ARMS AND THE CRIMINAL
Commenting on "Arms and the Criminal", the Crookaton, Minn., Daily Tinrfes says in part: "Onu by ono \.hu crime cure- alls, of which so much waa expected and for which law-makers claimed so much, are losing the confidence of the police and the people as they prove themselves to be a poor match again- st the ingenuity and audacity of the underworld. "When the New York legislature passed the Baumes ha- bitual criminal act, the nation foresaw the time when that state would be relatively free of hardened criminals at large. It is now generally conceded that the net caught only the 'small fry' and very few of them. "Another anti-crime shell that proved a dud was the Sul- livan act of New York state. This statute, which made posses- sion of a revolver without a police permit illegal, left the crim- inal class armed to the teeth while disarming the law-abiding citizenry and leaving it unprotected against the armed crim- inal. "Disappointed in the Sullivan act, the New York legisla- ture is considering an even more drastic bill to replace it. This proposed law would restrict the possession and use of the pistol to law enforcement officers. But would it? Will the criminal on a mission of mftrder and plunder heed an edict against carry- ing weapons?" Until we learn that "more laws" make more law-breakers and will not in themselves reduce crime, we will continue to have a growing crime problem. Reasonable laws, consistently enforced, rather than endless restrictive legislation, would re- duce crime.
