Minister of Finance and Economic Development 1 1 2 FOREWORD In presenting the 2017 National Budget on 8 December 2016, I indicated the need to strengthen the outline of the Budget Statement presentation as an instrument of Budget accountability and fiscal transparency, in the process improving policy engagement and accessibility for a wider range of public and targeted audiences. Accordingly, I presented a streamlined Budget Statement, and advised that extensive economic review material, which historically was presented as part of the National Budget Statement, would now be provided through a new publication called the Annual Budget Review. I am, therefore, pleased to unveil and Table the first Annual Budget Review, beginning with Fiscal Year 2016. This reports on revenue and expenditure outturn for the full fiscal year, 2016. Furthermore, the Annual Budget Review also allows opportunity for reporting on other recent macro-economic developments and the outlook for 2017. As I indicated to Parliament in December 2016, the issuance of the Annual Budget Review, therefore, makes the issuance of the Mid-Term Fiscal Policy Review no longer necessary, save for exceptional circumstances requiring Supplementary Budget proposals. 3 Treasury will, however, continue to provide Quarterly Treasury Bulletins, capturing quarterly macro-economic and fiscal developments, in addition to the Consolidated Monthly Financial Statements published monthly in line with the Public Finance Management Act. This should avail the public with necessary information on relevant economic developments, that way enhancing and supporting their decision making processes, activities and engagement with Government on overall economic policy issues.

The study seeks to assess the extent to which gender interventions in education have been donor driven. The growing concern about large and persistent gender inequalities in education has led to the development of a number of initiatives on the part of multilateral and bilateral aid agencies aimed at encouraging the participation of women and girls in education. Despite this concern, efforts to reduce gender inequalities on the part of both governments and donor agencies have been uneven and policy interventions have evolved in a piecemeal fashion. In order to explore the reasons for the limited progress that has been made in improving girls' education in most developing countries, this study focuses on policy formulation and implementation with respect to girls' education in the three low income African countries.

Repression mainly took the form of limiting their freedom of expres- sion, since governments, always concerned with their image, poorly tolerated criticism of their policies and denunciation of human rights violations on their territories. Numerous cases of violence against human rights defenders were recorded, notably in Cameroon, Democratic Republic of Congo (DRC), and Zimbabwe. Moreover, several States follo- wed a more pernicious strategy of neutralisation and progressive paraly- sis of independent civil society, as for instance in Ethiopia, Mauritania and Rwanda. Defenders were also marginalised by campaigns aimed at discrediting them, organised by the authorities (DRC, Mauritania and Togo) and often relayed by pro-governmental NGOs that have become more and more present on both national and international scene. Although the war against terror remained on the political agenda of some States1, few governments used the fight against terrorism as a pre- text to undermine defenders' rights2. However, 2004 was marked by a increasing number of particularly restrictive legislation with regards to freedom of association (Ethiopia, Zambia, and Zimbabwe). This book describes the lives of hired farmworkers' children in their own words. Over 850 children aged 10-17 were interviewed or wrote essays in English or Shona. Nearly all the children were in elementary school in grades 4-7. Many farm children undergo experiences of loss and deprivation, work, marriage at a very young age, and lives constrained by poverty and geographic isolation, yet they show no self-pity and have hopes for the future. 2th introduction discusses the need for nongovernmental organizations and development workers to listen to the opinions and-priorities of the people who receive their assistance, including rural children, who have home and work responsibilities from an early age. The book is divided into nine sections that explore through the testimony of farm children issues of childhood; family life; the home, health, and preschool education; the farm; work; education and aspirations for the future; recreation; culture and history; and conceptions of the wider world.

    Young Adult Survey of Zimbabwe A Violence Against Children Study, 2017 Ministry of Health and Child Care Zimbabwe November 2019 Photo: Eric Bond/EGPAF, 2018 Zimbabwe Ministry of Health and Child Care NOVEMBER 2019 The Zimbabwe Ministry of Health and Child Care led all aspects of the 2017 Zimbabwe Young Adult Survey, a Violence Against Children Survey (VACS). The Zimbabwe National Statistical Agency (ZimStat) advised on survey design, provided the survey sample, and supported data weighting. Elizabeth Glaser Pediatric AIDS Foundation (EGPAF)–Zimbabwe provided technical assistance and coordinated the field implementation of the survey. The U.S. Centers for Disease Control and Prevention (CDC) provided technical assistance. CDC contributors supported weighting and data analysis for this report. The authors consulted with partners and the government of Zimbabwe on evidence-based strategies to prevent violence against children and youth. Funding for the implementation of the survey was provided by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the CDC under the terms of award number U2GGH000985 to EGPAF.
