Authorize the Department of Transportation to enter into a contract amendment, with Tiison Technology Management, Inc. (Vendor #265209), Portland, ME, Contract #2016-10. The purpose of this amendment is to increase the contract amount by $158,226.00 from $4,225,966.31 to $4,384,192.31 to continue designing and building the Advanced Transportation Management System (ATMS) on the Frederick E. Everett Turnpike (FEET), effective upon Governor and Council approval. The original contract was approved by Governor and Council on March 22, 2017, item #23 and amended on February 21, 2018, Item #5A. 100% Turnpike Funds. 2. Further, to extend the completion date from October 30, 2018 to October 30, 2019. Funds to support this request are available in FY 2019 budget. Funds to support FY 2020 are anticipated to be available in the following account upon the availability and continued appropriation of funds in the future operating budget, with the ability to adjust encumbrances between State Fiscal Years through the Budget Office, if needed and justified: 04-96-96-961017-7507 SFY 2019 SFY 2020 Central NH Turnpike $148,226.00 $10,000.00 046-500463 Eng Consultants Non-Benefits EXPLANATION The purpose of this contract amendment is to allow sufficient time to complete the Advanced Transportation Management System on the Frederick E. Everett Turnpike and to increase the total" contract amount. This contract amendment is requested for the following reasons: • The wireless communication network originally designed had a lease cost that was over the Department's budget therefore the Department requested a complete wireless network redesign with associated lease negotiations. • Steel fabrication costs have increased since original budget in February 2017. • The design-build Tiison Technology team had to make changes in design plans to accommodate future ATMS needs of the F.E. Everett Corridor. The Amendment has been approved by the Attorney General as to form and execution. The Department of Information Technology (DolT) has reviewed and approved the Amendment.     The K-pop Wave: An Economic Analysis Patrick A. Messerlin1 Wonkyu Shin2 (new revision October 6, 2013) ABSTRACT This paper first shows the key role of the Korean entertainment firms in the K-pop wave: they have found the right niche in which to operate— the ‘dance-intensive’ segment—and worked out a very innovative mix of old and new technologies for developing the Korean comparative advantages in this segment. Secondly, the paper focuses on the most significant features of the Korean market which have contributed to the K-pop success in the world: the relative smallness of this market, its high level of competition, its lower prices than in any other large developed country, and its innovative ways to cope with intellectual property rights issues. Thirdly, the paper discusses the many ways the K-pop wave could ensure its sustainability, in particular by developing and channeling the huge pool of skills and resources of the current K- pop stars to new entertainment and art activities. Last but not least, the paper addresses the key issue of the ‘Koreanness’ of the K-pop wave: does K-pop send some deep messages from and about Korea to the world? It argues that it does.     Hallyu across the Desert: K-pop Fandom in Israel and Palestine Nissim Otmazgin, The Hebrew University of Jerusalem Irina Lyan, The Hebrew University of Jerusalem Abstract This study examines the role that fan communities in Israel and Palestine play in the transcultural dissemination of Korean popular music, or “K-pop.” Based on in-depth interviews with fans, a survey of K-pop online communities, discourse analysis of online discussions, and participation in K-pop gatherings, this article examines the practice of K-pop, its localization and institutionalization, and its influence on the identities of fans. Special attention is given to the role of K-pop fans as cultural mediators who create necessary bridges between the music industry and local consumers and thus play a decisive role in globalizing cultures. Typically, literature on the globalization of popular culture either utilizes a top-down approach, depicting powerful media industries as making people across the world consume their products, or emphasizes a bottom-up resistance to the imposition of foreign cultures and values. This article suggests that popular culture consumption not only changes the lives of a few individuals but that these individuals may themselves play a decisive role in connecting globalized culture with local fandom. The Korean Wave primarily started with a few well-made television dramas that were popular in East Asia, and the local cultural industries have advanced several cultural forms, including K-pop and digital games, which have gradually penetrated global markets. This Special Section focuses on the origin of the Korean Wave, and the articles emphasize either theoretical challenges in hallyu studies or empirical cases of hallyu in various areas of the world. Labels entering into 360 deals may find themselves liablefor violating the Seven-Year Statute or the Talent Agencies Act (TAA). With 360 agreements becoming more popular, labels should turn to an existing music industry that has dealt with the potentiallegal problems of 360 dealsfor years. The Korean pop industry, commonly called "K-pop, " has taken advantage of a 360-deal-like model for many years, and as a conse- quence, many Korean labels have experienced the potential legal prob- lems that American labels may face. Particularly,the legal problems faced by S.M Entertainment, a talent agency and music label giant in South Korea, as a result of their contract with TVXQ, a popular and hugely successful boy band,reveal exactly the type ofpotential liability faced by American music labels.
