During 2018-19 we provided a wide range of initiatives and programmes which support national priorities and policy drivers including Everyone Matters: 2020 Workforce Vision, public sector reform, and health and social care integration. An overview of some of our key achievements is presented below. To provide the future medical workforce to UK standards and improve the attractiveness of Scotland as a career destination, during 2018-19 we supported 5,699 trainee doctors in approximately 296 programmes and achieved an expansion of the overall numbers of doctors in training in Scotland. We became the lead employer for all GP, Occupational Medicine and Public Health trainees delivering an improved recruitment and employment experience for doctors and dentists in training. To ensure learning environments through excellence in supervision, we delivered a number of initiatives including improvements to the Scottish Training Survey to support postgraduate medical training quality management processes; new appraiser events for 122 clinicians and refresher courses for 66 primary and secondary care doctors; development of quality indicators for the Quality Management of the Practice Learning Environment for pre-registration nursing and midwifery training; and launch of our Healthcare Science Zone on our TURAS Learn platform. In line with our Digital Strategy to provide always available, personalised educational resources and services accessible from any device we launched our TURAS People application to support the national Lead Employer model for medical trainees. We enhanced TURAS Training Programme Management to provide increased functionality, further developed TURAS Learn to deliver course booking capability and additional learning content, and extended TURAS Appraisal to the Executive and Senior Manager cohort. NHS EDUCATION FOR SCOTLAND 2019 Annual Review 3 To improve flexible access to multi-professional learning materials in support of the 2020 Workforce Vision we delivered a new suite of online QI resources for the public sector workforce; provided 279 in-practice infection control training sessions for dental teams across Scotland; delivered clinical skills training for 950 staff; patient safety within complex healthcare systems for 400 NHS Scotland staff; and launched the Scottish Infection Prevention and Control Education Pathway resources on TURAS Learn for all staff across the social care sector in Scotland. To embed values and professionalism and enhance access to education for new models of care we delivered initiatives to support person-centred care including a range of educational resources to enhance care for the bereaved; dementia masterclasses for 150 health and social care services staff; a new SCQF Unit in oral health improvement to facilitate delivery of key oral health messages; and a framework for maternal and infant mental health, hosted on TURAS Learn To improve access to learning, qualifications and education for healthcare support workers, we developed a new resource pack in support of Scotland’s Youth Employment Strategy to raise awareness of careers in NHS Scotland for young people; we piloted our Digital Matters learning programme with Estates and Facilities staff and produced a suite of supporting video case studies; and delivered a bespoke GP Learning Pathway comprising a portfolio of resources to 124 pharmacy technicians and pharmacists. In support of the Everyone Matters: 2020 Workforce Vision we delivered a portfolio of leadership and management programmes across public services. We provided a range of initiatives and interventions with partnerships with the Scottish Social Services Council, professional and cross-sector bodies. Our Leading for the Future programme was delivered to 120 staff from across Scotland and an Executive Coaching Programme to support the well-being and resilience of GPs was provided for 125 participants. The Collaborative Leadership in Practice programme was provided to five locality groups; and Project Lift, a new approach to executive level appraisal, leadership development and talent management was launched in June 2018. NHS EDUCATION FOR SCOTLAND 2019 Annual Review 4 INTRODUCTION We are the national NHS Board with responsibility for education, training and workforce development for those who work in and with NHS Scotland. We have a Scotland-wide role in undergraduate, postgraduate and continuing professional development and we work collaboratively with our partners in Scottish Government, NHS Boards, social care, the academic sector and UK professional bodies and regulators. We support people to develop rewarding and fulfilling careers by enhancing their experience and delivering high-quality educational resources and learning environments. Our vision as the people and workforce organisation for NHS Scotland is a skilled and sustainable workforce for a healthier Scotland. This document has been prepared for our 2019 Annual Review and illustrates a selection of our achievements during 2018-19 which support the Health and Social Care Delivery Plan1 and the quality ambitions of safe, effective and person-centred care2. As well as national policy drivers, our work activities were also aligned to our Strategic Framework for 2014-19; Annual Operational Plan 2018-19; our Digital Strategy; People and Organisational Development Strategy 2014-17 (extended to 2018); and our stakeholder priorities. We have a key focus in working collaboratively and the deployment of our expertise, resources and digital leadership to support the Health and Social Care Delivery Plan and the triple aim of better health, better care and better value at a local, regional and national level. Our work in the areas of education and training, workforce systems, workforce planning data, Once for Scotland services, improving the employment experience, and organisational and leadership development reflect our continued commitment to transformational change and new models of delivery which cross traditional public services boundaries. This report references the final year of our Strategic Framework 2014 - 2019. The Framework sets out our work under five themes supported by planned impact outcomes (Appendix 2) and the nine key outcomes (Appendix 3) which describe how we will innovate in specific areas of our business to support public service reform and the workforce development required to achieve the 2020 Vision3. In addition to contributing to the aims of the Health and Social Care Delivery Plan, these themes and outcomes support delivery of the National Clinical Strategy4 and Realistic Medicine5. NHS EDUCATION FOR SCOTLAND 2019 Annual Review 5 Our Annual Operational Plan 2018-19 was informed by the Health and Social Care Delivery Plan 2016; the Everyone Matters: 2020 Workforce Vision; the Digital Health and Care Strategy 2018, key national targets; and our stakeholder priorities. The National Performance Framework includes the target to Increase Healthy Life Expectancy and we have aligned with this through our work in mental health; children and young people; oral health improvement; support for people with care needs; and palliative and end of life care and bereavement. We continue to demonstrate our support of the Everyone Matters: 2020 Workforce Vision and the key themes identified from our stakeholder priorities through our focus on recruitment and retention, youth employment and careers, role development, digital transformation, mental health, statutory and mandatory training, workforce planning, leadership and management development, as well as the six NHS Scotland improvement priorities of: health inequalities and prevention, antenatal and early years, person-centred care, safe care, primary care, and integration. We have a key role to play in delivering the Digital Health and Care Strategy6 which identified the need for better data sharing and access, digital leadership, a national digital platform for service and business systems, and greater systems integration. As the national training and education board for NHSScotland we have a key remit in supporting the whole service to deliver on all five strands of the Everyone Matters: 2020 Workforce Vision: Healthy Organisational Culture; Sustainable Workforce; Capable Workforce; Integrated Workforce; and Effective Leadership and Management. The principal role of NES is in the education and training of the NHS Scotland workforce. While we provide significant quantities of information on the workforce-in-training, decisions on the numbers in training (particularly in the so-called controlled subjects of medicine, nursing and dentistry) are for Scottish Ministers on the advice of officials.

Since 2007 we have delivered major infrastructure improvements for the people of Scotland and significant progress continues to be made as demonstrated by this report and by our accompanying published pipeline of project activity. In 2017 we delivered major infrastructure priorities such as the opening of the Queensferry Crossing, the largest bridge of its type and a complex engineering feat. We saw the completion of the so-called ‘missing link’ between Glasgow and Edinburgh with the opening of the M8 M73 M74 Motorway Improvements Project and the first section of A9 Dualling Programme was completed with the opening of the Kincraig to Dalraddy section. We saw one of the most advanced hospitals in the country completed with the opening of the new Dumfries & Galloway Royal Infirmary as well as the completion of the Scottish National Blood Transfusion Service’s new national centre at the Heriot-Watt Research Park in Edinburgh. Over the course of the last year we also saw no fewer than forty one school projects completed within the Scottish Government supported Schools for the Future building programme.

It’s a great place to bring up a family with good local schools and reasonable property prices. Oban provides the advantage of a high quality of life in a rural setting with access to the main centres of Glasgow, Stirling and Perth all within 2½ hours travel time.

Imaging Posterior Dislocation • AP Shoulder – Dislocation may be missed in 50% of cases as humeral head appears normally aligned with the glenoid. • Scapular “Y” view has been shown to be unreliable • Modified axial view preferable.

    Caithness General Hospital The Caithness acute rural fellow post is to be based in the Caithness General Hospital, Wick Caithness General Hospital (CGH) is the referral centre for acute medical services in Caithness and Sutherland for around 38,137 people across 7,882 square km. Caithness General Hospital in Wick is designated as a Rural General Hospital and has consultant-led surgical, medical and obstetric and gynaecology teams, with a midwife led maternity unit. Services available include A&E, Assessment & Rehabilitation, General Surgery, General Medicine, Obstetrics and Gynaecology, Palliative Care, Renal Unit, CT Scanner and Theatre. A wide range of associated services are available including Day Surgery, Dietetics, Physiotherapy, Occupational Therapy, Radiography etc. There are also a wide range of visiting services from Raigmore Hospital, Inverness. Recently we have introduced a new grade of expert generalists, Rural Practitioners, who work primarily to provide senior cover to the emergency department during daytime hours and assist in covering the whole hospital out of hours and as required. The Rural Practitioners therefore work in a team with consultants and junior doctors to provide clinical care for all ages and clinical presentations across every specialty. Admissions to CGH are those appropriate for a rural general hospital with more complex cases being transferred to Raigmore Hospital, Inverness, some 100 miles away. Resuscitation, stabilisation and emergency transfer of acutely unwell medical or trauma patients is also within the scope and remit and all clinical CGH staff and the Rural Practitioners in particular. It is our intention that the acute rural fellowship be seen as a route into becoming a rural practitioner on completion of the fellowship year.

    NHS Education for Scotland : Supporting Remote and Rural Healthcare NES Board Paper August 2013 Ronald MacVicar & Pam Nicoll Executive Summary Context In Scotland some twenty percent of the population live in a remote or rural area spread across ninety-four percent of the land mass that is defined as remote and rural – and meeting the requirement for improved quality of service for patients brings with it particular and critical challenges in Scotland’s remote and rural areas, and is likely to require a significant shift in skill mix across the remote and rural health and social care workforce. Policy The history of policy construction and implementation relating to healthcare in rural Scotland is well over a century long, and is summarised in the paper, with particular reference to the current major policy drivers, including the Quality Strategy, and the 20:20 vision for Health and Social Care. These are set in the context of international policy development in this area. Role of Education The remote, rural and Island Boards are clear that high level education support is integral to robust workforce planning and redesign. They need assurance that affordable, accessible education will be in place before investing in new roles, new ways of delivering service and see NES having a key role in this joint workforce planning and education partnership. There is an appreciation that although each of Scotland’s six Rural General Hospitals (RGHs) has a range of different needs and ways of working, there are some common areas of need already identified that can guide more effective design and delivery of education and training.
