To cope with future climate change and natural environment changes, much of our planning and thinking needs to be adjusted. To this end, safety and rapidness of evacuation have become primary research goals. In this study, geographic information and fuzzy expert systems are applied to debris flow evacuation sites in Ershui Township, Changhua County, for evaluating their hazard ratings. After a geographic information system is used to overlay the environmental sensitivity, FLO-2D is applied to simulate debris flow situations, and the results are utilized to establish a fuzzy expert system that successfully evaluates the hazard ratings of such sites in hillside areas. For future applications, another evaluation reference based on original evacuation sites and routes or evacuation mechanisms and disaster prevention models is proposed as a source of essential assistance to relevant sectors. Lien TAIWAN PROVINCIAL MALARIA RESEARCH INSTITUTE2 INTRODUCTION The studies of the mosquitoes of Taiwan were initiated as early as 1901 or even earlier by several pioneer workers, i. e. K. Kinoshita, J. Hatori, F. V. Theobald, J. Tsuzuki and so on, and have subsequently been carried out by them and many other workers. Most of the workers laid much more emphasis on anopheline than on non-anopheline mosquitoes, because the former had direct bearing on the transmission of the most dreaded disease, malaria, in Taiwan. Owing to their efforts, the taxonomic problems of the Anopheles mos­ quitoes of Taiwan are now well settled, and their local distribution and some aspects of their habits well understood. However, there still remains much work to be done on the non-anopheline mosquitoes of Taiwan. Nowadays, malaria is being so successfully brought down to near-eradication in Taiwan that public health workers as well as the general pub­ lic are starting to give their attention to the control of other mosquito-borne diseases such as filariasis and Japanese B encephalitis, and the elimination of mosquito nuisance. Ac­ cordingly extensive studies of the non-anopheline mosquitoes of Taiwan now become very necessary and important. Morishita and Okada (1955) published a reference catalogue of the local non-anophe­ line mosquitoes. However the catalog compiled by them in 1955 was based on informa­ tion obtained before 1945. They listed 34 species, but now it becomes clear that 4 of them are respectively synonyms of 4 species among the remaining 30.

Olds∗ Department of Economics, National Taiwan University, 21 Hsuchow Road, Taipei 10020, Taiwan Received 13 December 2002; received in revised form 13 December 2002; accepted 13 December 2002 Abstract This paper presents evidence on the biological standard of living in Taiwan from 1842 to 1931 using Taiwanese height and weight data collected by the Japanese authorities from 1921 to 1931. This study shows that in the late Ch’ing adult heights were not increasing over time, while the adult heights of those born after the Japanese takeover did begin to increase rapidly. Evidence from children’s heights confirms that this growth in height continued through the 1920s. The body mass index of Taiwanese, however, did not increase in the 1920s. By most measures, the biological standard of living was better in the north of the island. Comparison with modern data shows that heights have continued to increase. © 2003 Elsevier Science B.V.
