AGENDA 15, Enc xi) East Tynedale Parish and Town Council Forum May 2017 Dear Parish / Town Council The ‘East Tynedale Forum’ has been in existence for over 12 years under different titles. In 2009, when Northumberland became a unitary authority the East Tynedale & Western Castle Morpeth Parish Council Forum, which had been in existence since 20014, was reconstituted as the East Tynedale Community Forum and funding was received from Northumberland County Council . This funding ceased in February 2011, although we were permitted to keep the balance of the grants previously received and the forum was reconstituted as the East Tynedale Parish & Town Council Forum, consisting of 13 parish and 1 town council (see end of document). Its role has and continues to be to promote partnership working across parish boundaries in a distinct geographical area, to enable common issues, objectives, needs and aspirations to be pursued. To share information, experiences, examples of good practise, and work towards partnership working, and to provide a means of information sharing (see details of presentations received during the last two years on attached sheet). The forum meets quarterly at venues across the area covered. In 2012 Northumberland County Council formed the Town & Parish council Liaison Working Group, hosting quarterly meetings to promote better communication and information sharing. Initially membership was limited to town councils and larger parish councils but through work done by our previous chair Adrian Hinchcliffe parish council forum and clusters were invited to become members. I believe having a presence at this meeting enables us to raise issues and disseminate information. We have funded the forum from the balance of previous grants received but this has come to an end and we are considering future funding models. Whilst we are considering if there are any grants we could apply for, at the Forum meetings in January and April, this matter was considered and a formula for the forum to be funded by an annual grant from participating parish and town councils was suggested, see below. The annual budget is approx £650 pa (a more detailed budget will be circulated prior to agm), which covers secretarial services, expenses and room hire for quarterly meetings, and the formula below would provide for this with a small surplus. Prior to the agm, Wednesday 26th July, 7pm, in Wylam Institute we need to be in a position to discuss this matter, agree a formula and review and amend our constitution as appropriate. I would ask if you could discuss this matter within your next council meeting and return to me your views asap, dealing with the questions posed below. Comments Currently we hold meetings on the third Wednesday of each month. Does this clash with your Parish or Town Council meeting? Yes / No 1 At a time when parish and town councils are being expected to / have the opportunity to do more, when partnership working with Northumberland County Council and each other can / will provide solutions and arrangements to solve problems, when communications are vital and need sustaining, developing and improving, I believe the forum is of great value.
