Prior to this legislation, the commercial companies that operated on the Arkansas River under a Bureau of Land Management (BLM) Special Recreation Permit became concerned that the fees they were paying BLM were not being returned to the local office. • AHRA CREATED IN 1989 (HOUSE BILL 1253) BOUND BY A MANAGEMENT PLAN - 3RD MGT PLAN (1989, 2001 & 2019) • COOPERATIVE MANAGEMENT AGREEMENT CPW, BLM & USFS • CITIZEN TASK FORCE FUNDING • PASSES, FEES, AND PERMITS (OUTFITTER FEES) • LOTTERY/GOCO • FEDERAL AND STATE GRANTS • REGISTRATIONS • SALES, DONATIONS, INTEREST, OTHER KEY ACCOMPLISHMENTS BROWNS CANYON NATIONAL MONUMENT MANAGEMENT PLAN JULY 2020 POINT BARR RECREATION SITE HECLA JUNCTION/RUBY MOUNTAIN REBUILD VOLUNTARY FLOW MANAGEMENT PROGRAM John Messner Former Gunnison County Commissioner Gunnison Sustainable Tourism and Outdoor Recreation (STOR) Committee GUNNISON COUNTY SUSTAINABLE TOURISM & OUTDOOR RECREATION COMMITTEE (STOR) Sustainable Tourism & OutDoor Recreation Committee Mission Statement: The Sustainable Tourism and Outdoor Recreation (STOR) Committee is intended and structured to be a wide-ranging group that acts thoughtfully, efficiently and proactively to address negative impacts and develop unique approaches towards creating a sustainable tourism economy and outdoor recreation experience while preserving the natural resources of Gunnison County. Successfully Mitigate and Minimize Impacts to our Public Lands managing our tourism sector so Enhance and Improve Outdoor Recreation Infrastructure that it enhances our quality of life Communication, Stewardship Messaging, Enforcement and and does not Wayfinding negatively impact Grow Capacity for Long Term Sustainable Management (Funding, the natural Staff, Planning etc.) resources upon which it depends. Created Funding Sources for Projects: •Gunnison Stewardship Fund in partnership with National Forest Foundation-$100,000+ generated in year 2 •Awarded $350,000 grant from GOCO for Gunnison Stewardship Program •Secured additional local match of $100,000 for Stewardship Program •Supporting development of fee program proposal on USFS lands in Gunnison County So What has the STOR Committee done? Developed a prioritized strategic plan that identifies high impact areas needing infrastructure, maintenance and/or outreach to users Developing communication and outreach plan to educate residents and visitors about outdoor etiquette, stewardship principles, etc. Have improved stewardship messaging and wayfinding at access points to our public lands throughout county Have supported and developed local Conservation Corps, putting boots on the ground in areas of need Have hired a full-time Stewardship Coordinator in partnership with the National Forest Foundation to support STOR efforts in the region.
