DISTRICT SURVEY REPORT OF DISTRICT BHIWANI (HARYANA) Prepared by:- R.S Thakran, Assistant Mining Engineer, Bhiwani. District Survey Report - District Bhiwani (HARYANA) 1. Ministry of Environment, Forest and Climate Change prior Environmental Clearance vide notification dated 15.01.2016 provided that the at District level, the District Environment Impact Assessment Authority (DEIAA) shall deal and grant environmental clearances for matters falling under Category ‘B2’ for mining of minor minerals in the said Schedule. The notification dated 15.01.2006 further provides that the District Survey Report for mining of sand a minor mineral deposits be shall be prepared as per procedure prescribed for preparation of District Survey Report for sand mining or river bed mining and mining of other minor minerals is given in Appendix X of the notification. The main objective of the preparation of District Survey Report (as per the Sustainable Sand Mining Guideline) is to ensure that the identification of areas of aggradations or deposition where mining can be allowed; and identification of areas of erosion and proximity to infrastructural structures and installations where mining should be prohibited and calculation of annual rate of replenishment and allowing time for replenishment after mining in that area. However, under the heading “Methodology adopted for calculation of Mineral Potential” it has been stated that the District Survey Report shall be prepared for each minor mineral in the district separately and its draft shall be placed in the public domain by keeping its copy in Collectorate and posting it on district’s website for twenty one days for seeking comments of the general public before finalsing the same. In district Bhiwani there are no sand deposits existing in the district as there is no perennial or seasonal river/s in the area, however, in the light of above, DSR needs to be prepared for each minor mineral in the district, the DSR for the Stone a minor mineral has been prepared as under. 1. INTRODUCTION:- Bhiwani District is one of the 22 districts of Haryana state in northern India. Created on 22 December 1972, the district was largest district of state by area before the creation of Charkhi Dadri as a separate district. It occupies an area of 5,140 square kilometers and administered 442 villages with a population of 16,34,445. The district headquarter is the city of Bhiwani, which is around 124 Kms. West of the national capital Delhi and 295 Kms. South-West of State Capital Chandigarh. Other major towns in the district are Siwani, Loharu, Tosham & Bawani Khera. The District Head Quarter Bhiwani is situated at Coordinates Latitude 28° 47' 56'' N Longitude 76° 8' E. District Bhiwani shares boundaries with Districts Rohtak in the East, District Churu and Jhunjhunu of Rajasthan in the West, District Hisar in North and District Charkhi Dadri & Mahendergarh in the South. District Head Quarter is situated at N.H. 148 B- Narnaul-Bhatinda National Highway and as well connected with Rewari-Hisar-Bhatinda Railway Line. Administratively, the district is divided into four Sub Divisions, namely Bhiwani, Tosham, Siwani & Loharu. There are five Tehsils in the District namely Bhiwani, Tosham, Siwani, Loharu & Bawani Khera and one Sub- Tehsil at Behal. Most of the area of District Bhiwani is a part of Bhiwani-Mahendergarh Lok Sabha Constituency while the area of Sub-Tehsil Bawani Khera falls under Hisar Lok Sabha Constituency. There are five Vidhan Sabha Constituencies in the District Bhiwani, namely:- Bhiwani, Loharu, Bawani Khera, Tosham & Siwani. The district is comprising of 442 villages with a population of 16,34,445 souls as per census of 2011 Geology of the area: The district located in the semi-arid region of the State. The district forms a part of Indo-Gangetic alluvial plain which is covered by Aeolian Sand Dunes over a considerable part of the District and marked by Aravali Hill exposures with ridges extending mainly in Tosham Sub-Division and one inselberg situated in Loharu Sub-Division. Brief of Mineral Deposits The district Bhiwani of Haryana is not known for any major minerals except Tin deposits established in the batholiths situated adjacent to town Tosham, however, commercial exploitation of Tin has not been carried mainly due to low percentage content. The Granites, the host rock having “Road Metal and Masonry Stone” a minor mineral used in the construction activity is available in abundance in the Aravali hill stretch in the district. Further, Lime Kanker a minor mineral deposits in the Alluvial plains in the certain part of the district are also found. Gypsum deposits have also been established in few villages of the District. No fluvial sand deposits exist in the district as there is no perennial or seasonal river/s in the area. 2. Overview of Mining Activity in the District:- In District Bhiwani, world’s most ancient Aravali Hill Ranges exist with a total out crop area of 830 hect. mainly with Granitic Instrusions in Quartzite rocks. The highest elevation in the district is Tosham Hill granitic batholiths with an altitude of 207 Meters above ground level which is an extinct volcanic eruption vent of the Precambrian Malani Igneous Suite of rocks which has been dated 732 Million Years old. The Aravali hill ranges in the district exist as inselbergs & scattered within 10 Kms. radius of the Tosham Town with Khanak Hill being the largest of all and others situated at Tosham, Dadam, Riwasa, Dulheri, Nigana, Dharan, Saral and Kharkari Sohaan revenues estates which are composed of granitic porphyries. Except of the presence of traces of Tin, Copper, Lead and Zinc deposits in the Tosham batholithic Hill, that too of presently non viable for commercial production, the mineral production is only restricted to Road Metal & Masonry Stone. Two stretches of Aravali Hillocks situated at Khanak & Dadam revenue estates cater for over 200 stone crushers installed in the area. The Gypsum deposits explored in the year 2007-08 in villages Dariyapur & Garanpura in Sub-division Tosham were granted the Mineral Concession under the provisions of law, however, the lessee surrendered the quarry recently in April 2018. In addition, Brick Earth is excavated at scattered places for manufacturing of Bricks by Brick Kiln Owners. In District Bhiwani one mining lease of Road Metal and Masonry Stone have been granted presently in the hillock of Khanak village with an area of 258.30 Hect. This mining lease has been granted to the State PSU, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) for a period of 20 Years w.e.f. the year December 2013 and is being successfully carrying mining operations presently. One more Mining area of 50.50 Hect. situated in revenue estate of village Dadam was granted on lease for Road Metal and Masonry Stone which was prematurely terminated w.e.f. 22.11.2017. 3. The lease holder namely M/s Sunder Marketing Associates after obtaining the Environmental Clearance on 03.07.2015 from the MoEF CC GoI commenced mining operation on 29.10.2015. Subsequently the mining lease was prematurely terminated on 22.11.2017 by State Government as well Hon’ble Punjab and Haryana High Court. The fresh lease shall be granted and EC obtained before undertaking mining. 4. Details of Royalty/Revenue received in last three years from District Bhiwani is as under:- Year 2015-16 (in Rs.) Detail of Production of sand or Bajri or minor mineral in last three years:- No fluvial sand deposits are available in the district as no perennial or seasonal rivers are situated in the area and hence of production of sand or Bajri from river bed areas is not relevant. As stated earlier the stone being excavated from the mines is the main raw material of the crushers in the district where the same is processed to produce rori/ dust. Process of Deposition of Sediments in the rivers of the District:- The area of Bhiwani District is marked by the Indogangetic Alluvial Plains with outcrops of Aravali Ranges and overlain by Aeolian Sand Dunes at isolated places. No perennial or seasonal rivers exist in district Bhiwani and as a result no fluvial Sand deposits are available in the district. 7. General Profile of the District:- 7.1 Haryana State Profile:- Haryana is a state in north India. It was carved out of the state of Punjab in 1966.
