S4W-16768 Jackie Baillie: To ask the Scottish Government how many meetings ministers have had with representatives of Commonwealth nations in each year since 2007 and, in light of the assertion in Scotland’s International Framework that it ―will have ongoing dialogue with states at Ministerial and official level, raising human rights where appropriate in a diplomatic and culturally sensitive fashion‖, at which meetings were the rights of LGBT people in these countries discussed, broken down by country.

S4W-16770 Jackie Baillie: To ask the Scottish Government how many visits ministers have made to Commonwealth nations in each year since 2007 and, in light of the assertion in Scotland’s International Framework that ―…Scotland has a strong and enduring commitment to securing democracy, the rule of law and fundamental human rights across the world. We would expect all states to comply with international and human rights law, and condemn human rights abuses wherever they occur‖, on which visits it held meetings with groups that represent LGBT people, broken down by country.

S4W-16774 Elaine Murray: To ask the Scottish Government what information it will issue to residents of park homes regarding the changes to their rights arising from the Mobile Homes Act 1983 (Amendment of Schedule1) (Scotland) Order 2013.

S4W-16775 Claire Baker: To ask the Scottish Government what its position is regarding the use of electronic shock collars on (a) dogs and (b) other animals.

S4W-16776 Claire Baker: To ask the Scottish Government what its position is on the findings of the report by the universities of Bristol and Lincoln, Studies to assess the effect of pet training aids, specifically remote static pulse systems, on the welfare of domestic dogs.

S4W-16778 : To ask the Scottish Government what plans it has to review the provision of public sector contracts to faith organisations for which job applicants are required to hold specific beliefs that are determined as an occupational requirement under the Equality Act 2010.

A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

*S4M-07507 Mary Fee: Air Vice-Marshal Elaine West—That the Parliament commends the appointment of Air Vice-Marshal Elaine West, who it believes is the first two-star female to hold such a rank; understands that Elaine West has been a serving member of the for over 30 years and that throughout her career she has served in 18 different roles across the world; considers that her experience and knowledge will be paramount to the future operations of the Royal Air Force and that this will be proven through her new role as Director of Projects and Programme Delivery at the Defence Infrastructure Organisation; further considers that Elaine West’s promotion to Air Vice-Marshal is another step forward for gender equality by the armed services, and recognises that approximately 10% of armed services personnel are female, with the largest contingent of 14% coming from the Royal Air Force.

*S4M-07506 Anne McTaggart: Congratulations to Aberlour Youthpoint Glasgow—That the Parliament congratulates Aberlour Youthpoint Glasgow on winning the Young Award for outstanding contribution at the Evening Times Community Champions West awards at Drumchapel Community Centre on 21 August 2013; notes that this is the fourth event in this year’s Community Champion awards, which celebrate community work carried out across Glasgow; understands that, since beginning its work in the Whiteinch area of Glasgow last October, Aberlour Youthpoint has helped hundreds of people aged between 7 and 21 through street work and support, including workshops on drug and alcohol abuse, sectarianism, gang violence and sexual health issues, and pays tribute to all those who were nominated and won awards at the ceremony for the hard work and dedication that it considers they put into improving their communities.

*S4M-07505 : The Titan Crane, Clydebank—That the Parliament welcomes reports that the Titan Crane in Clydebank has been designated as an international historic civil and mechanical engineering landmark by the American Society of Civil Engineers; notes that it is only the 14th landmark in the UK to be given such recognition and that the designation is shared by engineering feats such as the Eiffel Tower and Sydney Harbour Bridge; understands that the crane is the first in the UK to have had separate endorsements by the leading international engineering institutions, the American Society of Civil Engineers, the Institution of Civil Engineers, the American Society of Mechanical Engineers and the Institution of Mechanical Engineers; notes that it was constructed in 1907, at a cost of £24,600, and was designed by a Scottish engineer, Adam Hunter, who was a member of both the American Society of Civil Engineers and Institution of Civil Engineers, and who was employed by the Glasgow-based firm, Sir William Arrol and Co; understands that, over the last century, the crane made a major contribution to the shipbuilding industry on the Clyde and helped fit out some of the world’s biggest battleships and liners, including HMS Hood, RMS Queen Mary, RMS Queen Elizabeth, HMS Vanguard and Queen Elizabeth 2; believes the crane to be a unique visitor and

education heritage centre on the River Clyde and that this latest designation emphasises its important place in history; considers that it will continue to allow Clydebank residents to feel proud in what it sees as the town’s pivotal role in Scottish and UK history, and believes that the designation will give the Titan Crane a new global status and that, because of this, visitors to Clydebank will be able to learn about it.

*S4M-07504 Fiona McLeod: Lenzie Woodhead Gymnastics Club Awarded Big Lottery Funding—That the Parliament congratulates Lenzie Woodhead Gymnastics Club on its Big Lottery Fund award of £2,000; understands that this will fund venue hire and pay toward fees for competitions and coaching courses in order to engage more young people in physical activity, and believes that this will help the club continue its good work in encouraging exercise among people from the area.

*S4M-07503 Graeme Dey: Celebrated Goalkeeper Passes Away—That the Parliament notes with sadness the passing of the former Aberdeen and Scotland goalkeeper, Fred Martin, who has died at the age of 84; notes that Mr Martin, who hailed from Carnoustie, played more than 200 times for the Dons between 1946 and 1960 and was part of their first league winning side in 1955, and understands that the Pittodrie side was Mr Martin’s only professional team and that he also represented the national side at the 1954 World Cup in Switzerland, earning six international caps in total.

*S4M-07501 Christian Allard: Adam Smith - Le Grand Tour—That the Parliament congratulates Vanessa Oltra, a professor of economics from Bordeaux, for bringing the play Adam Smith - Le Grand Tour to the Edinburgh Fringe Festival; considers that the play demonstrates that one of the most famous thinkers of modern times is renowned and celebrated across the world but still relatively unknown in Scotland; notes the contribution of the director of the Institut français d’Ecosse, Vincent Guerin, to incorporate the play written by Vanessa Oltra into Vive le Fringe, an event at the French institute that it considers presents the crème de la crème of French performing arts at the Edinburgh Festival Fringe, and considers that the annual International Festival in Edinburgh needs to encourage other writers and theatre companies from around the world to come to Scotland to help, celebrate and promote Scottish culture at home and abroad.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
