Please note that the annexed document is very long. The text of direct relevance to the issue raised here can be found on pages 19-20 of the annexed document. Requested action For reference The “List of the ongoing and completed flagships of the EUSBSR” is not any more embedded in the EUSBSR Action Plan. Rather, it has been made a separate document (an Annex to the Action Plan for the EU Strategy for the Baltic Sea Region) available for downloading on the EUSBSR website at http://www.balticsea-region- strategy.eu/action-plan/25-ongoing-and-completed-flagships-of-the-eusbsr (also annexed to this present document). Whereas several completed health and social well-being projects are listed on the list, only two are mentioned as ongoing, one of them being the NoDARS project led by the NDPHS Secretariat and the other one being a project “Strengthening prevention and reduction of impacts of Tuberculosis (TB), Human Immunodeficiency Virus (HIV) and associated infections (AIs) and other sexually transmitted infections (STIs) in the Baltic Sea Region by joint international activities (TB/HIV/AI/STIs Project)” which has been included on the list (already on its previous version) as recommended by the NDPHS upon request of the then NDPHS HIV/AIDS&AI Expert Group. The concept of the project had been developed already several years ago (in 2014) as part of a EUSBSR Seed-money project sponsored by the Interreg programme. As it subsequently turned out there is a problem finding a donor for the proposed project, the whole initiative seems to be put on hold. If so, the NDPHS Secretariat proposes that – when discussing reviewing / updating of activities to achieve regionally agreed objectives in the area of HIV/AIDS/TB/AI – the HIV, TB & AI Expert Group consider updating (or removal) of the text regarding the TB/HIV/AI/STIs project included on the said list. This should be done especially considering that the above- named Annex to the EUSBSR Action Plan names the ongoing flagships as projects/processes which have been given a flagship status and are active. At the same time, the NDPHS Secretariat recommends that the NDPHS Expert Groups consider what new ongoing projects (within or outside the NDPHS) can be proposed for inclusion on the list. PLANNING................................................................................................... 67 2 Introduction The European Union Strategy for the Baltic Sea Region (EUSBSR) is implemented, among others, by means of flagships – projects and processes. Flagships demonstrate the process and progress of the EUSBSR and may serve as pilot examples for desired change. A flagship is frequently the result of a policy discussion within a policy area or horizontal action. It fleshes out the ambition of a policy area or horizontal action in a specified field. It may, for example, develop key solutions, new methodologies, practices or a network looking for new forms of cooperation. Flagships may also concern key investments of regional importance. A flagship is either: ñ a single project; ñ a set of projects (a group) contributing to the same action; ñ a process (e.g. network, new cooperation platform, etc.). The label of a flagship can be given to a project/process that fulfils the following criteria: 1. it has a high macro-regional impact; 2. it contributes to meeting the objectives, indicators and targets of the EUSBSR; 3. it is related to the implementation of one or more actions of the policy area/horizontal action concerned. In general, a flagship is also expected to: 1. have a clear macro-regional dimension (cooperation between and/or impact on at least three Baltic Sea region states including at least two EU Baltic Sea region states if another Baltic Sea region state (Russia, Norway, Iceland, Belarus) is involved); in case a flagship is implemented by individual efforts (projects), coordination
