A S E A N P O R T S A S S O C I A T I O N M A L A Y S I A VOLUME 2, 2006 THE PORT FACTOR FEDERAL MINISTER OF TRANSPORT VISITS NEW SAPANGAR BAY CONTAINER PORT On the 21st May 2007, Sapangar Bay Container Port (SBCP) was graced with the visit of the federal Transport Minister Da- tuk Seri Chan Kong Choy. Datuk Seri Chan Kong Choy was briefed by Suria Capital Holdings Berhad' Group Managing Director, Datuk Hj. Abu Bakar Hj. Abas on the current progress of the states newly built container port. It was announced that SBCP was ready for operation on 1st June 2007 and shifting of the containerization activity from KK port to Sapangar would commence on the mentioned date. Among the issues that were highlighted in the briefing was the impressive development of the ports in Sabah, in particular Kota Kinabalu port, which had grown in terms of container through- put. An increase of almost 8.5% was recorded in KK Port from a total of 141 969 teus (in 2005) to 153 793 teus (in 2006) and for the first quarter of 2007, a growth of 20% container throughput was achieved. In addition, the container rate productivity had significantly increased to 18 boxes an hour and is expected to reach 20 - 22 boxes per hour upon the operation of SBCP. Datuk Seri Chan Kong Choy hailed these improvements as phenomenal and cited the crucial role of crane productivity in terms of faster turnaround time which will attract vessels to SBCP. -

B. Brodey and Todd Ramón Ochoa) This dissertation is a critical analysis and annotated translation, from Spanish into English, of the book Reglas de Congo: Palo Monte Mayombe, by the Cuban anthropologist, artist, and writer Lydia Cabrera (1899-1991). Cabrera’s text is a hybrid ethnographic book of religion, slave narratives (oral history), and folklore (songs, poetry) that she devoted to a group of Afro-Cubans known as “los Congos de Cuba,” descendants of the Africans who were brought to the Caribbean island of Cuba during the trans-Atlantic Ocean African slave trade from the former Kongo Kingdom, which occupied the present-day southwestern part of Congo-Kinshasa, Congo-Brazzaville, Cabinda, and northern Angola. The Kongo Kingdom had formal contact with Christianity through the Kingdom of Portugal as early as the 1490s. -

“What’s the latest?” Page 1 of 3 Column for Philippine Daily Inquirer PDI 09-02, 1-09-08 [for publication on 1-10-2008] “What’s the latest?” Mahar Mangahas Right after greeting me Happy New Year, the most common next question of friends and acquaintances is “What’s the latest?” referring, most of all, to prospects for the next national election in 2010, according to the SWS surveys. I tell them that the survey leaders are a cluster of three, namely Noli de Castro, Manny Villar, and Loren Legarda, and then refer them to the SWS website, since I can’t remember so many numbers, all the more as another year passes by. Anyway, for the nth time, last November 7th SWS reported the finding of its September 2008 survey that the top answers to the question on persons who would be good (magaling) successors of Pres. Arroyo as President, with up to three names accepted, were – with percentages in parentheses -- de Castro (29), Villar (28), Legarda (26), Panfilo Lacson (17), Francis Escudero (16), Joseph Estrada (13), and Mar Roxas (13). All others, including Gloria Macapagal-Arroyo, Bayani Fernando, Antonio Trillanes et al., got one percent or less. In short, the aspirants cluster into three groups: the top three, then a group of four at least 9 points away, and then everyone else. To be fair to all possible aspirants, no list of names was provided to prompt the respondents. As a result, we discover that some Filipinos favor the return of GMA or Erap in 2010, and some favor Trillanes, though he would not yet be 40 years old by then. -

El futuro mandatario deberá hacer frente a los grandes desafíos en el bajo nivel de gobernanza y las deficiencias en el desarrollo. Resumen: En mayo de 2010, tras casi una década de gobierno, terminará la era Macapagal-Arroyo. Los sondeos presidenciales dan el primer puesto al liberal “Noynoy” Aquino, beneficiado por la gran popularidad de sus padres, seguido del nacionalista Villar, continuando a mayor distancia el populista Estrada, condenado hace pocos años por cargos de corrupción, y el oficialista Gilberto Teodoro. El desarrollo de la campaña ha puesto en evidencia el poco peso de los partidos políticos frente a las personalidades que concurren en los comicios. A pesar de que las votaciones serán las primeras automatizadas en la historia, siguen persistiendo la violencia política y la amenaza de irregularidades. INFANT MORTALITY IN NUAULU AND NON-NUAULU COMMUNITIES IN MALUKU TENGAH: Social Exclusion And Ethnicity In Indonesia1 By: Lusia Peilouw* Abstrak Nuaulu adalah salah satu komunitas adat di Maluku. Secara geografis komunitas ini tidak terisolasi seperti yang diasumsikan secara umum bahwa masyarakat adat biasanya hidup terisolasi di daerah terpencil. Mereka tinggal hanya beberapa kilometer dari ibukota kabupaten Maluku Tengah, di antara desa-desa yangjauh lebih berkembang. Sebuah penelitian demografis menggunakan kematian bayi dirancang untuk menerangkan fenomena sosial pada komunitas Nuaulu dan bukan Nuaulu. Ditemukan bahwa kematian bayi pada Nuaulu di Rouhua lebih tinggi dari pada bukan Nuaulu di Makariki. Faktor-faktor sosial yaitu pendidikan dan kesehatan dan ekonomi keluarga merupakan faktor determinan yang saling mempengaruhi satu dengan lainnya, sebagaimana dianalisa dengan menggunakan Mosley and Chen framework (1984). Secara laitis studi ini menemukan bahwa praktek-praktek budaya yang masih dipelihara oleh komunitas Nuaulu tidak akan menjadi masalah apabila kebutuhan sosiallain dan kebutuhan ekonomi terfasilitasi. Political will dan kepedulian pemerintahlah yang menjadi masalah dalam konteks ini. Mengabaikan komunitas adat dalam kebijakan pembangunan sosial menyebabkan masyarakat dalam komunitas ini rentan. Komunitas Nuaulu eli Rouhua hanyalah satu dari sekian banyak komunitas adat di negeri ini, dan terletak di daerah yang mudah dijangkau namun selama ini mereka hidup dalam keprihatinan dan kerentanan yang luar biasa. Bagaimana lebih buruknya kondisi komunitas-komunitas adat yang memang secara geografis tidak mudah dijangkau. Nuaulu is a tribal community in Maluku. Geographically this community is not isolated as is commonly assumed tribal communities living in remote areas are. Located among non-tribal communities, it is only a few kilometres from the centre of the Maluku Tengah District.
