Životopis Jedan od utemeljitelja časopisa Ekonomska i ekohistorija, dr. sc. Drago Roksandić rođen je u Petrinji 1. siječnja 18. godine. Osnovno školovanje stjecao je u Sisku, Čapljini i Mostaru, a od šestog razreda školovao se u Zagrebu gdje je završio i gimnaziju. Studij filozofije i sociologije upisao je 1./1. akademske godine na Filozofskom fakultetu u Zagrebu, ali ga nije završio zbog radnih obveza u Beogradu od proljeća 1. godine. Na Filozofskom fakultetu u Beogradu upisao je studij povijesti 11./1. akademske godine, diplomiravši u najkraćem roku 15. s odličnim prosjekom ocjena. Na istom je fakultetu upisao poslijediplomski studij 1. godine. Radeći na temi magistarskog rada Bune u Senju i Primorskoj krajini 1719. - 1722. godine, višekratno je istraživao u zagrebačkim te, kao stipendist austrijske vlade, pet mjeseci u bečkim arhivima. Najveći dio korištenoga gradiva bio je na njemačkom jeziku i pismu. Magistrirao je 180. godine. U sklopu rada na doktorskoj disertaciji o Hrvatskoj krajini pod francuskom vlašću (180. - 181.), cijelu 180./181. akademsku godinu bio je u Francuskoj kao stipendist francuske vlade. Istraživao je u više arhiva i knjižnica u Parizu i izvan Pariza (Archives Prof. dr. sc. U Parizu je istodobno redovno sudjelovao u radu nekoliko doktorandskih kolegija na l’École des hautes études en sciences sociales kao upisani slobodni slušatelj (étudiant libre) te pratio specijalističke kolegije u Institutu za povijest Francuske revolucije na Sveučilištu Pariz 1-Sorbonne. Doktorsku disertaciju Vojna Hrvatska - La Croatie Militaire. Krajiško društvo u Francuskom carstvu (1809. - Prof. dr. sc. Drago Roksandić s dijelom istraživačkog tima 181.), izvorno prijavljenu na Filozofskom međunarodnog projekta »TRIPLEX CONFINIUM« fakultetu u Beogradu, obranio je 188. godine na Filozofskom fakultetu u Zagrebu. Godine 18. primljen je za asistenta pripravnika na Katedri za povijest naroda Jugoslavije u novom vijeku na Filozofskom fakultetu u Beogradu, a nakon magistriranja 180. izabran je u zvanje asistenta na istoj katedri. Nakon doktoriranja izabran je u zvanje znanstvenog suradnika na Filozofskom fakultetu u Zagrebu. Godine 10. izabran je za docenta na Katedri svjetske povijesti na Odsjeku za povijest Filozofskog fakulteta S kolegicama i kolegama prigodom primanja visokog u Zagrebu, a 1. u znanstveno-nastavno francuskog odlikovanja 2004. godine zvanje izvanrednog profesora za znanstveno područje humanističkih znanosti (povijesne znanosti) za predmet Svjetska povijest novog vijeka. Godine 00. izabran je u znanstveno-nastavno zvanje redovnog profesora u humanističkom znanstveno-nastavnom području, polje povijest. U vrijeme prethodnog izbora predavao je predmet Svjetska povijest ranoga novog vijeka, a zatim je prešao na predmet Povijest srednje i jugoistočne Europe ranoga novog vijeka. U lipnju 008. godine na Senatu Sveučilišta u Zagrebu izabran je za redovnog profesora u trajnom zvanju. Istodobno je na Fakultetskom vijeću Filozofskog fakulteta u Zagrebu izabran za šefa Katedre za povijest srednje i jugoistočne Europe Odsjeka za povijest. U reformiranoj preddiplomskoj nastavi povijesti je zajedno sa suradnicima utemeljio predmet Europske regije i hrvatska povijest ranoga novog vijeka. Voditelj je diplomskog modula iz ranonovovjekovne povijesti, čije će izvođenje početi 008./00. akademske godine. Zajedno s prof. dr. sc. Davorom Dukićem, doc. dr. sc. Natašom Štefanec i doc. dr. sc. Zrinkom Blažević predlagač je fakultetskog poslijediplomskog doktorskog studija ranoga novog vijeka, koji je u siječnju 008. godine dobio sveučilišnu dopusnicu i čije će izvođenje također početi u 008./00. akademskoj godini. Na Odsjeku za povijest sudjelovao je u nastavi na poslijediplomskom studiju Hrvatska povijest, a sada sudjeluje i u izvođenju EKONOMSKA I EKOHISTORIJA Volumen 4, Broj 4, str. 151 - 231 Ekonomska i ekohistorija 15 Hrvoje Petrić - BIOGRAFIJA I BIOBIBLIOGRAFIJA PROF. Mirom Kolar (lijevo) predstavlja prva dva broja časopisa međunarodnog znanstvenog skupa »Ekohistorija Ekonomska i ekohistorija podravskog višegraničja« odsječkog poslijediplomskog doktorskog studija Hrvatska moderna i suvremena povijest u europskom i svjetskom kontekstu. Nakon doktoriranja 188. godine boravio je kao gost predavač (visiting lecturer) na sveučilištu Yale u SAD-u te na Filozofskom fakultetu u Zadru. Godine 11./1. bio je gost istraživač u bečkom Institut für die Wissenschaften vom Menschen gdje je u četverogodišnjem razdoblju bio i dopisni član kao jedan od utemeljitelja i voditelja dugoročnog istraživačkog projekta »Re-Thinking the Post- War History of Europe« (zaključenog 1. godine). Kao gost predavač surađivao je sa Srednjoeuropskim sveučilištem (CEU) u Budimpešti gdje je 15. godine imenovan recurrent associate visiting professor te je u tom statusu na sveučilišnom Odsjeku za povijest i u Jugoistočnoeuropskom institutu održavao nastavu za poslijediplomske studente i doktorande do ljeta 00. godine. Gost profesor je bio u ožujku i travnju 18. godine na Université Paris-8, a u rujnu 001. bio je gost istraživač u hrvatsko-francuskom projektu na Sveučilištu u Strasbourgu. U ožujku 00. godine kao directeur d’études invité étranger na l’École pratique des hautes études držao je predavanja na Sorboni. U kolovozu 18. godine bio je Senior Fellow u bonnskom Center for European Integration Studies itd. Po pozivu je kao predavač i kao Prof. dr. sc. Drago Roksandić je jedan od utemeljitelja ekohistorije ne samo u Hrvatskoj, nego i u dijelu podnositelj priopćenja sudjelovao u radu 1 jugoistočne Europe. Bio je predsjednik znanstvenog međunarodnih skupova u Austriji, Belgiji, odbora međunarodnog znanstvenog skupa »Ekohistorija podravskog višegraničja« EKONOMSKA I EKOHISTORIJA Volumen 4, Broj 4, str. 151 - 231 154 Hrvoje Petrić - BIOGRAFIJA I BIOBIBLIOGRAFIJA PROF. DRAGE Roksandića Bosni i Hercegovini, Bugarskoj, Crnoj Gori, Češkoj, Francuskoj, Grčkoj, Italiji, Izraelu, Japanu, Kanadi, Luksemburgu, Mađarskoj, Njemačkoj, Poljskoj, Rusiji, SAD-u, Sloveniji, Srbiji, Španjolskoj, Švicarskoj, Turskoj, Ukrajini, Velikoj Britaniji i Hrvatskoj. Najmanje , ovisno o načinu vrednovanja, realizirano ih je nakon izbora za redovnog profesora. Osim toga, održao je javnih predavanja u Hrvatskoj te Austriji, Bosni i Hercegovini, Mađarskoj, Njemačkoj, SAD-u, Srbiji, Rumunjskoj i Španjolskoj. Od 000. do 00. bio je pročelnik Odsjeka za povijest i predstojnik Zavoda za hrvatsku povijest Filozofskog fakulteta u Zagrebu. Godine 001. u Zavodu za hrvatsku povijest sa svojim projektnim suradnicima inicirao je stvaranje Centra za komparativno-historijske studije, koji je dvije godine poslije preimenovan u Centar za komparativno-historijske i interkulturne studije. Od utemeljenja je bio njegov voditelj. Budući da je Centar razvio širok spektar interdisciplinarnih i transdisciplinarnih djelatnosti, svi članovi utemeljitelji Centra i više nastavnika s drugih odsjeka inicirali su 00. godine fakultetsko institucionaliziranje Centra za komparativno-historijske i interkulturne studije. Fakultetsko je vijeće 5. siječnja 00. godine prihvatilo tu inicijativu, a Centar se ubrzo afirmirao kao nositelj spomenutoga odobrenog prijedloga o utemeljenju poslijediplomskoga doktorskog studija ranoga novog vijeka. Član je uredništva tri međunarodna časopisa: Austrian History Yearbook (»correspondant»; od 001.), Balkanologie (Pariz; od 001.) te Ekonomska i ekohistorija (član Uredništva i predsjednik Međunarodnog uredničkog vijeća; od 005.). Bio je voditelj, odnosno suvoditelj pet istraživačkih projekata - »Povijest političke misli u Hrvatskoj«, »Nacionalno i jugoslavensko u srednjoškolskim udžbenicima povijesti«, »Le fait militaire dans les états et les sociétés du Sud-Est européen«, »Kulturni identitet i povijesno pamćenje« i »Triplex Confinium« te voditelj jednog istraživačkog programa - »Triplex Confinium«. Aktivno vlada engleskim, francuskim i njemačkim jezikom, a pasivno ruskim, talijanskim i latinskim. Znanstvena djelatnost Znanstveni rad dr. sc. Drage Roksandića vrlo je bogat i mnogostran. Njegova istraživanja posvećena su hrvatskoj, regionalnim te europskoj i američkoj povijesti, a obuhvaćaju razdoblje od 15. do 0. stoljeća. Napisao je velik broj znanstvenih i stručnih radova, ocjena i leksikografskih članaka. Urednik je brojnih zbornika i knjiga te pisac predgovora ili pogovora u tim izdanjima. Objavio je više samostalnih autorskih knjiga. Od prije objavljenih treba istaknuti doktorsku disertaciju te vrlo zanimljivu knjigu Srpska i hrvatska povijest i ‘nova historija’. Potonja predstavlja tematsku zbirku prije objavljenih znanstvenih radova, koja je tiskana na hrvatskom (11.) te integralno i na japanskom jeziku (1.). Knjiga Srbi u Hrvatskoj od 15. stoljeća do naših dana (Zagreb, Vjesnik, 11., 10 str.) pisana je u formi znanstvenopopularne sinteze, dakle bez znanstvenog aparata.     History is the science of the past. Or is it? Its object is what has already happened. But, far from being out of sight, out of mind, the past is our constant partner. Our waking life is populated by ideas of who we are and what we should do, based in a more or less informed way on our knowledge of the past. European citizens have embarked on an important journey, building a Union, consolidating it and even admitting numer- History and Europe ous new members. What is our destination? How long will the journey take? No one knows. For now, there is only one answer: “Time will tell”. But how we shape our Union, how we react to challenges and resist or negotiate change depends on what we are able to pre- dict and what we know about ourselves, others, and the polity we are striving to build. Strangely, considering the urgency of being informed about issues that concern us all, few students in higher education are given the opportunity to learn about the European Union and its development. In most History departments, if EU his- tory is taught at all, it is from a point of view skewed towards the national experience. This is natural, but it also tells us that a fuller circulation of knowledge and ideas is necessary. History learning and teaching are still conceived largely in a national framework, and rightly so, since the national context influences deeply how citizens experience their belonging to the EU. And Europe’s role in the wider world? Europeans need a deeper understanding of that world to interact positively with it.

It gathers materials created over the past three years regarding the third cycle of studies in the Bologna structure, that is the 'doctoral' cycle, leading to a Ph.D or similar degree. Since the Bologna conference of ministers held in Berlin, and especially after Bergen (May 2005), the 'third cycle' has become officially a part of the Bologna process. As such, it takes its place in the general structure that guides the efforts of legislators, academics and administrators engaged in the quest for quality in higher education -- in countries even more numerous than the 45 that have already signed the Bologna agreements. Please note that the annexed document is very long. The text of direct relevance to the issue raised here can be found on pages 19-20 of the annexed document. Requested action For reference The “List of the ongoing and completed flagships of the EUSBSR” is not any more embedded in the EUSBSR Action Plan. Rather, it has been made a separate document (an Annex to the Action Plan for the EU Strategy for the Baltic Sea Region) available for downloading on the EUSBSR website at http://www.balticsea-region- strategy.eu/action-plan/25-ongoing-and-completed-flagships-of-the-eusbsr (also annexed to this present document). Whereas several completed health and social well-being projects are listed on the list, only two are mentioned as ongoing, one of them being the NoDARS project led by the NDPHS Secretariat and the other one being a project “Strengthening prevention and reduction of impacts of Tuberculosis (TB), Human Immunodeficiency Virus (HIV) and associated infections (AIs) and other sexually transmitted infections (STIs) in the Baltic Sea Region by joint international activities (TB/HIV/AI/STIs Project)” which has been included on the list (already on its previous version) as recommended by the NDPHS upon request of the then NDPHS HIV/AIDS&AI Expert Group.

    April, 2006 CEEUN - Central and Eastern European University Network An international network of applied research on transition issues In 2002, CEEUN was established as a network of cooperation among international university institutions and research centers, with a wide range of issues and innovative projects. It was promoted by a group of Italian university Institutes, Departments and Research Centers: OSSFI- Finance, Banking and Enterprise Observatory, Udine University; ICETS-International Institute for Transition Studies, Luiss University Rome and Trieste University; CNEAS-Center for North East and Adriatic Studies, Venice; ITDO- International Transition Studies Observatory, University Ca' Foscari, Venice. The constitutive meeting took place in Vienna, at the WIFO-Austrian Institute of Economic Research, with the participation of nearly forty Institutions. Since the start up, more than four hundred faculty members, researchers and experts at international level, belonging to eighty research institutions in twenty-two countries have been cooperating in the CEEUN initiative. In the three years from the beginning, the development of the wide programs has been accompanied by the completion of the Network architecture and Transition Studies Review-TSR (www.springer.at/tsr), the Network scientific “voice” hosting papers and articles submitted by the partners. The Journal TSR is a quarterly published in English by Springer Wien New York, indexed in Journal of Economic Literature, with an international readership, and is focused on transition researches in Central and Southeast Europe, the Black Sea and Mediterranean region, Russia, Central Asia, Ukraine, Caucasus and, more recently, Latin America and Asia. The annual CEEUN meeting in Alpbach on September 2005 has signed a new step forward in order to better accompany and support the Network present stage without losing the wide representative capability of the many partners involved and the full operative stage of the Regional Centers.
