PRE-QUALIFICATION Pre-qualification for the Contract for Conventional Driving of Tunnels in the Ekebergåsen, Follo Line Project

The Norwegian National Rail Administration, Infrastructure Construction unit (herein also referred to as Company) has commenced a procurement process with the intention to invite tenders for a contract for conventional driving of tunnels in the Ekebergåsen (Ekeberg Hill), where the tunnels meet close to the Central Station, as part of the Follo Line Project.

The competition will be performed as a two-step process as follows:

Pre-qualification - Issue of pre-qualification documents - Receipt and evaluation of tenderers’ replies to the pre-qualification Invitation to tender - Issue of invitation to tender to the qualified tenderers - Receipt and evaluation of tenders and negotiations with one or more tenderers - Contract award

Brief Technical Description of Contract Works (preliminary to give the prequalification candidates an impression of the Contract work)

1. Introduction

1.1 General information about the project The 22 km long Follo Line Project includes a new double track line between and the public transport hub at Ski. The project includes a 19.5 km railway tunnel (twin bore), extensive works at Oslo Central Station, construction of a new station at Ski and necessary realignment of the existing Østfold Line (on the approach to Oslo Central Station with a new tunnel and between the new Ski station and the tunnel). The Follo Line will be built for speed up to 250 km/hr.

The Follo Line Project is split into four EPC contracts:  Contract for work in connection with the Oslo Central Station (Oslo S)  Contract for TBM driving of the twin Follo Line tunnels  Contract for conventional driving of tunnels in Ekebergåsen (the Ekeberg Hill).  Contract for the new Ski Station and the surface section from Ski to Langhus.

The scheduled start of construction for the project is mid 2014 and completion is scheduled in 2020. Preparatory works at Oslo Central Station and close to Ski Station and preparation of rig areas and access tunnels at Åsland (about midway between Oslo Central Station and Ski Station), and in Klypen (close to Oslo Central Station) is scheduled to commence in 2013.

In the following description “the Company” shall mean the Norwegian Railroad Authority/Follo Line Project, and “the Contract” shall mean the contract for which this Prequalification Questionnaire applies.

1.2 Information about this contract

1.2.1 Scope of work description The Contract comprises all conventional tunnels driving scope (Drill & Blast) in the Follo Line Project, i.e. the Inbound Østfold Line (IØL), inner part of the twin Follo Line tunnels, a number of crossings with existing tunnels and roads and the 3-Track tunnel at the interface with the EPC contract for modification work at the Oslo S Station. The preliminary technical scope of work is described in more detail in Appendix 1 hereto. The main design data for the tunnels are;

3-Track Tunnel

BASE CASE SCOPE OF WORK:

 The work will start with establishment of the access tunnels, including a reloading station, to the IØL main tunnel (shown in green in Fig.2) and preparation of the rig area, i.e; o Two access tunnels from the Sjursøya tunnel to the alignment of the main IØL Tunnel. o One reloading station. o About 30 m of the main IØL Tunnel to each side of the access tunnels and reloading station, altogether 150m. o Prepare the rig area at Oslo Harbour‟s property, including hook-up of utilities for use in the preparatory work and later for the main contract work.  The 3-Track Tunnel from km. 1.630 to 1.770 (140 m) , routing the 3 new tunnel lines of the project into a similar size concrete culvert at „Klypen‟, being part of the Oslo S Contract. Excavated material to be taken out at the Oslo S side.  The new Inbound Østfold Line (IØL) Tunnel from the 3-track tunnel at km 1.715 (IØL ref. system) to km. 2.915 (length about 1.200 m), exiting to the south at a crossing with the main southbound road E18 out of Oslo.  The D&B part of the Follo Line Twin Tunnels from the 3-track tunnel to km. 2.300, where it meets the two northbound TBM‟s . Length is about 530m.  Major crossings of the 3 new tunnels, representing some of the main challenges of the Follo Line Project. These crossings are; o Crossing just underneath the existing road tunnels in the Ekeberg Hill, see principle sketch below. o As part of the road tunnels crossing, change the routing of the existing River Tunnel, now located between the road tunnels and the new tunnels, see sketch below. o Crossing of the IØL Tunnel under the main southbound road out of Oslo (E18). o Crossing of two product tunnels and one evacuation tunnel connecting existing oil storage caverns in the Ekeberg Hill with outlet at Oslo Harbour, Sørenga.

These crossings are described in more detail in Appendix 1.

The conceptual solutions for the crossing of the existing road tunnels, including the changed routing of the Alna River and the E18 road is subject to approval by the Norwegian Road Authority and the Norwegian Watercourses and Power Authority. The Company will secure such approvals prior to the issue of the invitation to tender (ITT) for the Contract. This means the technical and execution concept for these crossings will remain fairly fixed in the ITT, with little room for concept changes by the EPC contractor. It further means that the technical details will be more extensive than what is normal in an ITT package for an EPC contract.

The Contract will not include any EPC work for Railway Technology (RT) in the tunnels, such as lying of tracks, the overhead contact line, signalling, power supply and Telecom. The RT EPC work for the IØL will be included in the EPC contract for the Oslo S modification work, while the RT EPC work for the drill and blast part of the Follo Line twin tunnels will be included in the TBM EPC contract for these tunnels. The present Contract will only include construction work of e.g. cable ducts, foundation for signal posts as engineered by the above contracts.

Deposit areas for the tunnel excavation materials under the present Contract will be secured by the Company prior to the award of the present Contract. This includes obtaining the approval of the regulation plans by the various municipalities affected by the location of the deposit areas. It is not yet decided whether to take the excavated material by road or sea to the deposit areas.

It should be noted that some of the tender documents will be submitted in Norwegian, that some of the project documentation will be required to be submitted in Norwegian and that certain project personnel must be able to communicate in Norwegian for safety reasons.

1.2.2 Options

An OPTIONAL CASE is defined as stopping the TBMs at km. 2.285 instead of at km 2.300 as in the Base Case described in 1.2.1, which means an extra 2x 530 m of conventional driving of the Follo Line twin tunnels.

1.2.4 Interface with other project activities

The following contractual interfaces are; 1. Against the Oslo S Modification EPC Contract at entry of the 3-track tunnel at km. 1.630. 2. Against the TBM Follo Line Twin Tunnels EPC Contract at km 2.300 for the Base Case and at km 2.285 for the Optional Case.

As already described there are two important interfaces for Railway Technology (RT), in that the EPC scope of work for RT in the IØL tunnel is under the Oslo S Modification EPC Contract, and the same for the Follo Line twin tunnels is under the TBM Follo Line Twin Tunnels EPC Contract.

The present Contact will therefore only include construction work of e.g. cable ducts, foundations for signal posts etc., as engineered by the above contracts.

1.2.5 Compensation

The Contract will be an Engineering, Procurement and Construction (EPC) contract based on the NTK 07 model. The ITT will be based on a functional specification (mandatory requirements) and a Front End Engineering Design (FEED). the FEED and develop this into a detailed design for procurement of materials and equipment and construction.

The EPC Contractor shall feel free to modify, within the limits of the basic concept, the FEED to suit his most cost efficient construction methods. As already mentioned, some extra restrictions on this freedom exist for the conceptual solutions of the crossing of the new tunnels with the Ekeberg Hill Road Tunnels and with the main E18 Road.

The Price Format will in general be a fixed unit rate scheme with provisional quantities given the ITT, subject to measurement during work execution. Some elements will be requested priced as lump sums, such as Preliminaries and Engineering.

Note: The IØL tunnel and the associated part of the 3-track tunnel shall be completed under the Contract by mid September, 2017. Another 8-9 months are allowed for completion of Railway Technology (by other contracts) to ensure the line is ready for traffic in June, 2018.

This schedule is tentative and the Company reserves the right to revise the schedule dates.

1.3 Company’s organisation The Norwegian National Rail Administration has a separate unit for Infrastructure Construction projects headed by a director representing the owner of the Follo Line Project. The Follo Line Project is headed by a project director reporting to a steering committee. The project director has a project organization with project managers for each of the EPC contracts. The project managers are responsible from the early project development until the final hand-over to the owner. This contract will be handled by the project manager for the Tunnel D&B sub-project,

All communication from the candidate shall be directed to the contact person for this pre-qualification, ref. the invitation to pre-qualification letter.

2. Information about the pre-qualification process

2.1 Procedure The competition shall be conducted in a two-step procedure with negotiations. A limited number of tenderers will be selected for bidders list, ref. Section 3 below.

2.2 Contract notice The procurement is announced in DOFFIN and in TED.

2.3 Relevant regulations This procurement shall be subject to Norwegian law and to the special provisions set forth in these pre-qualification documents.

More specifically: The procurement is regulated by the Norwegian Public Procurement Act of 16 July 1999 no. 69, and by the Regulations on Public Procurement of 7 April 2006 no. 402 (Procurement Regulations).

Pursuant to § 23 of the Norwegian Act relating to Public Access to Documents in the Public Administration of 19 May 2006 no. 16 (Freedom of Information Act), tenders and tender protocols are exempt from publication until the tenderer has been chosen. Company is under a duty to keep confidential any company secrets in the tenders, ref. Procurement Regulations § 3-6. Company will therefore, as a main rule, exempt from publication tenderers prices and solutions provided in the tender or otherwise in connection with the tender process.

Tenderers are not entitled to engage in cooperation in violation of the provisions of the Norwegian Act of 5 March 2004 no. 12 (The Competition Act).

2.4 The candidate`s expenses in connection with the competition All candidate‟s expenses associated with participation in the pre-qualification and, if relevant, the competition shall be borne by the candidate.

2.5 Language requirements The documentation of qualifications shall be submitted in English unless otherwise stated in the selection criteria below.

2.7 Method of delivery The reply to the pre-qualification must be in writing and shall be delivered to the address specified in section 2.6. Please notice that written submissions shall be marked "Pre-qualification: Contract for Conventional Driving of Tunnels in the Ekebergåsen”. The documentation shall be submitted in 3copies, and on a USB memory stick. In the event of any deviation between the written and electronic versions, the written version shall take precedence. The documentation of qualifications shall not be delivered by e-mail or fax.

2.8 Reply due date The reply to the pre-qualification shall be received at the place of delivery, ref. section 2.6, within 19- June, 2013 at 12:00 hours (noon).

2.9 Reservations concerning cancellation of the competition The competition can be cancelled with immediate effect if required appropriations or required governmental approvals are missing. No claim can be raised against Company due to such cancellation.

2.10 Deadline for application for interim injunction The deadline for applying for an interim injunction against the decision to:

• refuse a request to participate in the competition because of conditions at the supplier or • reject a request to participate in the competition when it is a limit on the number of participants,

is 15 calendar days from the day after Company‟s notice of refusal or rejection of the request to participate has been sent.

3. Selection criteria Company will, based on the information submitted in this pre-qualification process, qualify the tenderers that will receive the invitation to tender documents.

The candidate shall provide all information as required under Section 4 below.

Company will limit the number of qualified candidates to minimum 3 and maximum 5. If less than 3 of the candidates are found qualified, Company may decide either to continue or to stop the process. The best qualified candidates will be selected based on the selection criteria stated in the table in Section 4.

The stated minimum requirements are mandatory in order to pre-qualify. Where a percentage is stated in the column “Weighting”, the candidate‟s reply will, if it meets the minimum requirements, be given a score from 1 to 10 based on an evaluation of to what extent the candidate‟s reply satisfies the relevant criteria. Score 5 will be given to the most satisfactory replies, while score 1 indicates that a reply satisfies the minimum criteria only.

The scores will be weighted in accordance with the given weighting and the candidates with the highest scores will be selected for the bidders list.

4. Information required from the candidate

4.1 Format The candidate‟s reply must consist of a signed letter and the documentation listed below. The candidate‟s reply shall be structured in accordance with the numbering in the tables below.

4.2 Reliance on the capacities of other entities With regard to criteria no. 7 to 10 in Section 4, candidate may rely on the capacities of other entities, regardless of the legal nature of the links between them. Candidate shall in that case prove to Company that it will have at its disposal the resources necessary. Human Resource for Key Positions – Weighting 20% Provide details as to the currently available „in house‟ human resources. This should be provided in the form of a histogram, highlighting all disciplines vs current numbers of staff. Particular reference is made to the numbers of staff available who qualify for the following „key roles’.

The candidate shall not specify which persons will be provided. No CV shall be submitted at this stage.

1. Overview of Geological Conditions

The project area consists predominantly of Precambrian gneiss (primarily tonalitic to granitic gneiss) with intrusions from Perm time and amphibolite dykes/sills. The dominant rock formation strikes N–S to NW–SE. In the southern part (towards Ski), the orientation of the structure changes into E–W.

According to the geological data, two main joint directions exist along the entire tunnel alignment: One joint set is steeply dipping, has a roughly E–W oriented strike and a joint spacing of about 0.8–0.9 m. In the southern part of the project area, a joint spacing as dense as 0.05 m has been observed. The second joint set follows the foliation, which is mainly orientated N–S and dipping westwards (35–90°) with a joint spacing of 0.5–1.1m. In the northern part, the joints are smooth to rough, while in the southern part the joints are planar to undulating. Locally the rock mass appear as massive with joint spacing of 2-3m.

A number of weakness zones are recorded. Zones will appear both sub-parallel and nearly perpendicular to the tunnel alignment. The main weakness zone in the project area is expected to be encountered in the northern part of the tunnel, where the Ekeberg fault (a main fault between Cambro-Silurian sedimentary rocks and Precambrian rocks) is crossed. This fault will be crossed with a tunnel span of 25-30 m (three track tunnel for both FB and IØB).

2. Hydrogeological Overview

In the basement rock, ground water is mostly restricted to fissures and fault zones. As already mentioned above, the amphibolite dykes/sills present a higher joint density and are usually encountered with water ingress.

The maximum ground water level (at an altitude of about 130 m.a.s.l. and, therefore, 125 m above the tunnel level) is located in the area of Ekeberg plateu.

The hydraulic conductivity is generally low and depends on the fracture pattern and the degree of fracturing. The hydraulic conductivity is calculated based on Lugeon tests. During testing for Follobanen Tunnel, a maximum hydraulic conductivity of 1.0 x 10-5 m/s has been measured. Data concerning the expected water inflow into the tunnel is not available

Area sensitivity classification and leakage handling Sensitivity classification along the tunnel alignment for the tunnel project is given in Table 1. In table Table 2 planned grouting schemes for the given sensitivity classes is listed.

Grouting strategy is based on pre-excavation grouting. If the pre-excavation grouting is unsuccessful, post-excavation grouting may be an alternative. Overlap between systematic pre-excavation fans is specified in Table 2. Probe holes may show that secondary grouting rounds will be required. The Norwegian National Rail Administration (NNRA) will carry out pore pressure monitoring and settlement measurements along the tunnel alignments.

3. Technical Description – Base Case

General excavation works For general excavation works conceptual drawings of plan, profile and sections and a brief description of design requirements will be provided by the Company. Pre-grouting ; see previous principle. Excavation In order to reduce the concrete consumed in the fully cast lining there will be requirements in connection with careful blasting and incentives related to the resulting tunnel outline. Rock support The lining does not constitute any sort of rock support, rock support shall be provided by rock bolts and shotcrete. Spiling and shotcrete arches may be utilized where rock conditions are worse. Rock conditions are described in the discipline report for hydrogeology. Water and frost protection The water and frost protection shall have a design life of 100 years, favouring a solution with fully cast lining. The proposed design consists of a cast in situ unreinforced concrete slab of minimum 300mm thickness. The lining is not designed to carry any water pressure and there must be a drainage layer between the membrane and the shotcrete. The water ingress control will be secured by pre-grouting. The membrane shall make the tunnel drip free.

Three track tunnel For fire safety and smoke diversion the tracks in the three track tunnel will be separated by concrete walls (not load bearing).

Water/drainage/manholes/Cable ducting routes Cable ducting routes will consist of a combination of cast in tubes and cable ducts, on both sides of the track. The cable ducts will be located near to the tunnel walls/arcs. This ensures easier access to ducting routes for later installation of equipment. Main pipe crossings with manholes are constructed at each cross passage. In the cross passages conduits are embedded as cable ducts and manholes. Pipeline for fire water is to be embedded in the track foundation.

Rig area

The rig area for Base case is located at Sjursøya harbour. This is a very limited area with no space for housing facilities. The rig area at the harbour will have been previously used by the contractor for the preparatory works, and some key tunnel features, such as ventilation and water pumps will still be in operation. The rig area is accessible from E18 southbound from Oslo. Current access is via a ramp, this will be closed in late 2014 and a new access will be completed by October 2015. In the meantime access will be through the Grønlia tunnel and harbour road. Access to the tunnel face is through the access tunnels excavated from the existing traffic tunnel from the harbour. traffic. Transportation of masses from the tunnel face is subject to restrictions from several third parties (Road authorities, harbour authorities. etc).

Access tunnel

The currently planned access the Follo Line alignment is an extension of the IØL access tunnel. This is approximately 240 m of tunnel that shall pass over the IØL alignment and meet the Follo Line at profile 2.200. The access tunnel is designed with a 50m2 cross section. This routing may be moved closer to crossing with the road tunnels prior to the invitation to tender. Reloading station

There will already be established one reloading station in the IØL access tunnel. A second reloading station will be needed when the Follo Line access tunnel is established.

Inbound Østfoldbane

The tunnel is designed with a net free area of approximately 54 m2. The tunnel is designed with a ballasted track.

Follo Line Twin Tunnels

The tunnel is designed with a net free area of approximately 52 m2. The tunnel is designed with a slab track.

Three track tunnel

The detailed master plan shows the three track tunnel with a slab track, but the tunnel is most likely to be finally designed with a ballasted track.

TBM Disassembly chamber

At the southern end of the D&B excavated Follo Line twin tunnels (Base Case at km 2.300) there must be established disassembly chambers for the TBMs. When the TBMs arrive they will be disassembled in these chambers and brought out via Oslo S.

Crossing underneath Alna tunnel

Both IØL and the Follo Line tunnels will be crossing underneath the Alna river tunnel as close as possible. As a consequence the railroad tunnels will puncture the Alna river tunnel, this requires a re-routing of the Alna river. The current solution consists of access tunnels and a new water tunnel, including 4-5 pieces of 75 m long bored holes underneath the trafficked Ekeberg tunnels.

Water proof culverts must be constructed in the Alna river tunnel where it crosses the railroad tunnels. During construction, measures must be taken to secure the railroad tunnels from any water leakage.

Detailed design solution will be provided by the Company.

Both IØL and the Follo Line tunnels will be crossing underneath the Ekeberg road tunnels with an overburden of as little as 2,6 meters. Several designs for alternative rock support to ensure the safety in both tunnel tubes have been developed. The current chosen design utilizes spiling pipes and casting of the tunnel outline.

In addition to the extra measures taken with the excavation of the IØL and Follo Line tunnels there will also be a need to improve the overall load bearing capacity in the existing Ekeberg road tunnels. The suggested solution is to fill the void between the concrete elements and rock wall with concrete in the critical areas.

Pumping station and technical rooms

A pumping station shall be constructed as a part of the access tunnels to the Alna re-routing.

The current plan describes three technical rooms for IØL and three cross passages for the Follo Line section included in Base case. The cross passages shall serve as technical rooms and escape route from one tube to the other. In connection with each technical room there will be several manholes for high and low voltage cables, signal and water/drainage. Crossing of oil export piping tunnels in the Ekeberg Hill

The southern 250 m of the IØL crosses close to product piping route tunnels from two oil storage caverns delivering jet fuel, petrol and diesel. The current alignment of IØL passes the product tunnels with as little as 5 meters overburden, and special measures must be taken when crossing the tunnels.

Tunnel portal

The tunnel entrance for IØL inbound at Sydhavna will be built as a concrete structure integrated in an existing bridge construction for E18 Mosseveien. The intersection between the rock tunnel and the portal construction will be approximately 15-20 meter from the portal. This means that the portal structure has to be built under E18. The diversion of Østfoldbanen inbound will be in conflict with an existing ventilation tower for a rock cavern storage called Ekeberghallene. The ventilation tower must be demolished and rebuilt in a position a little closer to E18. The existing portal to this rock caverns is a bridge construction for Østfoldbanen. This bridge construction must be expanded because of the diversion.

The accessibility for executing the work with the portal construction is limited. The work site is jammed in between E18 Mosseveien and Østfoldbanen, and the height difference is considerable. Before the breakthrough of the tunnel is done there is only access from the outside. And the traffic on the road and railway makes direct access impossible. It is therefore planned to make a small access tunnel through the wall in the portal to Ekeberghallene and a trench in the rock up to the level at Østfoldbanen. This access will only be accessible for very small machines and by foot.
