Parish Council News for inclusion in February 2021 Shroton Lines

Public consultation 18 January – 15 March 2021 Dorset Local Plan Dorset Council’s planning policies are set out in Local Plans which are the legal starting point in determining planning applications. Public and stakeholder engagement is an important part of the plan making process. Involving residents, businesses, organisations, experts, infrastructure providers and town and parish councils allows local knowledge and expertise to be gathered from a wide range of perspectives. This consultation sets out recommended strategies and policies meeting the requirements of Regulation 18 of the Town and Country Planning Act (Local Planning) (England) Regulations 2012. Dorset Council have produced the draft Local Plan containing proposals for guiding future development in the Dorset Council area up to 2038. The plan outlines the strategy for meeting the needs of the area such as housing, employment, and community services including schools, retail, leisure and community facilities. The plan directs development to the most suitable locations near to existing facilities, and detailed policies promote high quality development that respects and enhances the character of each area. The plan also protects Dorset's natural environment and contributes towards the mitigation and adaptation to climate change.

a. View the Dorset Council Local Plan consultation on the Dorset council’s website atwww.dorsetcouncil.gov.uk/Dorset-council-local-plan It is also on the Parish website www.shroton.org – News and information page. b. If you are shielding, volunteers can help you pick up a paper copy of the plan for you from your local library. Find out more about support for those shielding athttps://www.dorsetcouncil.gov.uk/emergencies-severe- weather/emergencies/coronavirus/community-response/communities-and-volunteering.aspx c. Paper copies of the plan are available for loan via click and collect from your local Dorset Council library (Covid-19 permitting) https://www.dorsetcouncil.gov.uk/libraries-history- culture/libraries/find-your-local-library/dorset-libraries.aspx d. Dorset Council are holding webinars throughout the consultation period on key themes within the plan. Each webinar will consist of a short presentation followed by a question-and-answer session. www.dorsetcouncil.gov.uk/dorset-council-local-plan-webinars e. Telephone 01305 252500 to speak to a member of the team.

Dorset Council Parking Charges Review – local representation As you may be aware, Dorset Council is carrying out a Parking Charges Review across the county. Working groups are being established to gain better knowledge and understand local parking issues of the areas involved in this review. There is a working group (one of nine) covering , Gillingham & Shaftesbury and the Parish Council will be represented at this working group by Parish Councillor John Gredley at [email protected] Please pass on any comments or concerns you may have to Cllr Gredley so that he can raise them at the appropriate forum.

The Fairfield and village environs - dog fouling Reports of persistent and extensive dog fouling in the Fairfield and around the village have been reported. This is not only the most unacceptable and offensive type of litter in our communities, but is also recognised as a potential health hazard to humans and livestock. Whilst rare, contact with dog excrement can cause toxocariasis – a nasty infection that can lead to dizziness, nausea, asthma and even blindness or seizures.

The Fairfield currently remains a popular location for local residents and visitors to walk and exercise their dogs, however, the prevalence and volume of dog mess being left in the Fairfield is an issue that residents are becoming very concerned about. Most areas of Dorset have dog fouling orders. Each authority will have followed the procedure and guidance written under the Antisocial Behaviour Crime and Policing Act 2014 to produce orders including appropriate consultation. These orders enable authorised officers to serve Fixed Penalty Notices to any person responsible for a dog that fouls and does not clean up any mess left by the dog on the designated public spaces. The Dorset Council Dog Warden Service (North) has been advised of the situation in the Fairfield. https://www.dorsetcouncil.gov.uk/environmental-health/dog-warden-service.aspx

Residents are being encouraged to report dog fouling on https://dorset- self.achieveservice.com/service/DWP_Report_dog_fouling_in_Dorset If your dog fouls in a public place, you have a duty to clean up the mess. Carry a poop scoop, (which is a specially designed plastic shovel), or a bag to carry the mess to a bin.

Replacement of the footbridge from Main Street onto the Glebe The replacement of the footbridge connecting The Glebe and Main Street is programmed to start on Monday 03 March 2021. Four weeks have been allowed for completion of this work. The work will be carried out by one of Dorset Council’s highways construction teams under the auspices of Dorset Council Structural Engineering team.

The majority of the work will take place off of the carriageway, however, during the work it will be necessary to reduce the width of Main Street near the footbridge to a single lane with traffic passing on a ‘give and take’ basis. Additionally, on occasion it may be necessary to control the traffic on Main Street with stop and go boards or by portable traffic signals. During this work, the footway between The Glebe and Main Street will be closed.

I am advised that the immediate residents have been informed of this proposed work. I have placed a copy of the location plan and technical details of this work on the parish website (Council documents page).
