Russian American Pacific Partnership SUMMARY REPORT 17th Annual Meeting Tacoma, Washington September 19-20, 2012 2012 RAPP Sponsors: RAPP Secretariats’ Joint Letter Our deep thanks to all the participants of the 17th annual meeting! Following the meeting, Deputy Assistant Secretary of Commerce Mat- thew Murray wrote, “You have created an outstanding forum for both public and private stakeholders in improving U.S.-Russia commercial ties. The en- thusiasm and level of interest from participants and the input we received has helped support our bilateral initiatives with Russia”. There are objective reasons to believe now is an excellent opportunity to expand U.S.-Russian cooperation across the Pacific. Both Russia and the U.S. have stated their intent to make the Asia Pacific a priority in their eco- nomic strategy. Russia has created its new Ministry of Far East Affairs (Development) elevating the development of the Russian Far East to among the highest of national priorities. Following their successful APEC host year, Russia and the Russian Far East are most interested to demonstrate results in international economic cooperation. Over the past year, U.S. exports to Russia grew impressively and are accelerating in 2012. Once the U.S. establishes with Russia Perma- nent Normal Trade Relation status, U.S. companies can benefit from Rus- sia’s WTO accession commitments making Russia an even more attractive business market. The renewed opportunity for U.S. West Coast trade with the regions of the Russian Far East benefits our companies and consumers, broadens U.S.-Russian commerce, and adds balance to our international trade relations at the regional level. -

THE GREEN PARTY OF GERMANY BÜNDNIS 90 / DIE GRÜNEN 1. Historical Context and democratic structure of Germany The political structures that existed before a united German state emerged were dominated by relatively small political entities, which enjoyed varying degrees of political autonomy. The Bundesrepublik Deutschland (Federal Republic of Germany) is formally only 70 years old. Unsurprisingly, this history of federalism is represented in the Bundesrepublik as well. Today we have 16 federal states. This decentralization is one of the most important parts of our democracy. Berlin, as the capital, was and is the best symbol of Germany’s colourful past. West Berlin’s location deep within the territory of Eastern Germany made it an island of the Bundesrepublik (Western Germany). West Berlin has had a very special phase after WWII that was deeply intertwined with the Cold War. With the end of the Cold War, the two German states the German Democratic Republic or GDR (East Germany) and Bundesrepublik finally became a united state again. Today, Berlin with its 3.6 million inhabitants, is Germany’s biggest city, its capital and the place to be for culture, arts, lifestyle, politics and science. Germany’s democratic system is a federal parliamentary republic with two chambers: the Bundestag (Germany’s parliament) and the Bundesrat (the representative body of the federal states). Germany’s political system is essentially a multi-party system, which includes a 5% threshold (parties representing recognised national minorities, for example Danes, Frisians, Sorbs and Romani people are exempt from the 5% threshold, but normally only run in state elections). -

Februar 2008 25 Joer Déi Gréng 49 Claude Kohnen Wohin steuern die deutschen Grünen? Seit der Bundestagswahl 2005 sind die Grünen in Deutschland in der Opposition. Wollen sie das ändern, bleibt vorläufig wohl nur eine Annäherung an die CDU. Als am Abend des 27. This article is brought to you by the William & Mary Law School Scholarship Repository. https://scholarship.law.wm.edu/wmlr INTENT IS ENOUGH: INVIDIOUS PARTISANSHIP IN REDISTRICTING JUSTIN LEVITT* ABSTRACT When the Supreme Court last seriously grappled with partisan gerrymandering, all nine Justices concluded that an excessive injection of politics in the redistricting process violates the Constitu- tion, but failed to agree on what is excessive (or who should decide). Commentators have since offered no shortage of assistance, offering various models to resolve exactly “how much is too much.” This effort is a sprint to answer the wrong question. It is perhaps the question Justices have asked, but not the one best illuminating the problem. This Article suggests an alternative: not “how much,” but “what kind.” The Court wants to distinguish egregious unconstitutional partisanship from normal politics. In this endeavor, the nature of the intent, not the magnitude of the impact, matters more. A pivotal case from the October 2016 Term reveals that the invidious intent of a state actor to subordinate others based on perceived partisan affili- ation constitutes a constitutional violation, no matter the severity of any resulting injury. -

Der Deutsche Bundestag stellt fest: In der Bundeshauptstadt Berlin und ganz besonders im künf- tigen Parlaments- und Regierungsviertel gibt es zahlreiche Orte, die in der deutschen Geschichte bereits eine bedeuten- de Rolle gespielt haben. Der Deutsche Bundestag begreift es als Chance und Verpflichtung, die Erinnerung an das dort Ge- schehene zu bewahren und historisch bedeutsame Stätten ent- sprechend zu kennzeichnen. II. Der Deutsche Bundestag fordert die Bundesregierung auf, in Absprache mit der Berliner Landesregierung sicherzustellen, daß 1. eine Übersicht erstellt und veröffentlicht wird über die Vor- geschichte der Standorte bisheriger und künftiger Bun- deseinrichtungen in Berlin, 2. eine Auswahl historisch besonders bedeutsamer Orte durch ein fachlich ausgewiesenes und politisch unabhängiges Gremium erfolgt und öffentlich erörtert wird, 3. diese ausgewählten Standorte in geeigneter Form und öf- fentlich sichtbar gekennzeichnet werden und auf ihre Vor- geschichte hingewiesen wird.
