Mortuza Ahmmed Lecturer, Department of Statistics, International University of Business, Agriculture and Technology (IUBAT), Dhaka-1230, Bangladesh DOI:10.26524/jms.2013.2 ABSTRACT: The key aims of higher education are to generate the new knowledge, explore research works on different social and development issues, anticipate the needs of the economy and prepare highly skilled workers. Throughout the World, universities change the society and remain the center of change and development. In Bangladesh a number of universities both public and private were set up so far theoretically emphasized on unlocking potential at all levels of society and creating a pool of highly trained individuals to contribute to the national development. But in practice these universities are very weak and do not change anything. Better understanding among teachers and students, introduction of modern teaching methods and dedication of teachers and students can improve the culture of higher education in Bangladesh. A proper academic calendar can bring discipline. To make the universities free from the clutches of politics can also improve the situation. Keywords: Higher Education; Bangladesh. 1. INTRODUCTION In Bangladesh there was a time when higher education used to be considered a luxury in a society of mass illiteracy. However, towards the turn of the last century the need for highly skilled manpower started to be acutely felt every sphere of the society for self-sustained development and poverty alleviation. Highly trained manpower not only contributes towards human resource development of a society through supplying teachers, instructors, researchers and scholars in the feeder institutions like schools, colleges, technical institutes and universities. -

He did his PhD in Constitutional Law at Monash University in Melbourne, Australia. He has been teaching constitutional law of Bangladesh and comparative constitutional law courses for last 20 years in Bangladesh. He completed his LLB (Hons) and LLM at Dhaka University, in both of which he got First Class and was awarded a Gold Medal. He is the Coordinator of the Clinical Legal Education Programme and an executive member of the Centre for Advanced Legal Studies at the Department. He is a member of the Castan Centre for Human Rights, Australia. He also acts as a resource person for the training of Judges and Government Officials in Bangladesh. He has received Monash Law Deans Award (Australia), Monash International Postgraduate Research Scholarship (Australia), Monash Graduate Scholarship (Australia) and Scholarship by the Finnish Ministry for Foreign Affairs (Finland). Activities of the Society for Critical Legal Studies (SCLS) (December 2016 - December 2017) During December 2016- December 2017, the Society for Critical Legal Studies (SCLS) has been round clock busy in organizing different types of events and activities aimed at fostering intellectual enrichment of the students of law. Monthly Seminars: As part of the sequel, SCLS has already arranged eight monthly seminars since December 2016. 1) First Monthly Seminar was held on December 19, 2016. Featuring Barrister Hasan M.S. Azim as the Guest Speaker, Dean Professor A. B. M. Abu Noman graced the occasion as the Chief Guest. Held on 19th December 2016, the title of the Seminar was "Appointment of Judges in the Supreme Court: In Search of a Policy" 2) Second Monthly Seminar featuring Advocate Manzill Murshid as the Guest Speaker, the 21 January 2017 Seminar focused the 16th Amendment verdict. Advocate Manzill Murshid being the lead lawyer of the case, offered a vibrant explanation of the ins and outs of the case to the students of CU. Guest of Honor of the occasion Associate Professor Nirmal Kumar Saha greeted the Guest Speaker to the Faculty. 3) Third Monthly Seminar - Barrister Moyeen Firozee and Advocate Sabrina Samad Firozee held the 80 participants spell bound for two and a half hours on February 18, 2017. Women‘s Participation in Micro-finance Programs and Gender Related Outcomes in Bangladesh Paper Presented at the Annual Meeting of the Population Association of America, Session 107 Gender and Health, Boston, May 1-3, 2014 Sajeda Amin, Population Council Simeen Mahmud, Brac University Tareq F. Khan, Comilla University Abstract The purpose of this analysis is to explore how access to finance is associated with gender related outcomes in rural Bangladesh. We contrast two mechanisms of access—through access to credit, specifically micro-finance institution (MFI) membership and access to remittance through labor and other forms of migration, both national and international migration. MFI activities and labor migration have risen dramatically in recent years. Gender norms and behaviors of interest in this analysis are attitudes of acceptance of gender based violence, health seeking behavior, contraceptive use and gender preferences in family building patterns and women’s engagement in paid work. The data are from a nationally representative sample survey of ever married women living in 300 communities conducted in 2011-2012. Results show strong association between MFI membership and three indicators of equitable gender norms: improved contraceptive use, ability to access health care and engagement in paid work. By contrast women in remittance earning households are significantly less likely to use contraceptive and engage in paid work. The only positive association of remittance earnings is with access to health care. Gender preferential stopping rule in childbearing is not significantly associated with either MFI membership or remittance earnings whereas both MFI membership and remittance are more likely to condone gender based violence. -

Tofazzal Islam Department of Biotechnology, Bangabandhu Sheikh Mujibur Rahman Agricultural University Gazipur-1706, Bangladesh, [email protected] INTRODUCTION Bangladesh has an approximately 150.45 million population crowded into an area of 147,570 sq km. About half of the population of this country is struggling to survive as they are living under the poverty line. Education per se is widely seen as a necessary precondition for economic growth within the knowledge- based economies since of the late-twentieth and early twenty-first centuries. Importance of education has been emphasized through fundamental rights, principles, statutes/acts in a number of countries including Bangladesh. However, educating and training a vast portion population of people for both preparatory and in- service purposes is a huge and expensive venture, which is very challenging task to manage in the highly populated developing countries like Bangladesh mainly due to the budgetary constraints. It has been estimated that after passing the Higher Secondary Certificate (HSC, Grade XII), only four percent students pursue higher education in Bangladesh because all the conventional universities combined do not have adequate seats to accommodate them (Anonymous 2007). As a result, a large number of these young students are forced to give up their dreams for higher education and a major proportion of them are unemployed. Distance education is considered an important alternative to offer these aspirant young students an opportunity for higher education (Islam 2007). -
