UNCLASSIFIED/UNLIMITED Quantifying the Effects of Chaff Screening on Hardkill and Softkill Coordination Nekmohamed Manji, Murat Kocakanat, and Agis Kitsikis Defence R&D Canada – Ottawa Department of National Defence 3701 Carling Ave Ottawa, ON, K1A 0Z4 CANADA Email: [email protected] ABSTRACT For the Navy, Anti-ship Missile Defence (ASMD) is a priority due to the obvious mismatch between a missile threat’s speed and maneuverability compared to a warship. Chaff is an off-board, passive technique that can be combined with a ship maneuver to create an effective tactic for ASMD. The effectiveness of chaff tactics is fundamentally dependent on the chaff radar cross section (RCS) as well as environmental factors including multi-path, sea state and wind conditions; engagement geometry such as threat bearing and ship maneuvers; target and threat properties like ship RCS and sophistication of electronic counter countermeasure (ECCM) features of the threat missile. In the future, hardkill and softkill coordination of maritime platforms is viewed as a force multiplier that will also improve the survivability of the task group. Therefore, the deployment of chaff must be made with consideration to many variables and the resulting optimization problem of developing robust tactics is complex. In this work, we present an application of a chaff modelling tool that can be used to aid in the design and analysis of optimal chaff countermeasures for ASMD. In particular, the effects of chaff screening and interference on the detection and engagement of missile threats for different task group geometries (scenarios) is studied. Our chaff design tool can be used to study the frequency and angular dependence of chaff RCS as a function of time and range for spherical and ellipsoidal chaff clouds. -

Billy Mitchell On September 12, 1918 at St. Mihiel in France, Col. Wil- liam Mitchell became the first person ever to command a major force of allied aircraft in a combined-arms opera- tion. This battle was the debut of the US Army fighting under a single American commander on European soil. Under Mitchell’s control, more than 1,100 allied aircraft worked in unison with ground forces in a broad offen- sive—one encompassing not only the advance of ground troops but also direct air attacks on enemy strategic tar- gets, aircraft, communications, logistics, and forces beyond the front lines. Mitchell was promoted to Brigadier General by order of Gen. John J. Pershing, commander of the American Expeditionary Force, in recognition of his com- mand accomplishments during the St. Mihiel offensive and the subsequent Meuse-Argonne offensive. After World War I, General Mitchell served in Washington and then became Commander, First Provisional Air Brigade, in 1921. That summer, he led joint Army and Navy demonstration attacks as bombs delivered from aircraft sank several captured German vessels, including the SS Ostfriesland. His determination to speak the truth about airpower and its importance to America led to a court-martial trial in 1925. Mitchell was convicted, and re- signed from the service in February 1926. Mitchell, through personal example and through his writing, inspired and en- couraged a cadre of younger airmen. These included future General of the Air Force Henry H. -

OPERATION RED WINGS – The (Mis)Information Aftermath Copyright © Ed Darack, 2010, All Rights Reserved – For The Marine Corps Gazette Ed Darack – www.darack.com – [email protected] Published in the January, 2011 issue of the Marine Corps Gazette, Page 62 NOTE: The editors at the Gazette changed the subtitle from “The (Mis)Information Aftermath” to “What Really Happened?” “Don’t let the truth ruin a good story.” – Origin unknown OVERVIEW: The events of OPERATION RED WINGS, which spiraled into disaster shortly after the insert of a four-man Naval Special Operations Forces (NAVSOF) reconnaissance and surveillance team (R and S team) during the opening phase of the operation, present warfighters (and those covering military operations) with a broad array of vital contemporary case studies relevant to those functioning at the battalion staff, company, platoon, and squad levels. These include studies in deconfliction between conventional and special operations forces, the paramount necessity of unity of command / effort, communication in complex mountainous terrain, mountain ambush tactics, and the importance of comprehensive, detailed planning, among others. Despite these lessons (the knowledge of which will arguably save lives in future operations), little has been discussed in professional military papers about OPERATION RED WINGS. However, much has been written and discussed about RED WINGS in general media (which is often referenced by warfighters for their ongoing professional military education), and much of this, including the content of two books on the topic, is rife with misinformation. BACKGROUND, KEY POINTS, AND AFTERMATH OF OPERATION RED WINGS: In November, 2004, 3d Battalion, 3d Marines (3/3) arrived in RC-East (Regional Command – East, Afghanistan) and assumed responsibility of their area of operations (AO), which included the restive Kunar Province.
