WELCOME ADDRESSES Dr Tedros Adhanom Ghebreyesus, Director-General, World Health Organization Dr Tedros Adhanom Ghebreyesus was elected as WHO Director-General for a five-year term by WHO Member States at the Seventieth World Health Assembly in May 2017. He is the first WHO Director-General to have been elected from multiple candidates by the World Health Assembly, and is the first person from the WHO African Region to serve as WHO’s chief technical and administrative officer. Immediately after taking office on 1 July 2017 Dr Tedros outlined five key priorities for the Organization: universal health coverage; health emergencies; women’s, children’s and adolescents’ health; health impacts of climate and environmental change; and a transformed WHO. Prior to his election as WHO Director-General, Dr Tedros served as Ethiopia’s Minister of Foreign Affairs from 2012–2016. In this role he led efforts to negotiate the Addis Ababa Action Agenda, in which 193 countries committed to the financing necessary to achieve the Sustainable Development Goals. Dr Tedros served as Ethiopia’s Minister of Health from 2005–2012, where he led a comprehensive reform of the country’s health system. All roads lead to universal health coverage for Dr Tedros, and he has demonstrated what it takes to expand access to health care with limited resources. The transformation he led as Ethiopia’s Minister of Health improved access to health care for millions of people. Under his leadership Ethiopia invested in critical health infrastructure, expanded its health workforce, and developed innovative health financing mechanisms. Beyond Ethiopia, Dr Tedros’ global leadership on malaria, HIV/AIDS, and maternal and child health has been immensely impactful. He was elected as Chair of the Global Fund to Fight AIDS, Tuberculosis, and Malaria Board in 2009, and previously served as Chair of the Roll Back Malaria Partnership Board, and Co-chair of the Partnership for Maternal, Newborn and Child Health Board. Born in the city of Asmara, Eritrea, Dr Tedros holds a Doctorate of Philosophy (PhD) in Community Health from the University of Nottingham and a Master of Science (MSc) in Immunology of Infectious Diseases from the University of London. Dr Tedros is globally recognised as a health scholar, researcher, and diplomat with first-hand experience in research, operations, and leadership in emergency responses to epidemics. Throughout his career Dr Tedros has published numerous articles in prominent scientific journals, and received awards and recognition from across the globe. He received the Decoration of the Order of Serbian Flag in 2016, and was awarded the Jimmy and Rosalynn Carter Humanitarian Award in recognition of his contributions to the field of public health in 2011. pg. 1 Time : 13h00 – 13h15 WELCOME ADDRESSES Retno L. P. Marsudi, Minister for Foreign Affairs of the Republic of Indonesia Retno L. P. Marsudi was born in Semarang, 27 November 1962. Appointed on 27 October 2014, she is the first female Foreign Minister of Indonesia. Minister Marsudi joined the Ministry of Foreign Affairs in 1986. She has served in various posts including Ambassador of the Republic of Indonesia to the Kingdom of the Netherlands (2012-2014), Director General for American and European Affairs (2008 – 2012), Ambassador of the Republic of Indonesia to the Kingdom of Norway and the Republic of Iceland (2005-2008), Director for West Europe Affairs (2003-2005) and Director for Intra and Inter Regional Cooperation for America and Europe (2001-2003). She has also served at the Indonesian Embassy in Canberra (1990-1994) and in The Hague (1997-2001). Minister Marsudi has been presented with numerous national and international awards including The Agent of Change Award from the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) (2017), The Migrant Worker Protection Award from the Indonesian Migrant Workers Union (Serikat Buruh Migran Indonesia), (2017), The Special Award for Humanitarian Diplomacy Leaders from the PKPU Human Initiative (2018) and the Malalai Medal of Honor from President Ashraf Ghani of Afghanistan (2020). Minister Marsudi graduated in 1985 from Universitas Gadjah Mada, Yogyakarta, and majored in International Relations. She has also pursued several other studies, namely European Union Law at the Haagse Hogeschool in Den Haag, and Human Rights Study at the Oslo University. pg. 2 Time : 13h00 – 13h15 WELCOME ADDRESSES Stéphanie Seydoux – Ambassador for Global Health, French Republic Stéphanie Seydoux has been appointed French Ambassador for Global health in May 2018. She has served as the head of the Women's Rights and Gender Equality Division, assistant to the Director General of Women's Affairs and social cohesion from 2014 to 2017. Since November 2017, she was in charge of a support mission to the government for the revision of the bioethics law. After starting her career at the Ministry of Foreign Affairs, Stéphanie Seydoux joined the General Inspectorate of Social Affairs (IGAS) in 2004. From 2007 to 2010, she was responsible for the promotion of equality in the High Authority for the fight against discrimination and for equality (HALDE). From 2010 to 2013, she joined the Ministry of Foreign Affairs as first advisor, assistant to the head of post at the French Embassy in Kenya. Stéphanie SEYDOUX holds a master's degree in literature from the University of Oxford, a graduate of the Paris Institute of Political Studies (Sciences Po) and is a former student of the National School of Administration (ENA) - promotion "Léopold Sédar Senghor" pg. 3 Time : 13h00 – 13h15 WELCOME ADDRESSES Dr Päivi Sillanaukee, Ambassador for Health and Wellbeing, Republic of Finland Dr Päivi Sillanaukee (MD, PhD, eMBA) is the thematic Ambassador for Health and Wellbeing at the Ministry for Foreign Affairs of Finland as part of a pilot programme of cross-sectoral cooperation on global issues. Dr Sillanaukee is on leave from her duty as the Director-General of the Department of Safety, Security and Health of the Ministry of Social Affairs and Health of Finland. Dr Sillanaukee served as the Permanent Secretary of the Ministry in 2012 - 2019. Between 2008 and 2012, Dr Sillanaukee was the Director General of the Department for Social and Health Services at the Ministry. Previously, she was the Deputy Mayor and Director of Social and Health Services in the City of Tampere, Finland. Between 1990 and 2004, she held clinical and managerial positions in the Pirkanmaa Hospital District and was a member of the Tampere City Council. Dr Sillanaukee is a specialist in public health and management from the University of Helsinki. She has worked on policies to promote public health, social protection and gender equality in the European Union and global levels. She has represented Finland in the WHO Executive Board since May 2018 and served as its first and third Vice Chair from May 2018 to May 2020. She is the co- chair of the Alliance for Health Security Cooperation (AHSC), a member of the Steering Group of the Global Health Security Agenda (GHSA) and a member of Health Advisory Board of the UN Technology Innovation Lab (UNTIL) Finland. pg. 4 Time : 13h00 – 13h15 OPENING PRESENTATION Dr Jaouad Mahjour, Assistant Director General for Emergency Preparedness, World Health Organization Dr Jaouad Mahjour has been appointed as Assistant Director-General of the Emergency Preparedness Division within the World Health Organization’s Emergency Programme, as of 15 March 2019. Most recently, he served as the Director of WHO's Country Health Emergency Preparedness & International Health Regulations Department. A national of Morocco, Dr Mahjour is a public health specialist with over 30 years of experience in designing, implementing and evaluating diseases control programmes at national and international levels. He joined the World Health Organization as the Country Representative to Lebanon in 2005. In 2007, he took up the position of Director, Communicable Diseases Control in the WHO Eastern Mediterranean Regional Office. From 2014 to 2018, he served as Director of Programme Management, and additionally was designated by the Director-General as Acting Regional Director for the Eastern Mediterranean Region from October 2017 to May 2018. For more than ten years, Dr Mahjour led the implementation of the International Health Regulations 2005, and overall health security, preparedness and outbreak prevention and control programmes in the WHO Eastern Mediterranean Region Office and most recently in WHO Headquarters. Dr Mahjour holds a Doctorate of Medicine from the Faculty of Medicine and Pharmacy in Rabat (Morocco), and a Master degree in Public Health. Prior to joining WHO, Dr Mahjour was the Director of Epidemiology and Diseases Control in the Ministry of Health of Morocco. pg. 5 Time : 13h15 – 13h25 THEMATIC SESSION 1 – MEMBER STATES’ PERSPECTIVES ON EMERGENCY PREPAREDNESS DURING THE COVID- 19 PANDEMIC AND BEYOND Hasan Kleib, Ambassador/Permanent Representative of Indonesia to the United Nations, World Trade Organization, and other International Organizations, Geneva Mr. Hasan Kleib is currently Ambassador/Permanent Representative of Indonesia to the United Nations, World Trade Organization, and other International Organizations, Geneva. Prior to his assignment in Geneva, he was Deputy Minister/Director General for Multilateral Affairs, Ministry of Foreign Affairs (MOFA), from January 2012 until April 2017. Mr. Kleib has served at Ambassador/Permanent Representative (August 2010–December 2011)
