These priorities draw heavily from your government’s election platform commitments. As part of the Government of Canada’s recent request for public consultation on changes to the Fisheries Act, we recommend amending the Fisheries Act to: 1. Restore habitat protection for all native fish, not just those that are part of or are deemed to support an established fishery. 2. Bring back the harmful alteration, disruption and destruction (HADD) prohibition, but keep the expansion of the prohibition that was introduced with the changes to include “activities”. Thus the provision should read: “No person shall carry on any work, undertaking or activity that results in the harmful alteration, disruption or destruction of fish habitat.” 3. Reverse the repeal of section 32, the prohibition against the destruction of fish by means other than fishing, which has left a gap in the protection of fish.

This is our annual celebration of 29 years spreading of Falun Dafa to the public, the contributions of the Falun Dafa community in Canada and to honor the values of Truthfulness, Compassion, and Forbearance. We truly appreciate for your previous proclamations to us during the past years! Falun Dafa (also known as Falun Gong) is a spiritual practice for mind and body, rooted in the ancient schools of cultivation in China. It consists of meditative exercises, and a moral philosophy aimed at the promotion of virtue. At the core of Falun Dafa’s teachings are the tenets of “Truthfulness, Compassion, and Forbearance.” Tens of millions of people from diverse cultural backgrounds in over 100 countries, including Canada, benefit from practicing Falun Gong, where the free teachings help people improve their mental, moral, and physical wellbeing and contribute to a more healthy and harmonious society. Falun Dafa practitioners have also helped Canadians during these difficult times, by offering free meditation exercise instruction in communities and online classes. As traditional Chinese culture believes, and scientific studies, as well as survey results, are now proving, the connection between mind and body is key for a healthy immune system and to combat illness and stress. As you may be aware, for the past 22 years, major human rights organizations have documented the nation-wide campaign of hatred, torture, forced thoughts conversion, mass imprisonment, and killing of people who practice Falun Gong in China, including evidence of practitioners being murdered for their vital organs that are being sold by the Chinese Communist Party (CCP).

    19 February 2020 The Honourable Bill Blair, PC, MP Minister of Public Safety and Emergency Preparedness House of Commons Ottawa ON K1A 0A6 Bill.Blair@parl.gc.ca Open Letter: Amending the Criminal Records Act Dear Minister, We applaud your government’s legislation to waive both the fee and the wait period for Canadians who have a criminal record for simple possession of cannabis through Bill C-93, An Act to provide no-cost, expedited record suspensions for simple possession of cannabis, which came into force on August 1, 2019. The recognition that the stigma and burden of those records are a significant barrier to employment, education, housing, travel, parenting and volunteering is a major step forward to reform the Criminal Records Act (CRA) and to improve the lives of thousands of people across the country, many of whom are disproportionately criminalized because of their race or culture. With 95% of over 500,000 individuals remaining crime-free in the community after obtaining a pardon or record suspension in the last 50 years, the Parole Board of Canada’s (PBC) Record Suspension Program continues to demonstrate remarkable success. However, since 2010, when considerable changes to the CRA began, we have seen a decline in applications, reduced value of the process and widespread support to improve the Program further still. The PBC’s most recent notice that it must adhere to the Service Fees Act by increasing the application fee each year based on the Consumer Price Index compels us to continue pursuing significant reforms to the CRA, like so many other individuals and groups who have given time, knowledge and input over the last decade.

As Members of Parliament representing constituencies in British Columbia, we are acutely aware and supportive of the importance that British Columbia’s public fishery represents to British Columbians and the coastal communities they support. In 2020, DFO approved a limited number of pilot public fishery opportunities proposed by the Sport Fishing Advisory Board (SFAB). As part of their 2020 proposals, the SFAB also identified areas where there exist conditions necessary to implement sustainable and precautionary mark selective fisheries. These opportunities are needed for the 2021 season, beginning April 1, more than any other season before. The COVID-19 pandemic has severely impacted British Columbians as cultural, economic, and heritage activities have been limited by the pandemic. It is within this context that we see the opportunity for increased mark selective harvest opportunities in the Pacific public fishery to support Indigenous and non-Indigenous fishers alike in their efforts and desire to sustain their families and communities. There has never been a time where the ability of individuals to provide for their own food security in a safe manner has been more relevant or necessary. Harvest opportunities for easily identified marked hatchery fish can be provided in a manner that will minimize mortality of wild stocks, allow for appropriate catch monitoring and sampling to take place while also supporting collection of important stock assessment information.
