S4M-03569 Sarah Boyack: Fair Access to the Legal Profession—That the Parliament considers that the Diploma in Professional Legal Practice is an essential requirement for students embarking on a career in the legal field; is concerned that there is an access issue for students on low incomes due to the lack of loans to cover maintenance costs; understands that this restricts all applicants studying for the diploma, irrespective of financial vulnerability and need; understands that the Postgraduate Tuition Fee Loan, to be introduced for 2012- 13, covers the cost of tuition for up to a maximum of only £3,400, despite course fees being considerably higher; considers the Professional and Career Development Loan to be an unsuitable alternative source of funding for many low-income students due to interest levels and restrictive repayment conditions, and believes that these measures limit the career path for many students in Lothian and across the rest of the country and do not widen access to the legal profession.

New and altered motions and amendments

*S4M-04209 Kenneth Gibson: The McLellan Arts Festival, Isle of Arran—That the Parliament recognises the annual McLellan Arts Festival, which is held on the Isle of Arran; notes that the 2012 festival, which ran from 31 August to 9 September, is held in honour of the Scottish dramatist and short story writer, Robert McLellan, who was an Arran resident for most of his life; understands that McLellan was an inspirational writer who rose to prominence for his skill in writing literary works in Scots and played a key role in the development of Scottish literature and drama; understands that the festival promotes McLellan’s creations by performing his works and providing an opportunity for aspiring writers to be recognised in the art world through poetry and playwriting competitions; notes that, this year, there were various events including dance workshops, performances, music sessions and what is considered the prestigious McLellan Poetry Prize, which is overseen by the Arran Theatre and Arts Trust and was judged by the Scottish poet and novelist, Jackie Kay, and considers that the festival provides an important opportunity to promote and support new and aspiring talent among the arts.

*S4M-04208 Kenneth Gibson: University of Dundee Chemotherapy Efficacy Gene Discovery—That the Parliament highlights a recent genetic breakthrough by researchers from the University of Dundee who have discovered a gene found in ovarian cancer that dictates the efficacy of certain chemotherapy treatments; notes that the research team, based at the university’s school of medicine, analysed genes from 187 ovarian cancer patients and discovered a gene called FGF1, which is found at higher levels in cancer cells that are resistant to platinum chemotherapy treatments, such as carboplatin and cisplatin; understands that, according to Cancer Research UK, 6,500 women were diagnosed with ovarian cancer in 2008 and that ovarian cancer accounts for more deaths than all the other gynaecological cancers combined in the UK; recognises the significant benefits of this discovery, allowing effective treatment plans to be individually made for patients who will genetically respond positively to treatment and the prospect of developing new drugs that specifically target and block the FGF1 gene, making the cancer cells sensitive to chemotherapy again, and considers that this shows Scotland’s leading research role in both genetics and cancer.

*S4M-04207 Kevin Stewart: JDRF Walk to Cure Diabetes—That the Parliament congratulates the organisers and participants of the JDRF walk to cure diabetes, which took place at Hazlehead Park in Aberdeen on 16 September 2012; pays tribute to the staff and board of JDRF Scotland in their efforts to raise awareness of and to fund research to find a cure for type 1 diabetes; recognises the support of TAQA Bratani as the main sponsor of the walk, and hopes that the fundraising efforts of the 800 plus participants will have helped raise a substantial sum for what is considered JDRF Scotland’s vital work.

*S4M-04206 David Torrance: Liz Anderson of East Fife Ladies FC Wins the Best Volunteer Award—That the Parliament congratulates Liz Anderson of East Fife Ladies Football Club on being recognised as the best volunteer in football for girls and women at the 2012 Scottish Football Association’s east area’s grassroots awards; understands that Liz has played a huge part in the running of East Fife Ladies Football Club by fulfilling a number of roles, which include player-manager, under-15 team coach, committee member, coach coordinator and fundraiser; believes that Liz has played an instrumental part in the realisation of a school-to-club programme that involves establishing formal ties with schools in the Levenmouth area, and hopes that such volunteers as Liz, who, it believes, dedicate their time and effort to passing on their skills to others, will continue to promote and develop ladies’ grassroots football in communities.

*S4M-04205 Kevin Stewart: World Whisky Day—That the Parliament hails the creation of a permanent focal point on the calendar for World Whisky Day, a day that will celebrate what is arguably Scotland’s greatest creation; notes that World Whisky Day 2013 will take place on 18 May; believes that it will help to promote Scotland’s national drink round the world and will promote tourism to Scotland as tourists search out the finest dram, and congratulates the University of Aberdeen student, Blair Bowman, on creating and developing World Whisky Day.

*S4M-04204# Liam McArthur: No to Nuisance Calls—That the Parliament understands that nuisance calls blight the lives of many people in Orkney and across Scotland; believes that these calls are particularly distressful for older, vulnerable people; is concerned that a quarter of a billion nuisance calls are made to Scots each year and that complaints about silent or abandoned calls in the UK have trebled in 2012; believes that poor regulation is failing to address the problem and that the rise in companies offering redress for missold payment protection insurance and a lack of consumer knowledge are exacerbating the situation; considers that more must be done to tackle nuisance calls and other forms of unsolicited contact, and would welcome a single, simple point of contact for any individual wishing to protect their privacy from unwanted calls, texts, faxes and emails.

*S4M-04201 Tavish Scott: Shetland Swimmer Selected for FINA World Cup— That the Parliament congratulates the Shetland swimmer, Andrea Strachan, on being selected for the Great Britain team at the FINA World Cup in Berlin on 20-21 October 2012; notes that the event consists of a series of international short course meets in October and November in Dubai, Doha, Stockholm, Moscow, Berlin, Beijing, Tokyo and Singapore; understands that, last year, the men’s winner was Chad le Clos from South Africa and the women’s winner was Therese Alshammar from Sweden; recognises that Andrea now trains with the University of and, like so many of the swimmers in the Lerwick Swim Team, she learned her craft at the Shetland and Lerwick amateur swimming clubs as well as at Shetland Recreational Trust swimming lessons, and wishes her every success as a GB athlete at the FINA World Cup.

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
