Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

Motions and amendments can be published with various symbols: • Asterisks before the motion or amendment number indicate a motion or amendment published for the first time;

New and altered motions and amendments

*S4M-01557 : Scotland Shows Resilience in the Storm—That the Parliament applauds the efforts of the engineers who are working around the clock to restore power to around 70,000 homes in Scotland in the wake of the large tropical cyclone of 8 December 2011; understands that this work is being carried out as quickly and efficiently as possible; further understands that, because of this work, Scottish Power was able to restore electricity to most of its customers by the morning following the storm and that other suppliers had made progress that was similarly commendable; notes with concern the damage caused to buildings, vehicles and trees during the course of the storm; commends the early decision by the Scottish Government to issue proactive travel warnings, which were based on Met Office and police advice; applauds the work of the emergency services during and after the storm; commends the public for heeding what it considers to have been the important advice given to protect wellbeing and safety, and expresses support for each household and business in Scotland that is repairing damage caused by the exceptionally bad weather.

*S4M-01556 # Christine Grahame: The Work of Citizens Advice Scotland—That the Parliament recognises the vital work of Citizens Advice Scotland (CAS) on the high streets of the Scottish Borders, Midlothian and throughout Scotland, delivering free and often urgent advice; notes that in 2010-11 bureaux throughout Scotland dealt with 560,303 issues of which there were 203,000 new benefit issues, an increase of 8% on the previous year; notes that, in particular, CAS is concerned at the 33% increase in the number of new Employment and Support Allowance issues, which are time consuming and stressful for bureaux and clients, and that client applications to charities for assistance such as food parcels almost doubled in 2010- 11; is concerned that with threatened cuts to benefits the situation for many will not improve and that further demands will be made of the service, and hopes that this service, which it considers both vital and approachable, will be able to continue to provide support for people who are often the most needy in society.

S4M-01509 Richard Simpson: Supporting Healthy Choices—That the Parliament considers that there is a need to support consumers in making healthy choices regarding what they eat; notes that there is independent research suggesting that using a hybrid system of labelling including traffic light colours would be the most effective system for UK consumers; regrets what it considers to have been a missed opportunity for the European Parliament to introduce a mandatory front of package traffic light food-labelling system during the negotiations concerning the food information to consumers regulations; understands that this was despite the efforts of health charities such as the British Heart Foundation and Diabetes UK; welcomes however that the regulations allow member states to recommend the use of one or more additional forms of expression, and calls on the UK Government to follow the recommendation made by the House of Lords Science and Technology Committee in its report, Behaviour Change, and introduce a traffic light system of front of pack labelling on all food packaging.

S4M-01507 Patrick Harvie: No Place for Hate, LGBT Hate Crime in Education— That the Parliament notes with concern the findings of the recent National Union of Students’ report, No Place for Hate, that LGBT students are 10 times more likely than non-LGBT students to have concerns about being subject to abuse while studying at university or college, that 31% have experienced at least one incident of hate crime related to their sexual orientation at their place of study and yet only 4% of incidents are ever reported to the police, and believes that, as LGBT History Month, a month aimed at ending the silence imposed on the LGBT community, launches on 8 December 2011, action is needed to increase the reporting of hate crime incidents.

S4M-01506 Graeme Dey: Selfless Effort Ensuring Scotland Stays Open for Business—That the Parliament commends the work of gritter drivers and emergency services staff in Scotland who have worked hard to ensure that roads are kept open, people’s safety is ensured and the country keeps moving in the current freezing conditions being experienced across the nation; considers that, over the last two years, the extreme weather experienced by Scots through the coldest months has seen sterling efforts carried out not only by those mentioned above but also by railway staff, HGV drivers, utility company employees, the voluntary sector, postal workers and many individual cases of ordinary people helping family members, neighbours and the most vulnerable members of local communities; praises what it sees as these selfless efforts, without which many people would be stranded during what is considered some of the worst weather seen in a generation, and urges Scots over the winter of 2011-12 to continue to look out for older and vulnerable people by clearing their paths, ensuring that they have food and regularly checking on their welfare and to take time to consider the hard work going on night and day by so many people to ensure that Scotland stays open for business throughout the snowy and icy conditions.

S4M-01435.1 Margaret McDougall: Ferries Report—As an amendment to motion S4M-01435 in the name of John Finnie (Ferries Report), insert at end "; however notes with concern that this does not appear to be the direction of travel for the Firth of Clyde ferry routes, which appear to be under threat of privatisation; considers that this could lead to fare increases and the fragmentation and deregulation of the services as it considers has happened where other transport links and vital but non- profitable routes have been shut down, and requests that the Scottish Government considers this report carefully when making its decision on the Firth of Clyde and all other publicly owned ferry routes.”

S4M-01340 Stuart McMillan: Commending Petrol and Diesel Watch—That the Parliament commends the Greenock Telegraph’s Petrol and Diesel Watch feature, which advises motorists on a daily basis of the fuel prices at filling stations throughout Inverclyde and the west of Scotland; acknowledges that this was established in response to public outcry at rising fuel prices and also reported disparities of as much as 7p per litre between filling stations in nearby towns, and is concerned that dramatically rising fuel prices threaten to exacerbate an already challenging economic situation for households and business operations in Inverclyde, the west of Scotland and across the country as a whole.

For further information on the progress of Bills and subordinate legislation, contact either the relevant clerk or webpage (see end of Bulletin for details).

Bills in Progress

A list of all bills in progress can be accessed by the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. an Executive, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.

(Ex) = Executive Bill; (M) = Member’s Bill; (C) = Committee Bill; (P) = Private Bill; (H) = Hybrid Bill.
