    LOKAYUKTA HARYANA ANNUAL REPORT FOR THE YEAR 2018-2019 (01.04.2018 TO 31.03.2019) After I had taken oath as Lokayukta of Haryana on 19th July, 2016, this is my 3rd Annual Report on the functioning of Lokayukta Institution for the aforesaid period under report being submitted to the Hon’ble Governor of Haryana as required under Section 17 (3) of the Haryana Lokayukta Act, 2002. Lokayuktas have been unearthing corruption cases, recommending measures to redress grievances of the people and above all, acting as a much needed safety valve to release the bottled up pressure of aggrieved citizens, which, if allowed to accumulate, would put a question mark on the credibility of our administrative apparatus. The very existence of a Lokayukta helps to generate a feeling of assurance among the public at large, that they have a mechanism to fall back upon when faced with corrupt public servants. Lokayukta investigates cases of corruption, where substantiated, recommend action. It is a great check on corruption, brings about transparency in the system, and makes administrative machinery citizen friendly. His functions largely depend upon jurisdiction vested in him and facilities provided 2 for taking cognizance of citizens’ grievances promptly, deftly and expeditiously through simple, informal mechanism devoid of technicalities. Corruption is internationally recognized a major problem, capable of endangering stability and security of society, threatening social, economic and political development and undermining the values of democracy and morality. It has assumed alarming proportions resultantly public funds going into private hands leading to enrichment of bribe givers and bribe takers. Corruption, inefficiency, delays and insensitivity to people’s grievances can be identified key problems besetting the nation.

Ministry of Environment, Forest and Climate Change prior Environmental Clearance vide notification dated 15.01.2016 provided that the at District level, the District Environment Impact Assessment Authority (DEIAA) shall deal and grant environmental clearances for matters falling under Category ‘B2’ for mining of minor minerals in the said Schedule. The notification dated 15.01.2006 further provides that the District Survey Report for mining of sand a minor mineral deposits be shall be prepared as per procedure prescribed for preparation of District Survey Report for sand mining or river bed mining and mining of other minor minerals is given in Appendix X of the notification. The main objective of the preparation of District Survey Report (as per the Sustainable Sand Mining Guideline) is to ensure that the identification of areas of aggradations or deposition where mining can be allowed; and identification of areas of erosion and proximity to infrastructural structures and installations where mining should be prohibited and calculation of annual rate of replenishment and allowing time for replenishment after mining in that area. However, under the heading “Methodology adopted for calculation of Mineral Potential” it has been stated that the District Survey Report shall be prepared for each minor mineral in the district separately and its draft shall be placed in the public domain by keeping its copy in Collectorate and posting it on district’s website for twenty one days for seeking comments of the general public before finalsing the same.

    BRIEF SUMMARY OF THE PROJECT Name of the Project : Dadam Stone Mining Project (13579949 TPA Stone & 1508883 TPA mineral reject ) situated at Khasra No.-132, Near Village: Dadam, Tehsil- Tosham, District- Bhiwani, Haryana over an area of 48.87ha by M/S Govardhan Mines & Minerals The project site falls in Survey of India Toposheet No. 44 P/13 . As per EIA Notification dated 14 th Sep, 2006 and as amended and as per S.O 2269 (E) dated 01.07.2016 the area is less than 50 ha. Thus the said project has to be apprised as Category “B1” project. The mining lease area of 48.87 ha is a Government Waste land. No forest involved in the mine site. The letter of intent has been issued in favour of M/S Govardhan Mines & Minerals, vide letter DMG/HY/ML/Dadam/2018/5062 dated 11.10.2018 for 10 years. The lease area flat terrain in nature, sloping towards North Eastern. There is no forest land or agriculture land in the mine lease area. At the end of life of mine, total excavated area will be 34.3773 ha in absence of any fill material; entire excavated pit will be converted into a water reservoir. Mining will be carried out through opencast mechanized method include drilling, blasting, loading / un-loading, and transportation. Blasting shall not be permitted within 100 m of surface structure not belonging to owner. Total mineable reserves are 69267352.01 Tonnes. Life of mine is 5.0 years @ 13579949 Tonne production. Total water requirement will be 50.0 KLD which will be brought from nearby villages of grey zone only.

Origin and Evolution of Life Origin of life: It is generally agreed that all life today evolved by common descent from a single primitive lifeform. We do not know how this early form came about, but scientists think it was a natural process which took place perhaps 3,900 million years ago. Origin of earth and its atmosphere: Earth is believed to have formed about 5 billion years ago. In the first 500 million years a dense atmosphere emerged from the vapor and gases that were expelled during degassing of the planet's interior. These gases may have consisted of hydrogen (H2), water vapor, methane (CH4) , and carbon oxides. Prior to 3.5 billion years ago the atmosphere probably consisted of carbon dioxide (CO2), carbon monoxide (CO), water (H2O), nitrogen (N2), and hydrogen.The hydrosphere was formed 4 billion years ago from the condensation of water vapor, resulting in oceans of water in which sedimentation occurred. Evolution is a branch of science deals with the unfolding of new and complex species from simple species. There are different plants and the animals which evolve in different ways in different habit, habitat or adaption. In general evolution is a dynamic process in which gradual change of body morphology takes place, after long period of time convert into more and more complex animal. Scientific hypothesis- Chemical evolution of life: Chemical evolution describes chemical changes on the primitive Earth that gave rise to the first forms of life.
