Analyses of hospital admission data (Victorian Inpatient Minimum Dataset - VlMD) showed that Police-reported data account for only 80.4% for 18-20 year old motorcyclists involved in on-road crashes and only 37.4% for under 18 year olds in on-road crashes. On- and off-road crashes were each responsible for a total of more than 4000 hospital bed-days in Victoria in 1991. This comprised 2822 and 1282 hospital bed-days for on- and off-road injuries, respectively. From information derived from the Victorian Injury Surveillance System (VlSS) and the VlMD, it is estimated that motorcycle injuries to riders and passengers aged under 21 result in 1868 presentations to Emergency Departments in Victorian hospitals per year.

Yet motorcyclists face the highest levels of collision risk on our roads – a situation we are determined to improve. London has a long history of successful initiatives to increase the safety of motorcyclists. Since 2000 the number of motorcyclists killed in the Capital has been halved. In 2013 the Mayor and Transport for London (TfL) published Safe Streets for London: an ambitious and comprehensive plan to reduce further the number of people killed or seriously injured in London by 40 per cent by 2020. To achieve this target, and work towards the ambition of a future with roads free from death and serious injury, this Motorcycle Safety Action Plan, a first for London, sets out 29 actions. These cover many areas, including an ambitious programme of engineering, education and enforcement, together with increased investment in road safety. Collaborative working will be critical to success. We have already put this at the centre of our approach with the establishment of the Road Safety Steering Group for London, as well as a Motorcycle Safety Working Group to ensure that we are working with partners across the Capital to make motorcycling safer.

Since that time, our Department has become nationally recognized as a major source of in- formation relative to police vehicles and their use. This year’s motorcycle evaluation was conducted October 11th – 14th, 2016 by the Los Angeles County Sheriff’s De- partment. All major manufacturers of police motorcycles were invited to participate. BMW, Harley Davidson, Honda and Victory each submitted motorcycles for evaluation. The motorcycles submitted were: *2017 Honda ST 1300-PA *2017 BMW R 1200 RT-P *2017 Harley-Davidson Road King *2017 Victory Commander 1 *2017 Harley-Davidson Electra Glide All of the motorcycles submitted completed the test satisfactorily. The testing process is designed to address the law enforcement officer’s operational requirements in terms of motorcy- cle performance, safety, and comfort. The fleet maintenance interest is addressed by performing an extensive mechani- cal evaluation on each motorcycle submitted. Each test is designed and executed to simulate actual field use conditions as closely as possible. Law enforcement mo- torcycle personnel conduct the evaluations on city streets, freeways, and the performance track.
