Inthe70s,Allen’sfocuswasongainingfederalrecognitionfortheTribe.Inthe80s,he “beatthebushesforfunding”fortheTribe.Inthe90s,hebecameknownforhisabilityto articulatepolicymatters.Inthe21stcentury,hiseducation,experience,listening,writingskills andcreativityhavemeldedintoareputationasavisionary,aproblemsolver,aprocess facilitatorandanexpertnegotiator. “IhavefoundovertheyearsthatIhaveaspiritualgiftforunderstandingotherpeople’s perspectivesandviews,”heexplained. AndthisgifthasservedtheJamestownS’KlallamTribeandallofIndianCountrywell. InthebeginningofhiscareerontheTribalCouncilin1974,Allendidn’tyetrecognizehow histalents,skillsandgiftsmightfitintothejobthatawaitedhim.Hedescribesitas“an unfolding”ofwhatwasrequired,andofwhathecouldbringtotheequation. Althoughhestudiedtechnicalengineering,accounting,economicsandpoliticalscienceat PeninsulaCollegeandtheUniversityofWashington,ittookseveralyearsonthejobto reconcilethatbaseofknowledgewithTribalgovernance. “Therewerenoprogramsbackthen(astherearetoday)toteachtheskillsrequiredtolead inIndianCountry,”hesaid.“Itwasalearnasyougosituation.Thelegal,politicalandother aspectsofthefieldwerebeingwrittenbyobserversoftheprocesswhileIwasinthemidstof thehistoricalmovementtowardTribalselfdetermination,”heexplained.“Ilookedupand realizedthatIwashelpingtoshapethatreality.” AfterrecognitionoftheJamestownS’KlallamTribein1981,itbecameevidenttoAllenthat therewasmuchmoreworktobedone“thansimplygettingtofirstbase.” WhatalsobecameapparentfairlyquicklywasthatAllen’stechnicalandwordsmithing prowessservedhimwell.AsheenteredtheregionalandnationalarenaofTribalpolicy,he begantobeaskedtoarticulateinwritingthevisionthatwasgrowingamongmore experiencedleadersthanhimself.ThatputAlleninthemiddleofpolicydevelopmentbetween Tribesandthefederalgovernment,andlaterTribesandthestates. “Inthosedays,Ididn’thavethesage.Iwasvocal,butmostly,Iwrotealot.Iwasknownas thetechnicalchair;awordsmith.ButthingsbegantochangeasIgainedmoreexperience.”

AftermanyyearsofsuccessfullyreceivingAdministrationforNativeAmericans(ANA)grant fundingfortheTribe,Allenwasaskedtobecomeareviewerofgrantapplicationsforother Tribes. “ThatallowedmetoreviewwhatotherTribesweredoing.Itwasagreatlearningground, andtookmyexperiencetoanewlevelwithintheframeworkofIndianCountry.” In1994,AllenwrotefourandeditedtheothereightpaperspresentedtoPresidentBill ClintonintheWhiteHouseSummitonIndianAffairs.Thiskindofhighprofileassignment gainedAllennationalrecognition. Throughoutthelearningyears,Allenneverlostsightofhisgoals–togettheTribeoffthe federaldolesbyusingavailablefundstobuildasolideconomicfoundation. Inthe1980s,astheTribalgovernmentgrew,AllenbecameitsExecutiveDirector,which gavehimadifferentperspective.OnthegroundinSequim,hewasdeterminedtomakethe money“stick,”investingitinwaysthatwouldcontinuetosupportagrowingTribaleconomy. Hehadtofunctionnotonlyina“conceptual”worldofpoliticsandpolicy,butinthe“practical” worldofimplementation. Inadditiontosurroundinghimselfwithdedicatedandknowledgeablestaff,Allenwas determinedtomaketheBlyncampusaestheticareflectionoftheprofessionalismoftheTribe andallofitsendeavors.Duringthepast30+years,theTribehasgrownfromhavingvirtually nobudgettoacurrentannualbudgetofover$20million. “Thisismyartisticcanvas,”hesaidoftheaestheticoftheTribalcampusandoftheTribe’s growthandaccomplishments.“Andlikeapainter,Ihavetopayattentiontoallofthedetails andhowitallfitstogether.Youhavetocatchpeople’seye–youmaynevergetasecond chance.” Politicscanbeaveryconceptualgame,butadministeringpolicyisapracticalmatter.Allen isnow,andwasthen,amongthefewTriballeadersdoingboththevisionaryandthetechnical sidesofgoverning.HisinsightintowhatwasneededbyTribesacrossthecountry,andatthe sametime,whatwouldactuallyworktransformedAllenintoarespectedstatesmaninthe higherechelonsofIndianCountry.Hissageadviceissoughtafterondozensofcommittees andtaskforces. AndallofhisexperiencehasresultedingainsfortheJamestownS’KlallamTribe–the beneficiariesofhisdriveandhispassion. “BeingdrivenasIam,Isometimesdon’ttakethetimetostepbackandenjoywhatwe haveachieved.ButwhenIlookatwherewe’vecomefrom–fromzerotowherewearetoday –Ihavetosmileandsay‘we’vedonegoodwork.” Andthen,inthenextbreath,headds,“What’snext?”

Goal: Protect and Advance Tribal Sovereignty and Governmental Authority

Tribal Self-Governance is a vehicle to advance tribal sovereignty for strong communities and families today, tomorrow, and for future generations. SelfGovernanceisabouttribalempowermentandselfreliance.UnderSelfGovernance, weareabletoexerciseoursovereigntyandmanageTribalprogramsaswedeterminewhat bestbenefitsourcommunityandcitizens.TheseconceptsarenotnewtotheJamestown S'KlallamTribe;ourhistoryisfullofstrongleadersandresponsiblecommunitycitizens.The TriberemainsproudofthemanysuccessesachievedunderSelfGovernance. By20062007,theJamestownS’KlallamTribehadsuccessfullyimplemented17yearsof operatingourBureauofIndianAffairs(BIA)programsand14yearsofimplementingourIndian HealthService(IHS)programunderSelf Governance.Theseprogramsincludesome ofthefollowing:  Housing;  EducationandTraining;  NaturalResources;  SocialServices(YouthandElder services);and  Healthcare(ManagedCare, communityhealthandwellness programs). Protect and Advance Tribal Sovereignty and Governmental Authority

 IHS Self-Governance health care programs ThroughourworkwithCongress, andincoordinationwiththe NationalCongressofAmerican Indians(NCAI)andothertribal leaders,wesuccessfullysecured mandatoryincreasesforIndian healthprograms.Thisresultedin increasesinboth2006and2007to ourSelfGovernancehealthcare programsattheTriballevel, allowingtheTribetoaddresssome oftheadditionalmedicalinflation costsassociatedwithourManaged CareProgram. During2006/2007,overallfederal Tribal Chair W. Ron Allen discussing strategy with Quinault President Fawn Sharp. appropriationsandspendingfor Indianslostgroundcomparedto spendingfortheU.S.populationatlarge.Healthcare,education,publicsafety,natural resourcesandenvironmentalprotectionareallfundedatdisproportionatelylowerlevels comparedtootherAmericans. DespitethesechallengingtimesfacingourNation,theJamestownS’KlallamTribal leadershipandgovernmentalstaffwereactiveinadvocatingforbudgetincreasesforour Tribalprograms.  National Tribal Self-Governance Strategy Plan InJanuary2006andagaininJanuary2007,weworkedwithboththeBIAandIHSTribal SelfGovernanceAdvisoryCommitteeleadershiptodevelopandfinalizeourNational TribalSelfGovernanceLegislativeandBudgetStrategy,whichidentifiesthetoppriorities forSelfGovernanceTribesandincludesspecifictasksandtimelinesforimplementingthe strategy. TheseissuesdirectlyimpactourTribalprogramsbyspecificallyadvocatingforbudget increasestoourSelfGovernanceprogramfundingbase.Further,thisPlanincludes advancinglegislativeamendmentswhichwillexpandourselfgoverningauthoritywithin theDepartmentofHealthandHumanServicesandDepartmentofInterior.

 BIA Contract Support Cost Policy In2006and2007,theBIAmetwithTribalrepresentativestodevelopandreviseits nationalpolicyonContractSupportCosts,whichprovidefundsforadministrativeand overheadcostsincurredbytheTribeinconnectionwiththeoperationoffederalprograms, includingSelfGovernance.Inthisrevisedpolicy,theBIAforthefirsttimeprovidesfor additional“direct”contractsupportcosts.Thesefundsincludeapercentageofstaff salariesandfringebenefits.  United States Supreme Court Case on Contract Support Costs OnMarch1,2005,theUnitedStatesSupremeCourtissuedaunanimousdecisioninthe CherokeeNationandShoshonePaiuteTribesvs.HHSSecretarycaseregardingthe paymentofContractSupportCosts(CSC).CSCfundingispartofourSelfGovernance agreementsandprovidesforadministrativecostsrelatedtothisandotherTribalprograms thatwemanage.Unfortunately,theBIAandIHShavefailedtopay100%ofthesecosts overseveralyears. TheTribeswonadecisivevictoryinthisSupremeCourt decision.ThedecisionpowerfullyreaffirmsthatourTribal contractsandagreementsarelegallybindingandthatIHS andBIAareliabletopayforthesecosts.  “Proud Nations: Celebrating Tribal Self-Governance” InJanuary2005,“ProudNations:CelebratingTribalSelf Governance”waspublishedanddistributedbytheSelf GovernanceCommunicationandEducationTribal Consortium.Thisbookhighlightssomeoftheprogram successesunderSelfGovernanceandillustrateswhat happenswhenlocalcommunitiescontroltheirownfunds anddestiny.TheJamestownS'KlallamTribeisoneofthe 20Tribesfeaturedinthebook.CyndiHolmesFerguson, TribalDirectorofGovernmentalAffairs,isthecoauthorofthebook.

Tribal Self-Governance is not a program with a beginning and end. Rather, it is a re-creation that changes the thinking of what is and what can be. Self-Governance is a way of life.

Finances

 Revenues increased by 19% during Fiscal Year 2007.  Majorrevenuesourcesare:clinicrevenues,casinodistributions,terminal allocationrevenues,cigarettetaxesandgeoduckharvestrevenue.  GrantandContractrevenuesremainedconsistentwithlastyear.TheTribe’s revenuesandexpenditureshaveshownsteadygrowthoverthepastthree years.  Significant growth over the past three years has allowed the Tribe to increase services, with more of a contribution coming from Tribal (rather than federal) funding. The Tribe continues to deal with challenges of federal, state, and local funding that do not keep up with our current needs.  ThemajorityoffundingcamefromDepartmentofInteriorandIndianHealth ServicesSelfGovernance(45%),Statefunding(20%)andtheEnvironmental ProtectionAgency(34%).  OtherfundingagenciesincludedDepartmentofHousingandUrban Development,DepartmentofHealthandHumanServices,Departmentof Commerce,andBureauofIndianAffairs.  The Tribe saw a significant increase in services to Tribal citizens paid with tribal money during Fiscal Year 2007. The most notable of these increases were in the areas of health care and education.  DuringFiscalYear2007,theTribecontributedover$200,000tothehigher educationprogramandover$235,000totheManagedCareProgram.  InadditiontofundingtheshortfallinManagedCare(thedifferencebetween whatwascoveredbyinsuranceandwhattheservicesactuallycost),theTribe alsobeganaprogramtoassistTribalcitizensoutsidetheserviceareawith healthcarecosts.  Construction began in 2007 on the Tribe’s Longhouse Market and Deli, locatedat theformersiteofDickieBird’sTaverninBlyn.Thenewbusinessisscheduledtoopenin May2008.Manymonthsofnegotiationshavesuccessfullyresultedinanagreementto includea6dispenserChevronfuelstationtothewestofthestore,withsignagetoned downtokeeptheNativeAmericanthemeasthefocus.Themarketanddeliprojectisthe nextstepintheTribe’slongtermplantoestablishadestinationresortandconference centerinBlyn.

The 11,000 square foot Longhouse Market and Deli will be open 24 hours a day, 7 days a week, and will employ 25-30 workers. The market will feature fresh produce and seafood in season, a walk- in cigar humidor and tobacco shop, Raven

Wine and Spirits shop and the Harvest Deli in addition to traditional groceries.

 The Tribe created a Limited Liability Company named Jamestown Health and Medical Supply Company in October 2005. TheTribe’spartnerinthisventureisDeepalWannakuwate,whoforthepast15+yearshas ownedInternationalManufacturingGroup,Inc.,supplyingmedicalanddentalsuppliesto clinicsthroughthesouthwest.TheTribeandMr.Wannakuwattesawapromising opportunityiftheyjoinedforces,toprovidemedicalsuppliesbothtoTribesandthe federalgovernment.  AllofInternationalManufacturingGroup’scurrentretaildentalclinicsbecame customersoftheJamestownHealthandMedicalSupply,andeffortsbegantosell toTribesinWashingtonandCaliforniaandtothefederalgovernment.JHMS employes12people,includingoneTribalcitizen. Providing outdoor recreational spaces and facilities

 Olympic Discovery Trail  ContinuingprogressisbeingmadebytheTribeonthetrail,whichwilleventually extendfromPortTownsendtotheWestCoastoftheOlympicPeninsula.Twosections ofthetrailwerecompletedin2007inconjunctionwithClallamCounty.  First,theRailroadBridgeParksectionof thetrailwasconstructed.Thissection connectsthebridgetothetrailasitpasses bytheRiverCenterbuilding.  Next,theOlympicDiscoveryTrailatthe LogCabinpropertywascompletedafter resolvingalandencroachmentissue.  Finally,theTribalCampussectionofthe Trail,fundedwithacombinationofWSDOT Enhancementfunds,IACWWRPTrailfunds andBIA–IRRfunding,isunderconstruction withaMay2008completiondate. Jamestown Excavating began the section of the Olympic Discovery Trail near Heron Hall in August 2007.

 Jamestown Beach  AcommongoaloftheTribal leadershipandtheTribalcitizens hasbeentoacquirelandon JamestownBeach.Asthehistorical landbaseforTribalfamilies, JamestownBeachisadesirablearea forculturalactivities.Overthelast fewyears,theTribehashostedthe annualCanoeJourneylandingat JamestownBeach.In2006,afive acreparcelandhomewere purchasedforeventualuseasa Heather Johnson-Jock coordinated the hosting at communitygatheringplacefor Jamestown Beach during the 2007 Paddle to Tribalevents.Infrastructureand Lummi. buildingimprovementshavebegun; recentlyanewparkingareabehind thehousewasaddedto accommodateupto100vehicles. Wehaveaccomplishedalotoverthepast30years.Backin the1970’s,wemetandmanagedouraffairsinourlivingrooms andoutofthetrunksofourcars.Today,wehavebuiltastrong foundationforourTribalgovernment,communityservicesand ourbusinessoperations.Itdidn’thappenovernight.Itrequired asteadycourseofactiontodevelopourgovernment,programs andbusinessoperations. AsIobservethisgrowthanddevelopment,Iamproudofthesoundbaseofgoverning documents,ordinances,andpolicieswehavedeveloped.Additionally,wehaveacquireda numberofpiecesoflandforouroperations,physicalinfrastructure,housing,economic developmentventures,communityactivities,naturalresource/environmentalactivitiesand cultural/traditionalpracticesaswell.Thisreacquiringofourhomelandshasbeenageneral trendthroughoutIndianCountry,anditiscriticaltoourfuture. AsInowlookaheadtothenext30years,Ibelievethatwemustbuildonthefoundation wehaveestablished.Iwouldliketosharewithyousomekey“benchmarks”ofmyvision:  ContinuetostrengthenourTribalgovernmentlegal/politicalinfrastructureto enhancethepolicyprocessandlegalenvironmenttoimproveouroperationsand encouragebusinessinterests.Aswecontinuetogrowasagovernment,thereare alwaysareasoractivitiesthatrequireimprovementorrefinement. OnerecentexampleistheestablishmentofthenewHumanResourcesDepartment. Webelievehavinganinitialpointofcontactwillimprovethe“onestop”shoppingfor Tribalcitizenswhoarelookingforemploymentopportunitieswithinourgovernmental operations,businessoropportunitiesoutsideofouroperations.Otherexamples includerefinementofourCommittees,BoardsandCommissionByLawsand/or programguidelinesandtheestablishmentoflaborlawsastheyaffectthegrowingstaff ofourgovernmentandvariousbusinesses.
