Declaration of interests: Margaret Mitchell was invited to declare any relevant interests. Margaret Mitchell indicated that she had no relevant interests to declare. 2. Decisions on taking business in private: The Committee agreed to take items 5 and 6 in private. The Committee also agreed to consider its approach to its scrutiny of the budget in private at its next meeting. 3. Tribunals (Scotland) Bill: The Committee took evidence on the Bill at Stage 1 from— Rt Hon Lord Gill, Lord President of the Court of Session; Roseanna Cunningham, Minister for Community Safety and Legal Affairs; Michael Gilmartin, Solicitor, Scottish Government. Roderick Campbell indicated that he is a member of the Faculty of Advocates. 4. Subordinate legislation: The Committee considered the following negative instruments— Sale of Alcohol to Children and Young People (Scotland) Amendment Regulations 2013 (SSI 2013/199); J/S4/13/24/M Vulnerable Witnesses (Giving evidence in relation to the determination of Children's Hearing grounds: Authentication of Prior Statements) (Scotland) Regulations 2013 (SSI 2013/215); Football Banning Orders (Regulated Football Matches) (Scotland) Order 2013 (SSI 2013/228); Sports Grounds and Sporting Events (Designation) (Scotland) Amendment (No. 2) Order 2013 (SSI 2013/229); Civil Contingencies Act 2004 (Contingency Planning) (Scotland) Amendment Regulations 2013 (SSI 2013/247); Legal Aid and Advice and Assistance (Photocopying Fees and Welfare Reform) (Miscellaneous Amendments) (Scotland) Regulations 2013 (SSI 2013/250). The Committee agreed to make no recommendations in relation to the instruments. 5. Anti-social Behaviour, Crime and Policing Bill (UK Parliament legislation) (in private): The Committee agreed its report to the Parliament. 6. Engagement with stakeholders (in private): The Committee considered correspondence received. The meeting closed at 12.07 pm. The Annual General Meeting (AGM) opened in Committee Room 2 at 1.00 pm and was chaired by the Rt Hon Tricia Marwick MSP, Presiding Officer and President of the Commonwealth Parliamentary Association (CPA) Scotland Branch. Attendance 2. The Branch President welcomed the Members and noted that the quorum for the AGM of one twelfth of the Membership of the CPA Scotland Branch (the Branch) had been met. 4. The Branch President informed Members that Patricia Ferguson MSP was elected as the Vice-Chair of the Commonwealth Women Parliamentarians (CWP) Steering Committee in August 2013 and has already establishment the CWP British Islands and Mediterranean Region (BIMR) steering committee and a structure to enable regular regional CWP Conferences to take place. The Branch President noted that in March 2014 the Scottish Parliament was the first Branch to host the CWP BIMR Conference, which had received excellent feedback. Agenda Item 1: Apologies 5.
