    UNLIKELY COSMPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS A Dissertation Presented to the Faculty of the Graduate School of Cornell University In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Bernardo Enrique Brown August, 2013 © 2013 Bernardo Enrique Brown ii UNLIKELY COSMOPOLITANS: MIGRATION AND MORALITY AMONGST SRI LANKAN CATHOLICS Bernardo Enrique Brown, Ph.D. Cornell University, 2013 Sri Lankan Catholic families that successfully migrated to Italy encountered multiple challenges upon their return. Although most of these families set off pursuing very specific material objectives through transnational migration, the difficulties generated by return migration forced them to devise new and creative arguments to justify their continued stay away from home. This ethnography traces the migratory trajectories of Catholic families from the area of Negombo and suggests that – due to particular religious, historic and geographic circumstances– the community was able to develop a cosmopolitan attitude towards the foreign that allowed many of its members to imagine themselves as ―better fit‖ for migration than other Sri Lankans. But this cosmopolitanism was not boundless, it was circumscribed by specific ethical values that were constitutive of the identity of this community. For all the cosmopolitan curiosity that inspired people to leave, there was a clear limit to what values and practices could be negotiated without incurring serious moral transgressions. My dissertation traces the way in which these iii transnational families took decisions, constantly navigating between the extremes of a flexible, rootless cosmopolitanism and a rigid definition of identity demarcated by local attachments. Through fieldwork conducted between January and December of 2010 in the predominantly Catholic region of Negombo, I examine the work that transnational migrants did to become moral beings in a time of globalization, individualism and intense consumerism.

Road network improvements take place all over the country under development projects. Enormous funds have been allocated for improving roads in order to facilitate the increasing number of vehicles. In order to establish an efficient transport system traffic management measures should be improved in line with the current development programs in the country. Serious thought should be given to such measures where a higher contribution to economic development falls in line with road transportation. The Ja-ela town is located on A3 road within the Western Province and a part of the northern bound traffic is routed through this town. Economically important places of the country are served by the A3 road and reducing delays on this major arterial road is essential. In drafting methodologies to achieve the said perspective urban cities within the A3 road corridor should be given priority.

However, it has been an argument that the kind of urban development that is being Seeduwa undertaken presently results many negative impacts and its outcomes are not favourable as they do not meaningfully incorporate the site- specific issues. These three development plans Kandana reconcile such issues by carefully identifying the root causes of the spatial issues and planning failures if not otherwise addressed. During the period of November 2011 – January 2012, the final year undergraduate students of the Department of Town Country Planning involved in a studio project to prepare strategic structure plans for Colombo Peliyagoda, Wattala and Ja-Ela which are competing with each other, having so many potentials not only in terms of resources but also in Figure 1: The Three Towns on A3 Belt terms of location. PELIYAGODA STRATEGIC STRUCTURE PLAN What is Peliyagoda? One of the key elements that draw the image of Peliyagoda is Kelani River. Kelani River defines Peliyagoda, adds aesthetic and pleasing value to Peliyagoda, and acts as the natural landmark to Peliyagoda. Thus, the Kelani River is ultimately considered as the Southern and Eastern boundary of the project region.
