Indeed, we need to take stock and see what more we can do. It is for this reason that the Scottish Government initiated this Road Safety Framework for Scotland to 2020. An Expert Panel was set up to help steer the direction of this Framework and it has made an excellent contribution to the debate.

Review of the Traffic Accident Situation in the UK 1.1 National Population The population of the UK has grown throughout the century but at a declining rate. For example, between 1901 and 1911 the growth rate of the UK population averaged 1% per annum. Between 1981 and 1991, however, the average growth rate of the population had fallen to about 0.26% per annum. The following graphs in Figure 1 shows how the population has changed over the period 1951-2010.
