Page 1 of 9 ABSTRAK Dengan kadar simpanan yang rendah dan perancangan kewangan jangka panjang yang tidak mencukupi untuk persaraan, pengurusan kewangan telah menjadi topik penting bagi individu dan isi rumah serta untuk masyarakat dan negara. Walau bagaimanapun, penyelidikan mengenai topik ini masih jarang dan tersebar di pelbagai bidang. Makalah ini bertujuan untuk menyatukan dan memperluas pengetahuan mengenai pengurusan kewangan dan memberikan sumbangan dalam perbincangan. Pertama, kami mencadangkan definisi pengurusan kewangan berdasarkan perspektif persepsi pengurusan kewangan dan mengaitkannya dengan taraf hidup dan kebebasan kewangan seseorang yang diinginkan. Kami kemudian mengembangkan kerangka kerja yang membezakan elemen utama pengurusan kewangan; iaitu, intervensi dan amalan kewangan, faktor kontekstual dan faktor peribadi. Kata kunci: Budaya Kewangan, pengetahuan kewangan, pengurusan kewangan, taraf hidup, kebebasan kewangan. PENGENALAN Sementara ekonomi dunia pulih dari pergolakan ekonomi baru-baru ini, perbelanjaan secara berhemah dan pemupukan tabiat menabung merupakan satu topik yang hangat dibincangkan oleh semua orang. Pertumbuhan ekonomi global telah membawa perubahan pesat dalam sistem kewangan hari ini. Peningkatan kos barangan dan perkhidmatan merupakan salah satu implikasi utama yang mendorong masyarakat dalam membuat keputusan kewangan yang lebih tepat (Mitchell, Lusardi, & Curto, 2011). Menurut laporan dari Pembangunan Sumber Manusia, Malaysia pada tahun 2013, 53% rakyat Malaysia tidak mempunyai penjimatan yang boleh digunakan semasa kecemasan. Situasi ini adalah sesuatu yang perlu dibimbangkan oleh semua lapisan masyarakat. Pelaporan yang lebih mendalam menujukan bahawa mereka yang tinggal di kawasan pinggir bandar atau luar bandar di Malaysia, 63% melaporkan mereka tidak mempunyai apa-apa simpanan atau aset manakala mereka yang tinggal di bandar raya melaporkan 45% tidak mempunyai simpanan atau aset dan ia juga menunjukkan bahawa rata-rata masyarakat tidak mempunyai simpanan yang mencukupi untuk menyokong diri mereka sendiri apabila mereka bersara.     23 MAY 2003 Ling-Politics THE RISE AND FALL OF DR LING LIONG SIK By: Alan Ting KUALA LUMPUR, (Bernama) - He was not seen as a likely presidential candidate of the MCA during the infamous clash between Datuk Dr Neo Yee Pan and Datuk Tan Koon Swan in the 1980s. Having thrown his weight behind Koon Swan, he was like any other "generals" in the bitter party tussle, till a twist of fate propelled him to the helm of the oldest and biggest Chinese party, a job he held for almost 17 years. That twist of fate came on Sept 3, 1986 when he, as the deputy president, was appointed to the top post, replacing Koon Swan who had to resign after being sentenced to a two-year jail and a fine of S$500,000 for criminal breach of trust in Singapore. Born on Sept 18, 1943, Dr Ling had his early education at the King Edward VII School in Taiping before joining the prestigious Royal Military College (RMC) in Sungai Besi. From the RMC, Dr Ling studied medicine at the University of Singapore in 1961 and by 1966, he served as a doctor at Penang General Hospital before opting for private practice in Butterworth in 1975. The medical doctor, with a dead-pan face and gravel voice, launched his political career in 1968 when he joined the MCA and worked his way up to become a Central Committee member in 1974. EARLY YEARS In the same year, he was picked to stand in the Mata Kuching (now called Bagan) parliamentary constituency on an MCA ticket and won, retaining the seat for two subsequent terms.

    13 MAY 2002 Ting-Contest NO CONTEST IN MCA FOR ANY POST UNTIL 2005 KUALA LUMPUR, May 13 (Bernama) -- The MCA headquarters election steering committee today decided to call off elections for party posts in line with the Central Committee's (CC) agreement on MCA's peace plan, which seeks to maintain status quo of all incumbents from divisional level onwards until 2005. Party secretary-general and election steering committee head Datuk Seri Dr Ting Chew Peh said the move was in keeping with the CC's decision last month following the advice of Prime Minister Datuk Seri Dr Mahathir Mohamad. The plan brokered by Dr Mahathir was aimed at ending MCA's 14-month leadership tussle between president Datuk Seri Dr Ling Liong Sik and his deputy Datuk Lim Ah Lek. With the ruling today, the steering committee also rejected all nominations filed for party divisional posts on Saturday. He said the decision to declare null and void nominations filed by party members for divisional positions followed CC's peace plan agenda. "The decision is in line with the CC's move to maintain status quo at all levels of the party and for the single list of leaders to maintain their positions until 2005," he told reporters after a three-and-a-half-hour MCA election steering committee meeting at the MCA headquarters here today. MCA over the weekend held nominations for divisional posts and out of the 166 divisions in the party, 42 divisions saw nominations filled for the post of division chairman. "All nominations filled not adhering to the principles set out by the CC will not be entertained, the incumbents still retain their positions," he said.

    13 MAY 1997 Abu Hassan-per capita ABU HASSAN: RIVER BASIN TO BE INCOME-BOOSTER KUALA SELANGOR, May 13 (Bernama) -- Development of the Sungai Selangor, Sungai Tinggi and Sungai Buloh basins under the Seventh Malaysia Plan (7MP) will increase the per capita income of the local people, Selangor Menteri Besar-designate Datuk Abu Hassan Omar said today. These areas had been identified as new areas for economic growth, he told reporters after a briefing by the Kuala Selangor District Officer Ishak Ahmad here. "Upon implementation of the economic programmes, it is projected that the average local man will enjoy a per capita income of RM9,358 at par with that of the state's," he said. Also present were State Executive Councillors Datin Paduka Rakibah Abdul Manap, Ch'ng Toh Eng and S.S. Rajagopal, State Secretary Datuk Hashim Meon, Speaker Datuk Onn ismail, Barisan Nasional candidate for Kuala Selangor parliamentary by-election Datuk Jamaluddin Adnan and heads of department. Ishak told Abu Hassan that development in the constituency would also focus on agriculture so as to strike a balanced development with emphasis on sufficient food production to forestall inflation. Rakibah, who is State Infrastructure Committee Chairperson, said the draft development plans for the river basin areas would be submitted to the state government for approval shortly. She said the Sungai Selangor Basin would be developed for tourism and as the administrative and commercial centre for the region, the Sungai Tinggi Basin for agriculture and the Sungai Buloh Basin for industrial use. Abu Hassan was picked by Prime Minister Datuk Seri Dr Mahathir Mohamad to succeed Tan Sri Muhammad Haji Muhamad Taib who resigned on April 14, following a court case in Brisbane.

MCA will probably follow the Prime Minister’s advice and shed part of its Nanyang shares to some ‘strategic partners’. The financial burden of assuming 72% of Nanyang shares alone should persuade MCA’s Huaren Hold- ings Sdn Bhd to do this, and sooner rather than later. Only 53 per cent of those who voted at the 24 June EGM favoured the takeover. Even so the ‘Gang of Eight’ led by Lim Ah Lek and Chua Jui Meng have declared that they will accept the EGM’s decision. Their road-shows will stop. The party will close ranks. But for how long? Even if there’s no mud-slinging within MCA, there is still a storm of protest in the Chinese commu- nity against the Nanyang takeo- ver. The protest will not die so quickly but will probably haunt MCA. Whilst the country has been able to sustain a relatively stable politics since the 1969 tragedy, and hence spawn a rapid economic development (at least until the 1997 Asian economic crisis), the project of nation-building remained a basic national agenda yet to be fully resolved. This study investigates the delicate process of nation-building in Malaysia in the post 1970s, especially in the context of the vision of constructing the Bangsa Malaysia or 'a united Malaysian nation' enshrined in Mahathir's Vision 2020 project which was introduced in 1991. The aim of the study is firstly, to examine the underlying socio-political parameters that shaped and influenced the politics of nation-building in the country, and secondly, to explore the viability of the project of Bangsa Malaysia in the context of the daunting challenges involved in the process of nation-building. Drawing from a range of theoretical frameworks as well as from both primary and secondary data, the study contends that, based on the Malaysian experience, the potent interplay between the forces of ethnicity and nationalism constitute the crux of the problems in the politics of nation-building in Malaysia.

This is, however, not true due to the recognition of legal reasoning, al-ijtihad, in Islamic legal tradition where Islamic law is adaptable and flexible in line with the changing of times, places and circumstances. Halal industry, particularly the animal slaughtering practices is one of the areas that experience positive developments which lead to the emergence of new practices like stunning and mechanical slaughtering. Indeed, these practices are regarded as a new phenomenon in which there the issue was not clearly discussed in the classical literatures hence needs for further clarification on the status of Shariah legal rulings, hukm, from various sources of Islamic law including ‘urf. This paper is an attempt to discuss the development of Islamic law with special reference to the application of ‘urf in halal animal slaughtering practices. In order to achieve the objective, opinions from both classical and modern literatures are examined and analyzed in order to understand the development of Islamic law in halal industry. The findings show that ‘urf is considered as the most suitable instrument in determining the legal status of modern animal slaughtering practices since it is applicable to all kinds of situations, places and times.
