*S4M-06286 Mike MacKenzie: New HQ for Shetland’s Ocean Kinetics—That the Parliament congratulates the Shetland firm, Ocean Kinetics, on moving its 50 staff into a brand new headquarters in Lerwick’s Port Business Park; notes that the building was designed by the local architect, Alan McKay, and built by the local firm, Hunter and Morrisons; understands that Highlands and Islands Enterprise contributed £240,000 in grant funding and that a further £500,000 was accessed through the Scottish Government’s regional selective assistance scheme; further understands that the building has been made as energy-efficient as possible using hot-water underfloor heating, a bio-mass boiler that burns locally-produced wood pellets and carefully insulated cladding with minimised air leakage; commends Ocean Kinetics on becoming what it considers an expert in marine repair and corrosion prevention, metal works and fabrication, welding, pipework and design and also on its ambitious plans for growth; considers that the company’s achievements prove what can be achieved locally by using Scotland’s wealth of oil, gas and renewables opportunities, and supports the Scottish Government’s enthusiasm for these opportunities which it considers are helping drive Scotland’s economy and creating jobs in communities such as Shetland.

*S4M-06285♦ : Private Finance Initiative at the Edinburgh Royal Infirmary and across Lothian—That the Parliament notes with concern the report in the Edinburgh Evening News that the private finance initiative (PFI) contract for the Edinburgh Royal Infirmary (ERI) is such that the contractor can be fined a maximum of only £28.24 a day for serious failures in the maintenance contract; understands that the most recent of these failures involved a serious breach in hygiene, with flies being found in operating suites leading to operations being cancelled; is of the view that this is just the latest example of what it believes to be a disastrous PFI contract agreed in 1998; contrasts what it sees as this totally inadequate level of fines liable by the contractor, Consort Healthcare, with what it considers the inflated PFI charges, which now run at £60 million a year; understands that taxpayers will have paid out £1.28 billion to Consort Healthcare for the maintenance of the ERI by 2028; considers that this will deprive patients in Edinburgh and across Lothian of vital resources that should be used to recruit and retain hard-working NHS staff and to provide high-quality patient care; commends Gordon Beurskens for obtaining what it considers this vital information on the operation of the contract; further commends the Edinburgh Evening News for highlighting this issue and other instances of failure, such as surgery completed by torchlight and incomplete checks on staff, and believes the operation of PFI in Lothian and across Scotland to be a major public scandal.

*S4M-06284 Kevin Stewart: Loan Interest Rates—That the Parliament calls for a cap on interest rates on personal loans; believes that this is necessary in order to

protect vulnerable consumers from predatory payday loan companies charging extortionate interest rates; notes that, in the USA, each state has its own maximum rate, with the highest being 24%, and that Canada has a maximum rate of 60%; condemns payday loan companies in the UK, which often charge annual percentage rates in the thousands of per cent range; views such rates as unreasonable and excessive; rejects the conclusions of the Financial Conduct Authority, which has dismissed setting an upper interest rate on the grounds that payday loans are ―the only source of credit available to high-risk borrowers‖; believes that the UK Government and the regulatory authorities seem to be more interested in protecting the rights of the payday loan companies than those of vulnerable people, and calls on the Chancellor to take immediate action and set an upper interest rate cap.

*S4M-06283 John Wilson: Credit Union Expansion Project—That the Parliament welcomes the announcement that the Association of British Credit Unions Limited has been awarded a contract to deliver the £38 million Credit Union Expansion Project; understands that this investment will allow credit unions across Britain to achieve economies of scale, offer a wider, more advanced and more competitive range of products and services and, on a sustainable basis, offer affordable credit to consumers who might otherwise have no alternative to using high-cost lenders, and considers that the project will be of significant benefit to credit unions in Scotland by helping them to upgrade their systems.

*S4M-06282♦ : 100 Years of Conservation, Research and Education at Edinburgh Zoo—That the Parliament commemorates the centenary of Edinburgh Zoo, which was opened by Thomas Gillespie, founder of The Royal Zoological Society of Scotland (RZSS) in July 1913 and which remains, to this day, the only zoological park in the United Kingdom to have a Royal Charter; notes the varied programme of events planned to commemorate the centenary year, including exhibitions, lectures and interactive events for children and adults; considers that the legacy of Thomas Gillespie has been continued into the 21st century, with Edinburgh Zoo a world-recognised centre of conservation for threatened domestic and international species, undertaking projects such as the Scottish Beaver Trial, the Pantanal Conservation and Research Initiative, the Cairngorm Wildcat Project Nyungwe Ecology Project, African Wild Dog Conservation, Water Vole Conservation, the Budongo Conservation Field Station and the Henderson Island Restoration Project; commends the in-the-field research and what is considered the highly significant international conservation work that the RZSS undertakes, most notably, the China/UK Giant Panda Project, a world-first research project to reintroduce giant pandas into the wild; considers that Edinburgh Zoo has a particular focus on education and has, as such, garnered an international reputation for excellence in the study of animals and their environments both in captivity and in the wild, with teams of experts working at the vanguard of scientific research to further investigate Applied Conservation Genetics, population management, veterinary science, animal behaviour, ecology and nutrition, and understands that the design of the animal enclosures, which were originally based on the idea of the open zoo at Hamburg designed by Carl Hagenbeck, are constantly evolving in line with the continually expanding knowledge of physical and psychological animal welfare.

*S4M-06281 Anne McTaggart: Awards for All at St Constantine’s Primary and Penilee Nursery—That the Parliament congratulates St Constantine’s Primary School and Penilee Nursery School on being awarded £9,974 and £10,000 respectively by the Big Lottery Fund’s small grants scheme, Awards for All; understands that the two schools, which are based in the south side of Glasgow, will use the money to promote healthy living and improve their outdoor learning facilities; recognises that these funding decisions are based on public-benefit criteria; commends the efforts of pupils, parents and teachers in preparing what it considers was a strong case; appreciates the benefit that it believes this funding will bring to the wider school community, and wishes St Constantine’s Primary School and Penilee Nursery School every success in achieving their aims of promoting healthy living and active lifestyles.

S4M-06269 Bill Kidd: Leak of Nuclear Reactor on Board HMS Tireless—That the Parliament notes with concern the implications of the incident involving the Royal Navy’s nuclear-powered submarine, HMS Tireless; recognises that HMS Tireless reportedly experienced a leak from its reactor cooling system during an exercise off the west coast of Scotland in early February 2013; understands that HMS Tireless was launched in 1984 and is close to the end of its life, having experienced a number of damages in use, including when it was stranded in Gibraltar for 12 months in May 2000 due to cracks in pipe work of the reactor cooling system; believes that a recent policy briefing on the subject compiled by Nuclear Free Local Authorities (NFLA) rightly points out the questionable judgment demonstrated by the UK Government in allowing the damaged submarine to remain operational and further moving the leaking submarine to Devonport following this most recent incident rather than the nearer Faslane despite the risks that this posed; questions the level of risk analysis conducted before these actions were taken and what precautions were taken to militate against any identified risks; agrees with the NFLA’s view that the movement of the damaged HMS Tireless falls within the definition of a dangerous experiment, posing potential dangers to coastal waters and populations in Scotland, Northern Ireland, the Republic of Ireland, Wales and England, and calls on the UK Government to listen to the will of the Scottish people and like-minded individuals across these isles to make the UK a nuclear-free zone.

S4M-06245# Dave Thompson: Review of Specialist Heart Failure Nurse Services—That the Parliament welcomes the publication of the Review of Specialist Heart Failure Nurse Services by the Scottish Heart Failure Nurse Forum supported by Chest Heart & Stroke Scotland and the British Heart Foundation Scotland; understands that heart failure is a life-limiting condition for which there is no cure, that, unlike other cardiac conditions, its prevalence is rising and that it is estimated to affect up to 100,000 people in Scotland; considers that specialist heart failure nursing services reduce unnecessary hospitalisation for people with heart failure by around 35%, resulting in savings of around £1,826 per patient to the NHS; understands that NHS Highland meets the minimum Scottish Intercollegiate Guidelines Network (SIGN) guidelines ratio of 1:100,000 specialist nurses per head of population and provides specialist support to nearly 300 patients per year, but, given that NHS Highland covers 41% of NHS Scotland’s geographical area, travel times inevitably reduce the capacity of the service; considers that these pressures mean that there is limited capacity to deliver education and share skills and expertise with community staff to ensure that heart failure patients receive the support that they need; is concerned that, despite the strength of the evidence base, only four out of 14 NHS boards meet the minimum ratio of specialist heart failure nurses to population level laid out in SIGN guidelines from 2007, that the overall number of whole-time- equivalent posts in Scotland has fallen since 2008 despite the rising prevalence and that one board has no specialist heart failure nursing service in place at all, and notes calls for all NHS boards to ensure that, as a minimum, they meet the SIGN guidelines on whole-time-equivalent posts for what it sees as these crucial services.

S4M-06242 Kenneth Gibson: Commemorating the 70th Anniversary of the Warsaw Ghetto Uprising—That the Parliament notes that 19 April 2013 marks the 70th anniversary of the launch of the Warsaw Ghetto Uprising; understands that the uprising began, under the leadership of 23-year-old Mordecai Anielewicz when the Jewish Combat Organisation and other starving and lightly armed groups in the ghetto attacked German forces who sought to round up the surviving Jewish inhabitants for deportation to Nazi death camps, to which 300,000 Warsaw Jews had already been sent; considers it remarkable that resistance fighters were able to hold off the well-trained and heavily armed German soldiers for 28 days despite the former’s reliance on homemade explosives, pistols and other small arms smuggled into the ghetto and the overwhelming might of their opponents, who used aircraft, artillery, flamethrowers and poison gas against them; regrets that after the uprising the ghetto was burned to the ground and the 56,885 surviving Warsaw Jews either murdered immediately or sent to Treblinka extermination camp, where almost all were murdered on arrival; understands that the Museum of the History of Polish Jews, which is located on the site of the former Warsaw ghetto, commemorated the uprising earlier this month and that many other commemorative events are taking place throughout the world, and hopes that the courage and heroism shown by the Jewish resistance fighters in the face of genocidal oppression will not be forgotten.

S4M-05930# John Pentland: Workers’ Memorial Day 2013—That the Parliament welcomes International Workers’ Memorial Day on 28 April 2013, an annual day of global action to defend and promote health and safety rights and to ―Remember the dead; Fight for the living‖; applauds the numerous events being organised to remember those who have died in or been made ill by the workplace; supports the proposal for a steelworkers memorial to be erected at Ravenscraig; understands that, in the UK, over 20,000 people die prematurely every year as a result of injuries or accidents caused by their work and that, worldwide, there are two million people, more than are killed in wars; notes what it considers the important role of trade unions, with research suggesting that, without union involvement, workplace injury and illness increases significantly; understands that many trade unionists were included in the Consulting Association blacklist because they had expressed health and safety concerns; expresses deep concern over so-called low-risk workplaces, which will no longer receive unannounced inspections despite reportedly accounting for almost half of workplace deaths, and hopes that this annual day will continue to grow in stature and observance and thereby further the cause of workers’ rights and safety.

Proposals for Members’ Bills

A member seeking to introduce a Member’s Bill must first lodge a draft proposal, together with a consultation document (or a statement of reasons why consultation is not considered necessary). Subsequently, the member may lodge a final proposal, in broadly similar terms to the draft, accompanied by a summary of consultation responses (or the statement of reasons). The member secures the right to introduce a Bill to give effect to the proposal if the final proposal secures, within one month, the support of at least 18 other members from at least half the political parties or groups represented in the Parliamentary Bureau, and provided no indication is given that the Scottish Government or UK Government is planning equivalent legislation.

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
