratic Forum Conference “National Reconciliation in Sri Lanka” European Parliament, Brussels Room ASP A1H1 15 May 2018, 16:00 SADF is organising, in cooperation with the ‘European Friends of Sri Lanka’, a conference on the reconciliation process in Sri Lanka. After the end of a decades-long violent conflict, the Sri Lankan government has been faced with the task to reintegrate tens of thousands of refugees and Internally Displaced Persons (IDPs). At the occasion of his visit in Brussels, the Hon. Minister of Prisons, Rehabilitation and Resettlement, D. M. Swaminathan M.P., accepted our invitation to be the keynote speaker on the national reconciliation process in the post conflict context. He will speak on the latest developments in reconciliation, such as the impact of the government’s permanent housing programme for conflict affected families and other projects which are directed to facilitating resettlement and reintegration of ex-combatants, refugees and IDPs. This conference is designed as a follow up of SADF’s 2015 “Post Electoral Briefing” with His Excellency Mr Rodney Perera, Ambassador of Sri Lanka to the EU, and our 2016 event on women’s role in the peace and reconciliation process with the keynote speech being offered by Hon. Madam President Chandrika Bandaranaike Kumaratunga.     Reforming Sri Lankan Presidentialism: Provenance, Problems and Prospects Edited by Asanga Welikala Volume 2 18 Failure of Quasi-Gaullist Presidentialism in Sri Lanka Suri Ratnapala Constitutional Choices Sri Lanka’s Constitution combines a presidential system selectively borrowed from the Gaullist Constitution of France with a system of proportional representation in Parliament. The scheme of proportional representation replaced the ‘first past the post’ elections of the independence constitution and of the first republican constitution of 1972. It is strongly favoured by minority parties and several minor parties that owe their very existence to proportional representation. The elective executive presidency, at least initially, enjoyed substantial minority support as the president is directly elected by a national electorate, making it hard for a candidate to win without minority support. (Sri Lanka’s ethnic minorities constitute about 25 per cent of the population.) However, there is a growing national consensus that the quasi-Gaullist experiment has failed. All major political parties have called for its replacement while in opposition although in government, they are invariably seduced to silence by the fruits of office. Assuming that there is political will and ability to change the system, what alternative model should the nation embrace? Constitutions of nations in the modern era tend fall into four categories. 1.! Various forms of authoritarian government. These include absolute monarchies (emirates and sultanates of the Islamic world), personal dictatorships, oligarchies, theocracies (Iran) and single party rule (remaining real or nominal communist states). 2.! Parliamentary government based on the Westminster system with a largely ceremonial constitutional monarch or president. Most Western European countries, India, Japan, Israel and many former British colonies have this model with local variations.

    Between Minimum Force and Maximum Violence: Combating Political Violence Movements with Third-Force Options Doron Zimmermann ∗ Introduction: Balancing the Tools of Counter-Terrorism In most liberal democratic states it is the responsibility of the police forces to cope with “internal” threats, including terrorism, since in such states terrorism is invariably defined as a criminal act rather than a manifestation of insurgent political violence. In many such instances, the resultant quantitative and qualitative overtaxing of law en- forcement capabilities to keep the peace has led to calls by sections of the public, as well as by the legislative and executive branches of government, to expand both the le- gal and operational means available to combat terrorism, and to boost civilian agen- cies’ capacity to deal with terrorism in proportion to the perceived threat. The deterio- rating situation in Ulster in Northern Ireland between 1968 and 1972 and beyond is an illustrative case in point.1 Although there have been cases of successfully transmogrifying police forces into military-like formations, the best-known and arguably most frequent example of aug- mented state responses to the threat posed by insurgent political violence movements is the use of the military in the fight against terrorism and in the maintenance of internal security. While it is imperative that the threat of a collapse of national cohesion due to the overextension of internal civil security forces be averted, the deployment of all branches of the armed forces against a terrorist threat is not without its own pitfalls. Paul Wilkinson has enunciated some of the problems posed by the use of counter-ter- rorism military task forces, not the least of which is that [a] fully militarized response implies the complete suspension of the civilian legal system and its replacement by martial law, summary punishments, the imposition of curfews, military censorship and extensive infringements of normal civil liberties in the name of the exigencies of war.

Frontier Politics And Sino-Soviet Relations: A Study Of Northwestern Xinjiang, 1949-1963 Abstract This is an ethnopolitical and diplomatic study of the Three Districts, or the former East Turkestan Republic, in China’s northwest frontier in the 1950s and 1960s. It describes how this Muslim borderland between Central Asia and China became today’s Yili Kazakh Autonomous Prefecture under the Xinjiang Uyghur Autonomous Region. The Three Districts had been in the Soviet sphere of influence since the 1930s and remained so even after the Chinese Communist takeover in October 1949. After the Sino- Soviet split in the late 1950s, Beijing transformed a fragile suzerainty into full sovereignty over this region: the transitional population in Xinjiang was demarcated, border defenses were established, and Soviet consulates were forced to withdraw. As a result, the Three Districts changed from a Soviet frontier to a Chinese one, and Xinjiang’s outward focus moved from Soviet Central Asia to China proper. The largely peaceful integration of Xinjiang into PRC China stands in stark contrast to what occurred in Outer Mongolia and Tibet.
