26.7.2018 EES-Viðbætir Við Stjórnartíðindi Evrópusambandsins Nr 26.7.2018 EES-viðbætir við Stjórnartíðindi Evrópusambandsins Nr. 49/399 REGLUGERÐ FRAMKVÆMDASTJÓRNARINNAR (ESB) 2018/336 2030/EES/49/30 frá 8. mars 2018 um breytingu á reglugerð (EB) nr. 748/2009 um skrána yfir umráðendur loftfara sem stunduðu flugstarfsemi sem tilgreind er í I. viðauka við tilskipun 2003/87/EB 1. janúar 2006 eða eftir þann dag þar sem ábyrgðarríki hvers umráðanda loftfars er tilgreint (*) FRAMKVÆMDASTJÓRN EVRÓPUSAMBANDSINS HEFUR, með hliðsjón af sáttmálanum um starfshætti Evrópusambandsins, með hliðsjón af tilskipun Evrópuþingsins og ráðsins 2003/87/EB frá 13. október 2003 um að koma á fót kerfi fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda innan Bandalagsins og um breytingu á tilskipun ráðsins 96/61/EB (1), einkum b-lið 3. mgr. 18. gr. a, og að teknu tilliti til eftirfarandi: 1) Tilskipun Evrópuþingsins og ráðsins 2008/101/EB (2) breytti tilskipun 2003/87/EB þannig að kerfið fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda innan Sambandsins taki til flugstarfsemi. 2) Í reglugerð framkvæmdastjórnarinnar (EB) nr. 748/2009 (3) er tekin saman skrá yfir umráðendur loftfara, sem stunduðu flugstarfsemi sem er tilgreind í I. viðauka við tilskipun 2003/87/EB, 1. janúar 2006 eða eftir þann dag. 3) Tilgangurinn með skránni er að draga úr stjórnsýslubyrði hjá umráðendum loftfara með því að leggja fram upplýsingar um það hvaða aðildarríki bera ábyrgð á tilteknum umráðanda loftfars. 4) Innfærsla umráðanda loftfars í kerfi Sambandsins fyrir viðskipti með losunarheimildir er háð starfrækslu flugstarfsemi sem er tilgreind í I. viðauka við tilskipun 2003/87/EB og er ekki háð innfærslu í skrána yfir umráðendur loftfara sem framkvæmdastjórnin tók saman á grundvelli 3. mgr. 18.gr. a. í þeirri tilskipun. 5) Breytingar á skránni yfir umráðendur loftfara eru byggðar á nýjustu gögnum frá Evrópustofnun um öryggi flugleiðsögu. 6) Brýnt er að þessi reglugerð öðlist gildi sem fyrst til að uppfylla tímamörkin fyrir árlega uppfærslu á skránni yfir flugrekendur sem mælt er fyrir um í b-lið 3. mgr. 18. gr. a í tilskipun 2003/87/EB. 7) Því ætti að breyta reglugerð (EB) nr. 748/2009 til samræmis við það. (*) Þessi ESB-gerð birtist í Stjtíð. ESB L 70, 13.3.2018, bls. 1. Hennar var getið í ákvörðun sameiginlegu EES-nefndarinnar nr. 166/2018 frá 6. júlí 2018 um breytingu á XX. viðauka (Umhverfismál) við EES-samninginn (bíður birtingar). (1) Stjtíð. ESB L 275, 25.10.2003, bls. 32. (2) Tilskipun Evrópuþingsins og ráðsins 2008/101/EB frá 19. nóvember 2008 um breytingu á tilskipun 2003/87/EB þannig að kerfið fyrir viðskipti með heimildir til losunar gróðurhúsalofttegunda í Bandalaginu taki einnig til flugstarfsemi (Stjtíð. ESB, L 8, 13.1.2009, bls. 3). (3) Reglugerð framkvæmdastjórnarinnar (EB) nr. 748/2009 frá 5. ágúst 2009 um skrána yfir umráðendur loftfara sem stunduðu flugstarfsemi sem tilgreind er í I. viðauka við tilskipun 2003/87/EB 1. janúar 2006 eða eftir þann dag þar sem ábyrgðarríki hvers umráðanda loftfars er tilgreint (Stjtíð. ESB L 219, 22.8.2009, bls. 1). Nr. 49/400 EES-viðbætir við Stjórnartíðindi Evrópusambandsins 26.7.2018 SAMÞYKKT REGLUGERÐ ÞESSA: 1. gr. Í stað viðaukans við reglugerð (EB) nr. 748/2009 komi textinn í viðaukanum við þessa reglugerð. 2. gr. Reglugerð þessi öðlast gildi á þriðja degi eftir að hún birtist í Stjórnartíðindum Evrópusambandsins. Reglugerð þessi er bindandi í heild sinni og gildir í öllum aðildarríkjunum án frekari lögfestingar. Gjört í Brussel 8. mars 2018. The driving forces are the external and internal pressures, such as demand from the public and society, from governments, stakeholders and shareholders, as well as from NGOs, activists, and the industry- intern economic competition between the airlines. Within the scope of this research, the main focus was on the research question: How can the variation in the claims of sustainable measures reported in the 2018 annual reports and sustainability reports by four different European airlines be explained from the characteristics of the airlines and of the countries in which the airlines are registered?. The ecosystem for the conducted analyses consists of four airlines from four different countries in the European Union. Seven sustainability parameters were chosen in order to objectively analyze the sustainability reporting of the airlines and of their countries of registrations. The parameters are: (I) alternative fuel, (II) CORSIA, (III) aviation tax, (IV) aircraft age, (V) aircraft design, (VI) Dow Jones Sustainability Index, and (VII) atmosfair Airline Index.
