S4W-04497 Richard Simpson: To ask the Scottish Executive what its position is on the comments made at page 20 of the Regulatory Reform Group Annual Report - 2011 that (a) “... there is no single register for alcohol licenses in Scotland every time central Government needs to put together national statistics or needs to examine issues in this area it has to write to each of the Licensing Boards across Scotland which causes unnecessary work ...” and (b) " ... the use of a single Licensing IT system would both provide greater consistency plus substantial resource savings currently put in to process additional information...this would not in any way take away from the ability of each Licensing Board to make its own individual decisions but would allow for consistent entry and processing and gathering of information."

S4M-01527 Elaine Murray: George Osborne’s Attack on Wildlife—That the Parliament notes with concern the comments of the Chancellor of the Exchequer to the effect that European rules to protect internationally important wildlife habitats have been gold-plated in the UK and that this places ridiculous costs on business; notes that Lord Davidson QC’s review of implementation of EU legislation, which reported in 2006, found no evidence that the EC Habitats Directive is over- implemented in the UK and that allegations of gold-plating are frequently simplistic and misconceived; further notes the conclusion of the UK National Ecosystem Assessment that “the natural world, its biodiversity and its constituent ecosystems are critically important to our well-being and economic prosperity, but are consistently undervalued in conventional economic analyses and decision making”; believes that Scottish nature conservation and the Scottish economy would be damaged by a weakening of habitat protection in England, and urges the Scottish Government to ensure that the spirit and letter of European wildlife rules are applied in Scotland and to commit to ensuring that Scotland meets its commitments under international nature conservation law.

S4M-01507 Patrick Harvie: No Place for Hate, LGBT Hate Crime in Education— That the Parliament notes with concern the findings of the recent National Union of Students’ report, No Place for Hate, that LGBT students are 10 times more likely than non-LGBT students to have concerns about being subject to abuse while studying at university or college, that 31% have experienced at least one incident of hate crime related to their sexual orientation at their place of study and yet only 4% of incidents are ever reported to the police, and believes that, as LGBT History Month, a month aimed at ending the silence imposed on the LGBT community, launches on 8 December 2011, action is needed to increase the reporting of hate crime incidents.

S4M-01506 Graeme Dey: Selfless Effort Ensuring Scotland Stays Open for Business—That the Parliament commends the work of gritter drivers and emergency services staff in Scotland who have worked hard to ensure that roads are kept open, people’s safety is ensured and the country keeps moving in the current freezing conditions being experienced across the nation; considers that, over the last two years, the extreme weather experienced by Scots through the coldest months has seen sterling efforts carried out not only by those mentioned above but also by railway staff, HGV drivers, utility company employees, the voluntary sector, postal workers and many individual cases of ordinary people helping family members, neighbours and the most vulnerable members of local communities; praises what it sees as these selfless efforts, without which many people would be stranded during what is considered some of the worst weather seen in a generation, and urges Scots over the winter of 2011-12 to continue to look out for older and vulnerable people by clearing their paths, ensuring that they have food and regularly checking on their welfare and to take time to consider the hard work going on night and day by so many people to ensure that Scotland stays open for business throughout the snowy and icy conditions.
